Meeting Minutes of the BOARD OF PUBLIC SAFETY July 8, 2021 Via Zoom 16860 Main Street APPROVED Committee Members in Attendance: Marshal Scott Collier Council Member Liaison Dave Bertolino Board Member Jeff Baker Board Member Vince Loyal Board Member Denny Welker Also Present: Rick Brown, Director of Public Works Police Liaison Captain James Mundel, St. Louis County Police Sargent Brad Wendling, St. Louis County Police Battalion Chief Joe Haeffer of the Metro Fire District Steve Cross, City Administrator I. ROLL CALL A roll call was taken at 6:30 pm, with the above noted as present and absent. II. APPROVAL OF MINUTES Marshal Scott Collier made a motion to approve the minutes from the June meeting. With no objections from the group, those minutes were approved. The Marshal then made a motion to approve the January minutes, which had been delayed due to a lack of quorum, at the April meeting. There were no objections to approve minutes from the January meeting, although Vince Loyal abstained as he was not yet appointed to the Board of Public Safety at that time. III. PUBLIC COMMENT A. None IV. FOR INFORMATION 1  A. Update on Truman Road at Westglen Farms Drive 1. Director of Public Works, Rick Brown summarized the memorandum. The Department is recommending the City hire a consultant to study the issue, and proposing that Lochmueller Group to perform the traffic study. 2. Board Member Vince Loyal raised the question of cost for the study. City Administrator Steve Cross mentioned that two Council members are concerned about this problem and have requested a traffic study, which will offer potential solutions, and data to support future decisions. Captain Mundel offered that restricting access during certain time frames would make enforcement easier. 3. Board Member Vince Loyal made a motion to recommend the study. Board Member Denny Welker seconded the motion and all Board Members voted in favor. V. OLD BUSINESS A. No Items VI. NEW BUSINESS A. Review of 2020 Traffic Accident Analysis Report 1. Captain Mundel summarized some basic data from the report, such as the reduction of crashes in 2019-2020 due to drop in traffic volume. There were no traffic fatalities in 2020. There was an increase in issues on a section Old State Road that could be corrected by a change in the asphalt surfacing. Captain Mundel is working with St. Louis County to make them aware. Deer strikes continue to occur. The report is still in draft form and will be accessible on the City’s website when final edits are complete. 2. The group discussed whether roundabouts are indeed safer than intersections, and if the data is supporting that. 3. The Board discussed the section of Old State that may require altering the pavement to reduce slipping. Board Member Vince Loyal asked the Captain Mundel report back to the Board on this issue, after contacting St. Louis County. 4. Board Member Vince Loyal made a motion approve the report. Board Member Denny Welker seconded the motion and with no opposition, the motion passed. B. No Parking Restrictions on Pond Road at Pond Ballpark 1. Rick Brown explained that the no parking signs on Pond Road near Pond Ballpark have never been formerly adopted by ordinance and therefore could not be enforced. He proposed the City increase “No Parking” signage and adopt the signs by ordinance. The group discussed that the neighborhoods would support this, as parking is a problem in the neighborhoods when there are tournaments. 2. Board Member Vince Loyal made a motion to approve the request and Council Liaison Dave Bertolino seconded the motion. All Board Members voted in favor and the motion passed with no discussion. 2  C. All-Way Stop at Pond Grover Parkway and Green Pines Drive 1. Rick Brown explained that there was previously to Green Pines Park construction, there was an all-way stop at Pond Grover Parkway and Green Pines Dr./ Hickory Crest Dr. The department is proposing a four-way stop be installed again. 2. The exiting stops need to be added to the traffic schedule to make them enforceable by ordinance. 3. Traffic schedules require a name change from Pond Grover Loop to Pond Grover Parkway. 4. Board Member Vince Loyal made a motion to approve of all three points. Board Member Jeff Baker seconded the motion. All voted in favor and the motion passed. IX. OTHER A. Meeting Time Change FYI City Administrator, Steve Cross, stated that the City has discussed changing meeting times for other meetings, and meeting virtually vs. in person. If the Board of Public Safety wishes to do so, this discussion can be added to a future agenda. B. Metal Detectors at Council Meeting City Administrator, Steve Cross asked if the Board would like to discuss the topic of having metal detectors present for City Council Meetings. Two Board Members expressed interest in discussing during the next Board of Public Safety Meeting. X. ADJOURNMENT Board Member Vince Loyal made a motion to adjourn and the motion was seconded by Board Member Denny Welker. All members voted in favor and the meeting adjourned at 7:30 PM.
