Members of the public wishing to address the City Council may do so by submitting a written request to the City Secretary, providing their name for the record. Each speaker is limited to three (3) minutes. The City Council may receive information but cannot deliberate in response. 5. DISCUSSION OF PROPOSED BUDGET FOR FISCAL YEAR 2026–2027, INCLUDING REVENUES, EXPENDITURES, DEPARTMENTAL REQUESTS, CAPITAL PROJECTS, BUDGET PRIORITIES, AND OTHER ITEMS DIRECTLY RELATED THERETO. 6. ADJOURN BUDGET WORKSHOP EXECUTIVE SESSION NOTICE: For each meeting above, the City Council reserves the right to adjourn into executive session at any time during the course of the meeting to discuss any matter listed on the agenda, as authorized by the Texas Open Meetings Act, including Texas Government Code sections 551.071 (Consultation with Attorney), 551.072 (Deliberation of Real Property), 551.073 (Deliberation of Prospective Gifts), 551.074 (Personnel Matters), 551.076 (Deliberation of Security Devices or Security Audits), and 551.087 (Economic Development Negotiations).
