CALL TO ORDER
Meeting was called to order at 5:02 p.m.

APPROVAL OF AGENDA
A committee member can choose to remove an item from the agenda or rearrange its order; however,
introducing new items to the agenda is not allowed. Any proposed changes require a motion, a second,
and approval from the Committee to be implemented. The agenda shall be approved at each meeting
even if no changes are being made at that meeting.
Motion made by Board Member Sahyun, Seconded by Board Member Adams.
Voting Yea: Board Member Adams, Board Member Matthews, Board Member Mane, Board Member
Sahyun
CONSENT AGENDA
Items on the Consent Agenda will be approved together unless any committee member requests that an
item be removed for individual consideration.

HEARING OF CITIZEN COMMENTS
No formal Committee action will be taken during this meeting although issues raised may become a part
of a future agenda. Participants are allotted a three minute speaking period. Specific items listed on the
agenda may not be discussed at this time; however, citizens are invited to speak to those specific issues
at the time the Committee discusses that particular item.
To make a comment during this period, or during any agenda item: On a computer or handheld device,
locate the controls on your computer to raise your hand. You may need to move your mouse to see

ART TRANSFORAMTION ARTIST APPLICATIONS
1. Review and possible action in selection and recommendation of Artist to the Department
of Public Works Commission for the 2026 Artful Transformations Traffic Boxes.
Dostie explained that the request for public works commission for current boxes was to
remove the words on the boxes.
Steven stated that it may be a safety issue with the words as drivers are moving down the
road.
Steven stated other than item 2 and 7 he likes the rest.
Mane suggested words on the sidewalk side only.
Steven stated that the request to public works if there are words if they could be none
street facing or the font size could be reduced or a max of number words.
Motion was to approve Miller, Mane, Wence, Noh.
Motion made by Board Member Sahyun, Seconded by Board Member Matthews.
Voting Yea: Board Member Adams, Board Member Matthews, Board Member Sahyun
Voting Abstaining: Board Member Mane
Box location assignments will be Miller-Jefferson/Starin, Mane-Franklin/Main, Wence-
Hwy 59 and Starin, Noh-Prince/Main

CONSIDERATIONS / DISCUSSIONS / REPORTS
8. Discussion and possible recommendation to Common Council dissolution of the Public
Arts Commission.
Dostie explained the memo in the packet regarding the reasoning for the dissolution of
the Public Arts Commission. Public Arts projects usually go to another committee after
the Public Arts Commission prior to the Common Council.

Steven asked how the other committees feel.
Steven feels that the disadvantage is losing the art background of the members.
Adams stated that the Whitewater Alliance has asked about vetting projects. And what
the role would be with the City.
Steven stated that nothing would stop the city from consulting with the Whitewater
Alliance on specific projects.
Adams asked if this should be a MOU.
Steven moved to table the motion to dissolution the public arts commission until we have
more guidance from the Whitewater's Alliance and City Attorney.
Steven withdrew the tabling motion.
