o The addition will use horizontal fiber cement siding (Hardie Plank) with

• Historical Integrity:
o The addition is structurally independent and will not create new openings
in the original building.
o It does not affect the building’s key “Cartholite” elements.
o Staff opinion: the addition meets Standards 9 and 10 of the Secretary of
the Interior’s Standards, as it will not destroy historic features and could be
removed without impairing the building’s integrity.
• Discussion Points:
o A board member confirmed the Hardie siding would be painted to match
the existing brick color.
o Covering the non-descript south facade is acceptable because it has no
character-defining features and the original structure will not be damaged.
Move to find that the proposed addition meets the Secretary of the Interior’s Standards
for the Treatment of Historic Properties, in accordance with KSA 75-2724 and section
2.12.1023 of the City Code of Ordinances, will not damage or destroy the historic
property, and recommend approval of the building permit associated with 2323 East
Central Avenue. Motion by Bruce Rowley, second by Debra Miller Stevens.

Douglas Avenue).
• Christina Reith presented nomination HPC-26-143 for 1211 E. Douglas Ave;
constructed in 1887; Victorian Renaissance Revival; architect Arthur Peabody.
• Historically significant as the first home of the Yucca Company where A.A. Hyde
developed Mentholatum; occupied 1889–1906.
• Staff recommended support under Criterion C (Architecture) for vertical
emphasis, brickwork, and revivalist ornamentation.
• A board member questioned why not Criterion A (History); staff clarified Criterion
A requires arguing broad historical patterns; SHPO feedback favored architecture
given existing coverage of A.A. Hyde/Mentholatum elsewhere.
• Chair noted SHPO preference for Criterion C.
Move to adopt the findings of the Historic Preservation Staff and support the proposed

new glass connector, rooftop solar panels, expanding the 2004 addition, sprinkler
system, replacing nonoriginal windows, and replacing a set of stairs for an elevator (640
North Emporia Avenue).
• Location: 640 North Emporia, Wichita, KS (southeast corner of E. Pine St. and N.
Emporia Ave); zoned General Commercial.
• Applicant seeks exterior and interior renovations; property already listed on state
and national registers.
• Scope includes: replace non-historic windows (preserve vertical mullions);
restore wood floors; relocate non-historic restrooms; restore theater (proscenium,
ceiling details, skylight trim, balcony); restore classroom coatrooms, window sills,
trim; add artificial light to original skylight; new corridor openings as needed; new
sprinkler system concealed behind soffits; new partitions for offices; new elevator
adjacent to historic staircase (preserve stairs); roof solar panels not visible from

street; expand 2004 addition (replicate brick arch design); construct glass

• Building history: Built 1915–1916; architect Anthony Alaire Kralle; Classical
Revival; listed under Criterion A (education); fully segregated during operation;
closed in 1958; auditorium ornamental plaster largely intact but needs cleaning
and repairs.
• Staff recommendation: Approve per Secretary of the Interior’s Standards for
Rehabilitation (Standards 1, 2, 5, 9, 10); character-defining features preserved (1
& 2); addition and connector structurally independent (10); applicant received
conditional approval for state historic tax credits the previous week.
• Board members questioned staff about the impact of the proposed glass
connector and the pr Question about creating an opening in the historic building
for the glass connector.
• Staff clarified the addition is acceptable, does not obscure character-defining
features, is structurally independent, and no new penetrations are planned for
that wall.
• Question on prior approvals for solar panels on historic buildings.
o Staff stated no solar application has been approved by the current board.
o Past, unapproved application in Park Place involved highly visible panels;
another case on Fairview (~four years ago) was mentioned.
The applicant’s representative, Angela Cassette of Music Theatre Wichita, provided
background on the project and collaboration with preservation authorities
• Music Theatre Wichita did not initially intend historic designation; mission focuses
on education and theater.
• Decision to pursue the historic process influenced by: compatibility of original
design with future use; supportive SHPO guidance; architects’ expertise (Stan
Sheldon and David Beaver).
• A rendering showed the lobby engaging the south wall of the historic building for
public interaction.
• SHPO suggested some solar panels could be placed on the historic roof without
visibility, in addition to panels on new construction; item remains conditional with
SHPO.

