Meeting Minutes of the BOARD OF PUBLIC SAFETY October 14, 2021 5:30 pm Via Zoom 16860 Main Street APPROVED Committee Members in Attendance: Marshal Scott Collier Board Member Chris Preston Board Member Vince Loyal Board Member Jeff Baker Council Member Liaison Dave Bertolino Also Present: Rick Brown, Director of Public Works Police Liaison Captain James Mundel, St. Louis County Police John Bradley, Assistant Chief of the Metro Fire District Steve Cross, City Administrator Absent: I. ROLL CALL A roll call was taken at 5:30 pm, with the above noted as present and absent. II. APPROVAL OF MINUTES Marshal Scott Collier requested a motion to approve the minutes from the September 9th meeting. Vince Loyal made a motion to approve the minutes. Board Member Chris Preston seconded the motion. All vote aye and the motion passed. III. PUBLIC COMMENT A. No Items IV. FOR INFORMATION A. Old State Road Update Captain James Mundel provided an update regarding their crash investigation on Old State Road, which was completed with the assistance of the St. Louis County Department of Transportation. The Wildwood Precinct completed a friction test, which confirmed the pavement condition is adequate. More recently, the crash rates appear to have diminished relative to 2020, so the concern has as well. Captain Mundel stated that the County Department of Transportation updated some signage along the road. 1 V. OLD BUSINESS A. Consultant Proposal for Thunderhead Canyon Drive Traffic Study 1. Director of Public Works Rick Brown submitted a proposal to Lochmueller Group to conduct a traffic study on Thunderhead Canyon. The phases of the traffic study and its cost were detailed and discussed. 2. The Board questioned how the Department of Public Works would fund the traffic study. Council Member Liaison Dave Bertolino suggested the Council Members and HOA should be contacted to provide feedback regarding the need for the traffic study. City Administrator Steve Cross clarified that the HOA and Council Members were involved with the new signage and LED Speed Radar sign. Captain James Mundel stated that there is no overwhelming crash data for Thunderhead Canyon, however the increase in vehicle traffic and speed is a source of aggravation for residents. Marshall Scott Collier suggested for the City to follow up with the HOA and Council Members in a month’s time, to see if the new signage and radar sign is decreasing traffic and lowering speed. Rick Brown offered to make the contact and report back to the Board at the December Board of Public Safety meeting. Captain Mundel offered to retrieve crash data on Thunderhead Canyon and share it with the Board. VI. NEW BUSINESS A. Review of 2022 Police Budget 1. City Administrator Steve Cross explained the line items and increases in the 2022 Police Budget, including the St. Louis County Police contract. He also mentioned various Capital Expenditures, which will be supplemented with the use of Prop P funds. 2. Captain Mundel explained that salaries for police are averaged in the personnel items, as well as averaged for overtime pay for events. Caveats for cancelled court dates or special events is included in the contract, which states that Wildwood will not be responsible for cancelled event work times. 3. Captain Mundel explained the practical applications of the Flock LPR Cameras which are listed on the Capital Items Request. These cameras allow police to monitor in real time, and they are used to track stolen vehicles and areas of frequent vandalism and/or theft. They also include a plate reader. They are leased rather than purchased, so that the technology can be updated annually. 4. Vince Loyal asked various questions about cameras, and other items in the budget. Captain Mundel and Steve Cross provided explanation. 5. Board Member Vince Loyal made a motion to approve the Police Budget. Board Member Jeff Baker seconded the motion. All members voted Aye and the motion passed. IX. OTHER A. No Items X. ADJOURNMENT Marshall Scott Collier observed a motion to adjourn from the group.
