Pedestrian and Bicycle Path Advisory Committee Meeting Minutes January 4, 2021 Committee Members Present: Mike Fitzgerald, John Repke, Doug Reed, Hunter Holmes, and John Phelps. City Staff Present: Carla Belski, Karin Hilding, Craig Workman, and Maria Butts. Also present: Greg Gunderson A. The meeting was called to order 8:36 AM. B. Mike moved to approve the minutes. Hunter seconded. Approved. C. Public Comment: None. D. New Business: None. E. Old Business a. Lamb Lane/Assembly of God paths: The cost for drafting plans trail alignment for easement documents is estimated at $2-3K. John P. was tasked to reach out to the church for some sort of commitment prior to moving forward. John reached out to the church and has not heard back. He will follow up. b. Riverbend Condo Easement: KLJ has been tasked with evaluating how bikes and pedestrians approach the intersection and make recommendations regarding the viability of the proposed switchbacks. They plan to have a memo to the City regarding this issue by February 1st for the bike ped committee meeting. MDT has striped the crosswalk at Miles Avenue and are currently evaluating for additional signage. c. Malmquist Easement: No updates. d. Les Schwab Easement: Karin discovered that the business has in fact been sold to an investment company in California. There is a possibility that the back portion of the property could be sold for development in which case the development of the path could be required in the planning process. Our only contact is Sam the general manager at the store. e. Duck Inn: Craig met with the owners this fall and they are still very interested in finalizing the easement with a few changes. Craig will follow up. f. Trail View Subdivision: Trailview and Voerman paths have been contracted out to Watson and will be built this spring. The gravel path connection at Shady River Lane was not included in that contract and will instead be constructed by a Public Works crew. g. Safe Routes to Schools: The recommendations for uncontrolled intersections will be reviewed by staff in the transportation planning efforts.  h. Baker Underpass: Concrete work was delayed due to cold weather so this work as well as landscaping will need to be completed in the spring. The underpass will remain closed this winter. Wayfinding sigs will use the word “Underpass” to direct people under Baker Ave. Stumptown Art Studio applied for a grant with the Montana Office of Tourism in partnership with the city for the creation of the mural in the tunnel. i. West Lakeshore/Birch Point – No update. j. Crosswalk at Lupfer and 2nd: No update. k. FWP Project List: The City would like to compile a list of the remaining projects that need permitting from FWP along the river from the Duck Inn to JP Road. Staff will come up with design standards that are by FWP for paths along the river so that the authorization process for new path construction is quicker in the future. F. Parks and Recreation Comments: No comments. G. Public Works Comments: a. There will be a City Council Work Session on February 1st regarding the Transportation plan. H. The next meeting is scheduled for Monday, February 1, 2021. I. The meeting was adjourned at 9:12 a.m. Action Items: 1. John P. will continue to reach out to the pastor at the Assembly of God to gauge their interest in creating an easement for an urban trail. 2. Craig will follow up with Duck Inn owners regarding finalizing the easement. 3. Staff will work on creating design standards for path construction along the river to be approved by FWP.
