Meeting of the BOARD OF PUBLIC SAFETY Thursday, January 8, 2018 Wildwood City Hall Community Room 16860 Main Street APPROVED Committee Members in Attendance: Marshal Dan McCune Council Member Dave Bertolino Board Member Tim Jax- late arrival Captain James Mundel, St Louis County Police Board Member Denny Welker Absent: Deputy Chief John Bradley, Metro West Fire Protection District Also Present: Rick Brown, Director of Public Works / City Engineer Brendan Maher, Civil Engineer John Young, City Attorney Jim Bowlin, Mayor I. ROLL CALL A roll call was taken at 6:30 pm, with the above noted as present. II. APPROVAL OF MINUTES A motion was made by Board Member Dave Bertolino to approve the minutes from the November 8, 2018 meeting. Board Member Marshal Dan McCune seconded the motion. All present voted in favor and the motion was approved. III. PUBLIC COMMENT Marshall Dan McCune mentioned that Public Comment will only be accepted in the beginning of the meeting. A. Mayor Bowlin spoke in favor about the proposed use of metal detectors at City Hall on Municipal Court night. 1) There is no screening device on court night. On court night, some attendees have prior convictions for serious crimes. 2) He spoke to the Judge, and Prosecutor and they are in support. 3) These metal detectors would be setup for municipal court only. B. Dylan Lafavor, of 228 Timber Wind Drive, spoke about use of ROHV on City Roadways There are police vehicles are on Route 100 that are the same vehicle that he has. He is asking to be able to use his off-road vehicle on Wildwood roadways. 1  C. Council Member Tim Woerther spoke about concern for St Louis County police 911 response times before and after the St Louis County Council tax cut. He is requesting data for response times for earlier, now, and data for those times after cuts have been made, to see if there is a difference. D. Jean Vedvig, of 16709 Clayton Rd, spoke about timing and service for 911 calls in Wildwood. Jean recently had to call 911 for her husband. She was on hold and got a recording, 4 times. Timing is important with his heart condition. They have to shuttle her husband up the hill to the gurney. She says they have excellent response from police, fire, and most times, ambulance, but being on hold with 911 is not desirable. This occurred on or around Dec 17. She has never been on hold before. Captain Mundel said that he would look into the problem. IV. OLD BUSINESS A. Eatherton Road Cut Through Traffic (Route CC to Route 109) 1) Rick Brown explained that MODOT does not want restrictive signage on Route 109 for turn restrictions. 2) John Young, City Attorney, stated that Wildwood can restrict Eatherton Road to through traffic by ordinance. 3) A discussion follows about restrictive signage, wording, placement, and traffic calming tactics. 4) Council Member, Dave Bertolino, made a motion to create signage that limits cut through traffic on Eatherton Rd., with the exception of local traffic, and asked the City Attorney to prepare legislation accordingly. All present voted Aye. B. Use of ROHV on City Roadways 1) Marshal Dan McCune stated that Wildwood has had two requests for this in the past and both were denied. 2) Marshal Dan McCune made a motion to deny the recent request for a recreational vehicle to be used on City roadways. All present voted Aye. C. Deer Management Plan - Subcommittee Marshal Dan McCune made a motion to create a Deer Management Plan Subcommittee, consisting of two Board of Public Safety members, including Dan McCune and Tim Jax. Consultants will include Erin Shank, of the Missouri Department of Conservation, a representative from Town & Country (who has assisted with their deer program), and Sergeant Wendling of the Wildwood Precinct, for his involvement in the Wildwood deer density survey. V. NEW BUSINESS A. Old Eatherton Road Cut Through Traffic (Route 109 to Shepard Road) 1) The Board discussed that primary cut through traffic is for St. Alban Roe Church and for Lafayette students who use it in the morning to bi-pass 109 traffic to get to school. 2) There is currently no data on how much traffic cuts through to get to either destination, but a traffic study can be done. 3) There are no sidewalks in this area, but there is a bike trail, a future project might be a shared use path. It seems Ashford Oaks Subdivision would like to walk or bike to the 2  above destinations. 4) The Board discussed that the speed is still low. The Board will table this discussion until data can be collected to determine the magnitude of the problem. B. Semi-Truck Traffic on Old State Road (Old Fairway Drive to Route 109) 1) The Board discussed whether restricting semi-truck traffic on this road is possible. 2) St Louis County Department of Transportation staff says that this roadway is considered an arterial roadway which is meant to accommodate large trucks. A review of the crash history does not indicate a problem with semi-trucks using the road, and thus, there is no reason to restrict them. 3) The Board discussed alerting the county if the volume of large trucks increases during Route 109 bridge construction during 2019. 4) Rick Brown mentioned that the road was resurfaced last year. Captain Mundel stated that the road is safe for trucks. Marshal Dan McCune requested that the City follow up with St. Louis County during the Route 109 Bridge construction. C. Proposed Use of Metal Detectors at City Hall 1) As a response to the Mayor’s public comment earlier in the meeting, the Board discussed the proposed purchase, cost, and use of metal detectors at City Hall during Municipal Court night. 2) It was stated that metal detectors are common at municipal courts and police stations. 3) Municipal court officers and court staff are supportive of this. 4) Proposition P funds can be used. 5) Marshal Dan McCune made a motion to approve the request for stand-alone metal detectors, wand metal detectors, and extra staffing for security purposes at municipal court. Potential material cost is $7,000 for a walk-through unit, $300 each for wands, materials not to exceed $10,000. D. St. Louis County 911 Call Center Response Time 1) Captain Mundell discussed that the 911 call center is getting new training and still within industry standards of getting calls out within 90 seconds. Current staffing levels will be maintained. 2) Response is better at this precinct than others. They share a radio with Eureka, Ellisville, and Chesterfield. 3) The data deemed most important by Marshal Dan McCune is the time a call is put into the queue to time dispatched to officer. 4) Council Member Tim Woerther would like to see today’s data compared with January 2017, and then followed through to the St. Louis County tax cuts, to determine if response times have been changed. VI. ADJOURNMENT A motion was made by Marshal Dan McCune and seconded by Board Member Tim Jax to adjourn. All were in favor. The meeting adjourned at 8:15 pm.
