APPROVED CITY OF WILDWOOD February 5, 2015 Meeting Minutes Board of Public Safety Meeting 6:30 p.m. Members Present: Absent: Marshal William Garrett Council Member Dave Bertolino Walt Guller John Bradley John Gragnani Also Present: Mayor Tim Woerther Michael Hartwig, Assistant City Engineer Captain Tim Tanner I. ROLL CALL Board Member Guller made a motion, seconded by Board Member Bradley, to open the meeting at 6:30 p.m. with the above noted present. II. APPROVAL OF MINUTES A motion was made by Board Member Guller, seconded by Board Member Bradley, to approve the minutes from the November 6, 2014 meeting. All voted in favor and the motion was approved. III. OLD BUSINESS A. Intersection Safety Review – Copperwood Lane/Bayview Point Lane Assistant City Engineer Michael Hartwig advised the Board that the approved stop signs at the intersection of Copperwood Lane and Bayview Point Lane have been installed and appear to be having the desired effect. The residents at that intersection have agreed to trim their landscaping to improve sight distance. No further action was required of the Board at this time. IV. NEW BUSINESS A. Ossenfort Speeding Concerns Assistant City Engineer Michael Hartwig stated there have recently been some concerns raised by residents with speeding on Ossenfort Road. Ossenfort is a rural road that is less than eighteen (18) feet wide for much of its length. The Board was provided a recent speed survey which indicated the 85th percentile speed of 44 mph is 19 mph above the 25 mph posted limit. Assistant City Engineer Hartwig recommended increased radar enforcement. The data indicated that there are some fairly consistent times in which speeding vehicles are present. Captain Tanner informed the Board that in 2014 officers conducted 71 radar survey details and issued 77 citations. Captain Tanner advised that Ossenfort will continue to 1  APPROVED receive radar enforcement and address the recommended times from the speed survey. Assistant City Engineer Hartwig recommended an additional speed survey mid-year and if, after that time there continued to be speeding concerns, the Department of Public Works could add a double yellow centerline stripe in sections where the roadway is greater than eighteen (18) feet wide. This would generally be in three areas where there have been bridge replacements and the roadway was widened. These areas could be striped with nine (9) feet or wider lanes, which sometimes can tend to reduce speeds in those areas as compared to areas with eighteen (18) feet widths and no center stripe. The Department is planning to re- stripe Ossenfort Road and several other rural roads later this year, at which time the center stripes could be added at a minimal cost. Assistant City Engineer Hartwig stated the third option would be to raise the speed limit to better match the 85th percentile; however, he is not recommending this option. Much of the road is just too narrow or has too steep of a grade to safely raise the speed limit. The Department’s recommendation is to proceed with increased radar enforcement and, if after the second radar survey speeds have not declined, to add the additional roadway striping. Council Member McGowen was unable to attend this meeting; however, he requested that the following be added to the record of proceedings. As a Council representative for Ward One, where Ossenfort Road is located, I have reviewed the memo and back up material provided by the Department of Public Works concerning speeding concerns on Ossenfort Road and would fully support actions recommended including the increased enforcement action and the application of center stripes on the road where that is considered possible thanks for making this a part of the record. Council Member Larry McGowen V. BICYCLE ADVISORY COMMITTEE A. Proposed Half Ironman Event – Update: Event Scheduled for June 2016 Assistant City Engineer Michael Hartwig advised the Board that the proposed Half Ironman Event is now scheduled for June of 2016. Planning meetings for the event will begin March, 2015. Superintendent of Parks Gary Crews will be attending the planning meetings. VI. NOT READY FOR ACTION A. Regulation of E-Cigarettes and Similar Devices B. St. Paul / Kiefer Creek Road Intersection Safety C. Bicycling Safety Education VII. Other A. Precinct Update Wildwood Precinct Commander Captain Tim Tanner, provided the Board with an update of Precinct activities. Board Member Gragnani advised the Board of Public Safety of the upcoming car show which will take place as part of the Founders’ Day activities in August. 2  APPROVED VIII.
