WHITEFISH COMMUNITY DEVELOPMENT BOARD March 20, 2025 6:00 PM A) CALL TO ORDER Chair Steve Qunell called the regular meeting of the Whitefish Community Development Board to order. Board members present were Whitney Beckham, Phil Boland, Toby Scott, Mallory Phillips, Scott Wurster, and Steve Qunell. Jon Heberling was absent. City staff present were Planning Director David Taylor, Planner I Lauren Macdonald, and Legal Assistant Bree James. There were approximately 3 people attending in addition to the board members and staff. B) AGENDA CHANGES None C) APPROVAL OF FEBRUARY 20, 2025, MINUTES Scott made a motion, seconded by Beckham to approve the minutes. The motion passed unanimously. D) COMMUNICATIONS FROM THE PUBLIC (Items not on the agenda) Giuseppe Caltabiano, 2075 Lion Mountain Loop, thanked the board and recognized the staff for all their hard work. E) UNFINISHED BUSINESS None F) PUBLIC HEARINGS: 1. WZC 25-01 A request by City of Whitefish for a zone change to remove an expired Planned Unit Development at 6575 US Hwy 93 S and 1325 Columbia Avenue. The property is located at 6575 US Hwy 93 S and 1325 Columbia Avenue and can be legally described as Tracts 1 CHA and CE respectively in S1 T30N R22W, P.M.M., Flathead County. Planner I Lauren Macdonald reviewed the staff report and findings. As of the writing of WZC 25-01 no public comments had been received. Whitefish Community Development Board pg. 1 March 20, 2025 Staff recommended adoption of the findings of fact within staff report WZC 25-01 for approval of the zone change to remove an expired Planned Unit Development. PUBLIC COMMENT None MOTION AND VOTE (WZC 25-01) Beckham made a motion, seconded by Scott to approve WZC 25-01. The motion passed unanimously. 2. WCUP 25-03 A request by Mallory Hickethier/Trovare, on behalf of Central Avenue Holdings, LLC, for a Conditional Use Permit (CUP) to operate a beer and wine license to sell beer and wine at chef’s dinners and cooking classes. The business will be located in an existing commercial building that is zoned WB-3 (General Business District). The property is located at 317 Central Avenue and can be legally described as Lot 1, Central Avenue Whitefish Subdivision, Block 52, in Section 36, Township 31N, Range 22W, P.M.M., Flathead County. Planning Director Taylor reviewed the staff report and findings. As of the writing of WCUP 25- 03 no public comments had been received. Staff recommended adoption of the findings of fact within staff report WCUP 25-03 for approval of the Conditional Use Permit (CUP) to operate a beer and wine license. COMMUNICATIONS FROM THE BOARD Boland asked the applicants if they were planning to sell wine by the glass or bottle. COMMUNICATIONS FROM THE APPLICANT/AGENCIES Mallory Hickethier, 407 Trailview Way, explained they would be more likely selling wine by the bottle. Qunell wondered if they would sell wine and beer all the time or only during classes. Hickethier explained it will be for retail sales as well as for off premise so bottles can be added to gift baskets. MOTION AND VOTE (WCUP 25-03) Scott made a motion, seconded by Wurster to approve WCUP 25-03. The motion passed unanimously. G) GOOD AND WELFARE • Matters from Board The Board discussed when to have the next Growth Policy meeting. It was decided to have it Wednesday, May 21st after the regular WCDB meeting of May 15th. • Matters from Staff None • Poll of Board Members available for next meeting, April 17th, 2025, CBD Meeting All Board members indicated they would be at the April 17th, 2025, WCDB regular meeting.
