Pedestrian and Bicycle Path Advisory Committee Meeting Minutes April 10, 2023 Committee Members Present: John Repke, Jim DeHerrera, Mary Behrendt, Giuseppe Caltabiano, Riley Polumbus, Doug Reed, Antonia Malchik, Luke Moses City Staff Present: Carla Belski, Craig Workman, Karin Hilding Public Present: Bruce Boody, Nathan Tuebner, Mike Fitzgerald, John Phelps, Dick Allison, Kay Allison, Patty Zanto, Yvonne May A. The meeting was called to order 8:32 a.m. B. Agenda for the March meeting had no edits. Giuseppe moved to approve, and Jim seconded. Passed unanimously. C. Giuseppe moved to approve the March 6, 2023, minutes. Doug seconded. Passed unanimously. D. Public Comment: No comments. E. New Business: a. School Crossing Guards: The schools are still short on staffing and need help especially at Muldown. Please help spread the word. b. Bike and Walk to Work Day: Discussed bike to school day and issues with staffing, bike racks, and configuration of the school line up which all make coordinating a bike to school day challenging. Riley proposed a Bike/Walk to Work Day, including a council proclamation of the day. It was determined that the proclamation would come at a future date. People interested in coordinating Bike to Work Day should stay after the meeting. F. Old Business a. River Bend Condos: Council authorized the hiring of TD&H for the preliminary work. Surveying will take place on the property in early May. Once preliminary design is complete, it will be taken to FWP and landowners. John Phelps commented that he met with Dana Smith regarding Riverbend path and designation of funds. He said that he attended City Council and is planning on attending Resort Tax Committee to ask that funds be set aside for this project. Kay Allison suggested a trough be added to the stairs at Riverbend to allow for bike access. b. Malmquist Easement: Karin reported that the Conservation District has been notified that we are moving forward with Riverbend which may help the Malmquist permit process. Samantha from the FCD responded and let supervisors know. c. Viaduct Improvements: MDT has let the city know that they will not allow steel rails or lighting to be attached to the viaduct structure. Craig reported they are looking at different jersey barrier options including different designs, colors,  shapes, etc. If we choose custom barriers, we will need additional barriers on hand to have as a replacement in the event of damage. This will potentially go back to another Council session in June. d. Safe Routes to Schools: Karin reported on the Transportation Alternatives Grant that she was working on to improve issues around the high and grade school area. The proposal Memorial Park was not approved by the Park Board. Karin will not be submitting a TA application. She did report that Public Works can make the improvements at 6th Street including the addition of sidewalks and a raised crosswalk at 6th and Pine this year without grant funds. She also noted that a “no left turn” sign will be installed on 6th Street. She did note that in the future, TA grants can fund pavement preservation projects which would help improve problems with existing bike paths. It was also noted that the parent committee will be getting together work with the schools on a walking school bus day and identifying trouble spots for kids getting to school. e. Paths Needing FWP Approval: The committee discussed dedicating a meeting to this topic and inviting FWP and FCD to the meeting. The June 5th meeting was proposed. Karin will invite Samantha Tappenbeck with FCD and Kenny Breidinger with FWP. f. Ongoing Project List: The committee reviewed the list and made suggestions on how to organize the list in relation to the entire system. Karin will work with committee members on layout. G. Parks and Recreation Comments: No comments. H. Public Works Comments: Karin noted that Yvonne May was in attendance to bring up the bike path along Lamb Lane. It was reported that a nearby development could have a shared use path that could connect with Lamb Lane. City Council has expressed the need for a master plan for the public works shop property at which point a shared use path could be included. I. Committee Comments: No comments. J. The next meeting is scheduled for Monday, May 1, 2023. K. The meeting was adjourned at 9:44 a.m.
