Pedestrian and Bicycle Path Advisory Committee Meeting Minutes July 6, 2020 Committee Members Present: John Phelps, Mike Fitzgerald, Hunter Homes, John Repke, Jim DeHerrera, Doug Reed. City Staff Present: Carla Belski, Karin Hilding, Craig Workman. Also present: Greg Gunderson. A. The meeting was called to order 8:32 AM. B. Doug Reed asked to add a Muldown opening plan update to the agenda. The Agenda for the meeting was approved as presented with this addition. C. Mike moved and Hunter seconded to approve the March 2, 2020 meeting notes. The minutes were passed unanimously. D. Public Comment: a. Jen Sybrant presented concerns about safety in her neighborhood near 10th and Park. She stated that it is a dangerous corridor with no sidewalks, no bike lanes, and outdated signs. She requested that the City consider adding speed controls, new signs, and bike lane. Craig explained the challenges with widening the road at the S curve due to Cow Creek and permitting in that area. He did say that a stop sign at 10th and Park would be a good way to reduce speed. He also said he would look at updating signs in the curve, add 15 mph signs, and can put up MPH detector sign periodically. E. New Business: a. West Lakeshore – No headway with BNSF on this path. b. Crosswalk at Lupfer and 2nd Street: The City will look at existing signage and will make recommendations to MDT. c. Muldown Traffic Plan: Bridger and Craig met with school representatives to discuss traffic planning with the new school. There will be some “right turn only” signs to help with congestion during school drop off and pick up. F. Old Business a. Riverbend Condo Easement: Craig suggested that we have the bike/ped consultant associated with the transportation planning project to evaluate how bikes and pedestrians approach the intersection and make recommendations regarding use of switchbacks or crossing at the highway. Karin has talked to MDT about striping the crosswalk and is waiting to hear back if this is a possibility. It was suggested that we dedicate a meeting to this topic in the next 2-3 meetings.  b. Malmquist Easement: The exact location will be dependent upon where the trail goes through the River Bend Condo property. c. Les Schwab Easement: There is no update as we have not been able to get in touch with the real estate contact. Craig will reach out again. d. Duck Inn: Craig was in contact with the owners in late May and confirmed that they had no objections to the easement document. Craig will follow up and confirm that they will sign and submit. e. Trail View Subdivision: The city received quotes for the project and they came back higher than anticipated. Craig is trying to find funds to make up the difference and still hopes to get it completed this summer. Public Works has provided the plans to the Creekwood Homeowners Association. f. Safe Routes to Schools: Bike to School day was cancelled this spring and uncertain whether we will be able to have it this fall. Karin is still looking at adding signage to uncontrolled intersections near the schools and will have the traffic consultant with the transportation plan review them as well. g. Baker Ave Crosswalk at Riverside Park: This project got approval from MDT but is currently on hold due to funding. The original estimate was $10k but the cost will be around $25k due to the requirement of the improved ramps. h. Baker Underpass: LHC was awarded the bid and will start in mid-August with most of the work completed this fall. i. High School Representative: Consensus was to keep this position open and work with Eric Sawtelle to help find a candidate. G. Parks and Recreation Comments: Bike path maintenance is happening on the City Beach Loop portion of the path. Parks is also starting work to repair the Rocksund trail. H. Public Works Comments: Karin is setting up a field trip to review potential trail connections at Lamb Lane and will invite the committee to attend. The temporary bollards on Central are being used for Farmer’s Market. I. Committee Comments: None. J. The next meeting is scheduled for Monday, August 3, 2020. K. The meeting was adjourned at 9:45 a.m. Action Items: 1. Carla will reach out to Eric Sawtelle and see if there is anyone interested to be a high school representative on the Bike Ped Committee. 2. Public Works will look at installing a stop sign at 10th and Park, improving signage on the S-curve and installing a speed detector sign in that area. 3. Public Works will look at signage on 2nd Street at the crosswalk at Lupfer and will make suggestions to increase safety to MDT. 4. Craig will reach out to Les Schwab again. 5. Craig will follow up with the Duck Inn to get the signed easement.