Board members expressed strong support and personal connections to the project,
praising the applicant
• One member’s father graduated from Webster Elementary; the member is a
Music Theatre Wichita alumnus; called the project “incredibly special.”
• Another member said the property had been “waiting for somebody special.”
• A third member (former paramedic nearby) often looked at the building to
decompress and hoped it would be respected; thanked the applicant for their
vision.
Project architect Stan Sheldon detailed the design philosophy, focusing on reversing a
poor 2004 renovation and celebrating the building’s new purpose
• The project embraces the original 1915 floor plan, fitting a dance theater with
minimal changes.
• Key challenge: undoing the problematic 2004 renovation that significantly altered
the interior.
• The glass connector (“the big lantern”) celebrates theater use and creates a
distinct arrival, putting the historic building on display upon entry.
• SHPO conditional tax credit approval requested minor scale tweaks; no changes
to footprint or overall new space required.
• Fire sprinkler solution: code-based approach allows sprinklers only in the new
part, keeping the historic structure free of sprinkler pipes—an aesthetic and cost-
saving win.
Motion to find the proposed works meets compliance with KSA 75-2724 and city code,
not damaging the historic property; recommended for approval. Motion by Celeste
Racette, second by Bruce Rowley 7-0.

RECOMMENDATION: Approval
BACKGROUND: The applicant requests to install one wall-mounted, halo-lit sign on the east (front)
façade of a property zoned LI Limited Industrial District. The 0.26-acre property is generally located on the
west side of North Mead Avenue, within 400 feet north of East Douglas Avenue (139 North Mead Avenue).
The subject site is developed with a tattooing and body piercing facility. The building is a Key Contributing
building in the Warehouse and Jobbers Historic District, which is listed on the National Register of Historic
Places. It is also located within the OT-O Old Town Overlay.
The proposed sign has a black background with a brown border. The sign is divided into four parts: the top
row reads “APTITUDE” in off-white lettering, the second row reads “TATTOO” in off-white lettering, the
third row is an image, and the fourth row reads “COMPANY” in blue lettering. The proposed signage
measures 3 feet, 10 inches by 6 feet, 8 inches. The applicant intends to install the sign above the front door
of the building. Staff recommends installing the sign into the mortar (as opposed to the brick).
The following paragraphs are excerpts from the National Register of Historic Places nomination file for the
Warehouse and Jobbers Historic District:
SUMMARY
“The Wichita Historic Jobbers and Warehouse District is situated on thirty-three acres in downtown
Wichita, Kansas. The district is bounded by the elevated railroad tracks on the west, Washington Avenue
on the east, Douglas Avenue on the south and Second Street on the north. Well over half of the buildings
that once comprised Wichita’s Historic Warehouse District has been demolished only to be replaced by
parking lots and a large plaza. Of the sixty-one buildings in Wichita’s Historic Warehouse District to be
considered under Criterion A for the National Register of Historic Places, eight are deemed to be key-
contributing buildings, thirty-eight are to be contributing, and fifteen to be non-contributing buildings.
There were five types of businesses represented in Wichita’s Historic Warehouse and Jobbers District:
commercial, industrial, institutional, manufacturing, and residential. In some cases, buildings in the district
were of mixed usage, either commercial and manufacturing scattered throughout the district or commercial
and residential in the eight and nine hundred blocks of East Douglas Avenue. The majority of businesses
were commercial, numbering forty-five, eighteen manufacturing, six residential, one industrial and one
institutional concern. The period of significance for the forty-nine buildings ranges from ca. 1897 to ca.
1950. The buildings are presented according to the development of the district from west to east and from
south to north.

“The Boyle Company Building was erected by Orville. A. Boyle, a Wichita businessman, to house his
commission company that bought, held, sold and handled farm products, like grain, potatoes and livestock,
as well as coal and other merchandise. Boyle was also involved in other businesses as a partner in the
burgeoning oil drilling business. In addition to housing his commission business, Boyle rented office space

