ROLL CALL PRESENT Council President Patrick Singer Councilmember Greg Majkrzak Councilmember Michael M.Smith Councilmember Orin O.Smith Councilmember Steven Sahyun Councilmember Brian Schanen Councilmember Neil Hicks City Manager John Weidl City Attorney Steven Chesebro Public Works Director Brad Marquardt City Clerk Heather Boehm PLEDGE OF ALLEGIANCE APPROVAL OF AGENDA A councilmember can choose to remove an item from the agenda or rearrange its order; however, introducing new items to the agenda is not allowed. Any proposed changes require a motion, a second, and approval from the Council to be implemented. The agenda shall be approved at each meeting even if Common Council Meeting Minutes November 04, 2025 Page 2 no changes are being made at that meeting. Motion to approve the agenda made by Councilmember Majkrzak, Seconded by Councilmember O.Smith. Ehler's presentation on Pro Forma Modeling Tool. Greg Johnson from Ehler's gave a presentation on Pro Forma Modeling Tool. CONSENT AGENDA Items on the Consent Agenda will be approved together unless any council members requests that an item be removed for individual consideration. Motion to approve the consent agenda with adding items #15, #17, #20, #22, and #23 made by Councilmember O.Smith, Seconded by Councilmember Hicks. Plan & Architectural Review Commission Minutes of September 8, 2025. 6. CDA Minutes of September 18, 2025. 7. Library Board of Trustees Meeting Minutes from September 15, 2025 and Special Meeting Minutes from October 6, 2025. 8. Urban Forestry Commission Meeting Minutes from March 24, 2025, July 28, 2025, and August 25, 2025. 9. Park Board Meeting Minutes from September 17, 2025. 10. Lisa Dawsey Smith's resignation from Plan and Architectural Review Commission. 11. Library Exception Resolution. 12. PD Speed Board Data-Indian Mound Pkwy. CITY MANAGER REPORT 13. American Indian and Alaska Native Heritage Proclamation. City Manager John Weidl gave a Proclamation on American Indian and Alaska Native Heritage. 14. City Manager Report. Common Council Meeting Minutes November 04, 2025 Page 3 City Manager John Weidl gave his bi-monthly update of City events and accomplishments, including reports from the following departments: Public Works, Police Department, Fire Department, Economic Development, Library, Parks & Rec, and Media Services. STAFF REPORTS 15. 2026 Spring Election Races and Important Dates.- City Clerk This item was moved to the Consent Agenda. 16. Presentation and Brief Overview of the 2026-2027 Draft Budget.- Finance Finance Director Rachelle Blitch gave an update about the 2026-2027 Draft Budget. 17. Comparable Municipal Utility Rate Review - Finance This item was moved into the Consent Agenda. 18. Stormwater Quality Management Plan-Implementation Plan- Public Works Public Works Director Brad Marquardt gave an update on the Stormwater Quality Management Plan-Implementation Plan. 19. Report on Stormwater Rate Adjustment and UW-Whitewater MOU Compliance Review- City Attorney City Attorney Steven Chesebro gave an update on the Stormwater Rate Adjustment and UW-Whitewater MOU Compliance Review. HEARING OF CITIZEN COMMENTS No formal Council action will be taken during this meeting although issues raised may become a part of a future agenda. Participants are allotted a three minute speaking period. Specific items listed on the agenda may not be discussed at this time; however, citizens are invited to speak to those specific issues at the time the Council discusses that particular item. Mr. Saranson (716 Waters Edge Dr) spoke about the pond and catch basin by Waters Edge. Public Works Director Brad Marquardt spoke in response saying the two ponds by Waters Edge are City owned and are in the capital budget for next year to be cleaned out, dredged, the whole works. RESOLUTION 20. Amendment 3 of the 2025 Salary Resolution.- Finance This item was added to the Consent Agenda. ORDINANCES Common Council Meeting Minutes November 04, 2025 Page 4 Second Reading 21. Ordinance 2025-O-26 an ordinance regarding additions and deletions to Municipal Code 11.16.150, Street Index of Parking Restrictions.- Public Works Motion to approve Ordinance 2025-O-26 made by Councilmember Hicks, Seconded by Councilmember O.Smith. Voting Yea: Council President Singer, Councilmember Majkrzak, Councilmember M.Smith, Councilmember O.Smith, Councilmember Sahyun, Councilmember Schanen, Councilmember Hicks CONSIDERATIONS 22. Discussion and Possible Action regarding 2025 Audit Engagement Letter with Johnson & Block- Finance This item was moved to the Consent Agenda. 23. Discussion and possible action to approve a one year extension to Brown Cab Services contract for the ride-share program. Finance This item was moved to the Consent Agenda. 24. Discussion and Possible Action regarding Appointment of Common Council representatives for Comprehensive Plan Update Advisory Committee- Economic Development Director Motion to approve the appointment of Common Council members, Hicks, Schanen and O. Smith as representatives for Comprehensive Plan Update Advisory Committee. made by Councilmember Sahyun, Seconded by Councilmember Majkrzak.
