CALL TO ORDER Request for authorization to waive the 72-hour notice required by the City of Whitewater Transparency Ordinance to amend the Agenda to Council President Singer called the meeting to order at 6pm. Motion made to approve the 72hr waiver for item #16 by Councilmember Schanen, Seconded by Councilmember M.Smith. Any proposed changes require a motion, a second, and approval from the Council to be implemented. The agenda shall be approved at each meeting even if no changes are being made at that meeting. Spanish Heritage Month Proclamation.- City Manager City Manager John Weidl gave a proclamation on Spanish Heritage. WUSD Superintendent Samuel Karns spoke about Spanish Heritage month. 9. Pedestrian Safety Proclamation. City Manager John Weidl gave a proclamation on Pedestrian Safety. CITY MANAGER REPORT 10. City Manager Report. City Manager John Weidl gave his bi-monthly update of City events and accomplishments, including reports from the following departments: Public Works, Police Department, Fire Department, Library, Parks & Rec, Human Resources, and Media Services STAFF REPORTS 11. November 4, 2025 Common Council Meeting at UW Whitewater. - City Clerk This item was moved to the Consent Agenda. 12. Social Media Update Chief of Staff Becky Magestro gave a Social Media Update. HEARING OF CITIZEN COMMENTS No formal Council action will be taken during this meeting although issues raised may become a part of a future agenda. RESOLUTION 13. Library Exception Resolution- Finance Common Council Meeting Minutes October 07, 2025 Page 4 This item was moved to the Consent Agenda. CONSIDERATIONS 14. Discussion and Possible Action regarding Approval of Rate Increase for the Stormwater Utility- Finance Brian Ramer Senoir Municipal Adisor from Ehler's gave a presentation about the stormwater utility rates. Jeff Knight (405 Panther Ct) spoke on the stormwater utility rates. Larry Kachel (457 S Buckingham Blvd) spoke on the stormwater utility rates. Council President Singer asking for a rate utility comparison with the surrounding communities. Councilmember M. Smith asked for get a break down of the need and opportunity cost to help the public understand better of why now. Councilmember Sahyun mentioned that because rates haven't changed in awhile, the large jumps are due to the fact they should have been changed in the past. Council President Singer mentioned reaching out to the top 10 rate payers to explain the need and impact on their entity would be. Councilmember Majkrzak said he is fine with the original propose plan it explains why it's needed. Councilmember O. Smith agrees with Councilmember Majkrzak and thinks the lack of action is why we need to take action now, but more in favor of the presentation tonight than last meeting. Councilmember Hicks believes we need to get back to where we need to be, but it's nice to get that information out to the public. Council President Singer said we should ad this to the November 4th meeting to get updated information that was asked. Add this to the November 18th meeting with the budget so it can be have a final decision then. Councilmember Schanen asked to look into liability in reference to the University. 15. Discussion and Possible Action regarding Approval of Proposed Scope of Services for the development of an updated Comprehensive Plan with RDG Planning & Design- Community Development Department Economic Development Director Mason Becker spoke about the Comp Plan. Charlie Cowell from RDG spoke about the Comp Plan. Jeff Knight (405 Panther Ct) spoke about the Comp Plan. Brienne Brown (156 N Fremont St) spoke about the Comp Plan.
