Demolition Request Site Visit Date: December 7, 2015; 4:00 p.m. Location: 2448 Pond Road (Locator Number 23W330032) Ward: One Commission Attendance: Acting Chair Barth [Vice Chair], Commissioner Rosener, Commissioner Wojciechowski, Commissioner Jeter, Alternate Thompson, and City Council Liaison Manton Staff Attendance: Director Vujnich and Senior Planner Gaston Discussion: The property owner, Laura VanGerpen, thanked the Commission for attending and explained the demolition request for the existing dwelling and detached garage, c.1929. The dwelling was damaged by a fire approximately three (3) years ago and, since, left vacant and in disrepair. It would be too costly for the owner to restore it; besides, it is too large for the intended use of the property, that being a private dog park. Additionally, the owner noted black mold and asbestos issues existed within the building, leading to further concerns about its reuse. The new building being proposed for this facility will include a small lobby area, a membership office, and restroom facilities, all on the first level. The second level will be a private office. Ms. VanGerpen noted the materials would be dismantled and repurposed by ReFab St. Louis, a local 501(c)3 company, which hires veterans through AESI. She estimated over 80% of the materials would be utilized for other construction projects. The members did note, however, the construction practices associated with this building were very good and it appeared to be structurally sound. Again, some members questioned the need for the building’s removal. The site visit ended with the owners being advised the Commission would act on their demolition request at their next meeting, being held on December 22, 2015, at 7:00 p.m. Upon favorable action, the Department of Planning would be in a position to approve the demolition Zoning Authorization, once submitted. 1|P a g e
