Meeting of the BOARD OF PUBLIC SAFETY Thursday, July 12, 2018 at 6:30 pm Wildwood City Hall Community Room 16860 Main Street APPROVED Committee Members in Attendance: City Marshal Dan McCune Council Member Dave Bertolino Denny Welker Tim Jax Captain Tim Tanner (Wildwood Police) Deputy Chief John Bradley (Metro West Fire Protection District) Also Present: Rick Brown, Director of Public Works / City Engineer I. ROLL CALL A roll call was taken at 6:30pm, with the above noted as present. II. APPROVAL OF MINUTES A motion was made by Board Member Tim Jax and seconded by Marshal Dan McCune to approve the minutes from the June 7, 2018 meeting. All voted in favor and the motion was approved. III. PUBLIC COMMENT A. John Gragnani-Ward 1 Council Member 1. Parking at Pond Ballpark / Pond Road is getting contentious for residents of Portland Crest Subdivision. There is a shortage of parking at the ballpark and no parking allowed in the adjacent subdivision. Residents have encountered very rude people parking from the ball games. Police cannot write a citation because there is no official ordinance. Officers can only ask people to leave. Gragnani proposes an ordinance that states only parking is allowed for residents and their guests, with additional signage that states police can cite illegal parkers. 2. Pond Road and Route 100. Council Member Gragnani stated that we have had numerous accidents over the last 4 years at this intersection. He feels that the installation of traffic signals at this intersection is necessary. 3. Lions Head Lane / Monarch Hills Drive – Council Member Gragnani thanked the Board for their support of the recent ordinance restricting through traffic, which was approved by the city council. 4. Woodland Meadows / Route 100 intersection – Council Member Gragnani noted that the MODOT study found no need for a right turn lane but found that the left turn lane is warranted. Council Member Gragnani feels strongly that MoDOT should construct a left turn lane at this location. B. Tom Smith -Portland Crest Court resident 1. Pond Road & Route 100. Mr. Smith stated his concern that when MoDOT is rehabilitating the Route 109 Bridge over Route 100, there will be potential additional traffic on Pond and 100, which could increase the potential for accidents. He would like to see a traffic signal installed at the intersection of Pond Road and Route 100 before the 1  bridge construction begins. 2. Pond Ballpark Parking. Mr. Smith also stated that ballpark parking overflows onto Portland Crest Court. They have “No Parking” signs installed, however, ballpark visitors ignore them. There have been altercations between residents and ballpark visitors. Mr. Smith requested an ordinance be passed so that police can enforce parking restrictions on Portland Crest Court. C. Tim Woerther Council Member Woerther requested to speak regarding the tobacco products regulations, once this topic came up on the agenda. D. Board response to John Gragnani about Woodland Meadows Drive 1) The Department of Public Works has completed a conceptual design of a westbound left turn lane, with cost estimate, which was provided to Council Member Gragnani. 2) The Board of Public Safety recommended that the Department of Public Works write a letter to MoDOT officially requesting construction of a westbound left turn lane at Route 100 and Woodland Meadows Drive. OLD BUSINESS A. Route 109 and Route BA South Junction Traffic safety at this intersection was discussed. Crashes are spurred by the lack of a northbound left turn lane and the fact that the alignment with Route BA is skewed. Public comment was received last summer regarding this intersection in response to two fatal crashes. Federal funding to construct a new roundabout at the intersection was requested in June, but not yet approved. Assuming the funding application is not approved, a northbound left turn lane could be constructed in the interim. Captain Tanner stated that the biggest problem is motorists following other vehicles too closely. There was discussion of a community education program to educate drivers regarding safe driving at the intersection and/or following other vehicles too closely. B. Regulations on the Sale of Tobacco Products A discussion was held regarding the recent failure of the tobacco products regulations and whether the City of Wildwood should do something on a local level to aid schools with vaping enforcement. The original concern of this issue had to do with sales. One concern with the proposed regulations was that the Rockwood School District was not represented at the City Council meeting and did not demonstrate to Council their support for the bill. It was stated that the schools do not often involve the Police with enforcement. Captain Tanner stated that the schools generally handle enforcement on an administrative basis. It was recommended by Board Member Tim Jax that Captain Tanner contact Rockwood to discuss what direction, if any, they prefer the Board to take. IV. NEW BUSINESS A. Proposed Parking Restrictions for 16962 Manchester Rd (Imogene’s) The owner of the building located at 16962 Manchester Road requested that a two-hour parking restriction be enacted in front of the building. They stated that they spent $7,000 to create all the parking spaces, however, employees from the business across the street park have been utilizing the parking all day. With the two-hour parking restriction, these spaces would be reserved for customer parking. There was discussion regarding the possibility of restricting parking for “Customers Only”. It was determined that this restriction should be brought to the City Attorney for advice regarding legality. A solution for the building owner will be discussed at the next Board of Public Safety meeting. 2  B. City Priorities for Improvements to MODOT roads Director of Public Works/City Engineer, Rick Brown, created a list of road projects on Route 100 and Route 109 that might be considered by MODOT should MODOT get a tax increase this fall. The Board recommended several ways to improve the list so that the City receives the best possible outcome. They agreed that the list should be prioritized, and that the priorities should reflect the 2017 accident report. It was determined that everyone on the board prioritize the list, as well. Rick mentioned the list should finished list should be ready by next Board of Public Safety meeting, so that it can be put before Council in August. VIII. ADJOURNMENT A motion was made by Board Member Tim Jax and seconded by Board Member Dave Bertolino to adjourn. All were in favor. The meeting adjourned at 8:01 pm.