to several brokerage firms.”
The Boyle Company Building is a freestanding, fireproof constructed office building with brick-bearing
walls of three-stories with a full basement. The front elevation faces east onto North Mead Avenue and
consists of textured tannish-brown brick, and not the ubiquitous smooth red brick found in the warehouse
district, in common bond with raked joints. The basement has retained three of its original three-light
windows and in place of the fourth window is a coal chute door with “Majestic Coal Chute No. 203”
stamped on it. The first floor is reached by a straight- flight stair with a landing to a modern entrance flanked
by two pairs of original single-sash windows with rowlock sills and soldier lintels with a row of stretchers
above, which is repeated on all the original fenestration. Above the first floor the elevation changes
radically. The second and third floors were intended to have six bays of single-sash windows divided into
two bays by four brick pilasters that terminate at the brick cornice and support stubby brick piers capped
with limestone that continue through the roof line. Only two bays of single-sash windows are present on
the south side of each floor. In place of the other four bays of four windows, there are two tall rectangular
brick panels running through the second and third floors and defined vertically by stack bonds and soldier
courses at the top and bottom, with limestone squares at the corners. A brick cornice composed of a row of
soldiers and two rows of projecting headers followed by a limestone capped parapet and a fat roof. Between
the two center pilasters is a low-pitched pediment with the inscription: “The Boyle Company 1917.” Above
is a brick cornice followed by the parapet capped with limestone and a flat concrete roof.”
Properties to the north, south, east and west are zoned LI Limited Industrial District within the OT-O Old
Town Overlay. Property to the north is developed with a parking lot. Property to the south is developed
with a parking lot. Property to the east are developed with a commercial office space. Property to the west
is developed with the Union Pacific Railroad.
CASE HISTORY: On April 29, 1872, the East Wichita Addition subdivision was created. In 2012, the
Wichita Historic Preservation Board (HPB) approved a new fence to expand enclosed patio area (HPC2012-
00349). In 2017, the HPB approved the installation of new channel letter sign on east elevation, overall
sign 1'-4" wide by 17'-10" tall, letters 20" tall (HPC2017-00056). In March of 2026, the original windows
were replaced on the entire building without review from historic preservation staff.
ADJACENT ZONING AND LAND USE:
North: LI (OT-O) Parking lot
South: LI (OT-O) Parking lot
East: LI (OT-O) Commercial office building
West: LI (OT-O) Union Pacific Railroad
PUBLIC SERVICES: The site has access to North Mead Avenue, which is a two-way local street with
sidewalk on the west side. This site is already served by municipal services and utilities such as stormwater
and sewer. Wichita Transit serves this site one block southeast of the subject site, on the northwest corner
of East Douglas Avenue and North Rock Island Avenue.
RECOMMENDATION: Based upon the Secretary of the Interior’s Standards for Rehabilitation and the
revised Architectural Guidelines for the Old Town District, staff recommends APPROVAL of the
application. Recommended motion:
“I move to find that the proposed signage meets the Secretary of the Interior’s Standards for Rehabilitation,
in accordance with KSA 75-2724, will not damage or destroy the historic property, and recommend
approval of the sign permit at 139 North Mead Avenue.”

The proposed signage follows Standards 9 and 10:
9. New additions, exterior alterations, or related new construction will not destroy historic materials,
features, and spatial relationships that characterize the property. The new work will be
differentiated from the old and will be compatible with the historic materials, features, size, scale
and proportion, and massing to protect the integrity of the property and its environment.
10. New additions and adjacent or related new construction will be undertaken in such a manner that,
if removed in the future, the essential form and integrity of the historic property and its environment
would be unimpaired.
It is staff’s opinion that the proposed signage will not damage nor obscure any character-defining features
on the building. If the sign is installed into the mortar, removal of the sign in the future will not damage nor

The Secretary of the Interior’s Standards for Rehabilitation
1. A property will be used as it was historically or be given a new use that requires minimal change
to its distinctive materials, features, spaces and spatial relationships.
2. The historic character of a property will be retained and preserved. The removal of distinctive
materials or alteration of features, spaces and spatial relationships that characterize a property will
be avoided.
3. Each property will be recognized as a physical record of its time, place and use. Changes that
create a false sense of historical development, such as adding conjectural features or elements
from other historic properties, will not be undertaken.
4. Changes to a property that have acquired historic significance in their own right will be retained
and preserved.
5. Distinctive materials, features, finishes, and construction techniques or examples of
craftsmanship that characterize a property will be preserved.
6. Deteriorated historic features will be repaired rather than replaced. Where the severity of
deterioration requires replacement of a distinctive feature, the new feature will match the old in
design, color, texture and, where possible, materials. Replacement of missing features will be
substantiated by documentary and physical evidence.
7. Chemical or physical treatments, if appropriate, will be undertaken using the gentlest means
possible. Treatments that cause damage to historic materials will not be used.
8. Archeological resources will be protected and preserved in place. If such resources must be
disturbed, mitigation measures will be undertaken.
9. New additions, exterior alterations, or related new construction will not destroy historic materials,
features, and spatial relationships that characterize the property. The new work will be
differentiated from the old and will be compatible with the historic materials, features, size, scale
and proportion, and massing to protect the integrity of the property and its environment.
10. New additions and adjacent or related new construction will be undertaken in such a manner that,
if removed in the future, the essential form and integrity of the historic property and its
environment would be unimpaired.
