CITY OF WILLARD
BOARD OF ALDERMEN
SPECIAL MEETING
JUNE 6TH, 2007
Board present: Mayor Jamie Schoolcraft; Aldermen Charles Whitehead; Aldermen Bill
Caplinger; Aldermen Gordon O’Quinn; and Aldermen Louie Amodeo.
Also in attendance: City Administrator, Fred Gress; and City Clerk, Kathy Blakemore.
Guest present: Attorney Doug Harpool.
Mayor Jamie Schoolcraft led the Pledge of Allegiance.
Mayor Jamie Schoolcraft called the meeting to order.
Roll Call
City Clerk, Kathy Blakemore called the roll call. Mayor Jamie Schoolcraft-present;
Aldermen Charles Whitehead-present; Aldermen Gordon O’Quinn-present; and
Aldermen Louie Amodeo-present.
Approval of agenda
Motion made by Bill Caplinger with second by Gordon O’Quinn to approve the agenda.
All votes yes. Motion carried.
Mayor Jamie Schoolcraft stated that the board would be going into closed session to
discuss an issue concerning Chapter 610.021 (#3).
Motion made by Bill Caplinger with second by Gordon O’Quinn to close the open
session and go into closed session. All votes yes. Motion carried.
Motion made by Louie Amodeo with second by Gordon O’Quinn to reopen the open
session. All votes yes. Motion carried.
Motion made by Bill Caplinger with second by Charles Whitehead to table the ordinance
for the city attorney until the board can interview one or two more qualified applicants.

Tie. Mayor Jamie Schoolcraft-no. Motion denied.
Motion made by Louie Amodeo with second by Gordon O’Quinn to appoint Doug
Harpool as the City Attorney. Charles Whitehead-no. Bill Caplinger-no. Gordon
O’Quinn-yes. Louie Amodeo-yes. Tie. Mayor Jamie Schoolcraft-yes. Motion carried.

BILL NO. 07-19 ORDINANCE NO. 070606
AN ORDINANCE AMENDING ORDINANCE 060508E, AND APPOINTING THE
CITY ATTORNEY FOR THE CITY OF WILLARD, GREENE COUNTY,
MISSOURI, FOR THE TERM COMMENCING JUNE 6TH, 2007 THROUGH
NOVEMBER, 2007.
First reading by City Clerk, Kathy Blakemore.
Motion made by Louie Amodeo with second by Gordon O’Quinn to approve the first
reading. Charles Whitehead-no. Bill Caplinger-no. Gordon O’Quinn-yes. Louie
Amodeo-yes. Tie. Mayor Jamie Schoolcraft-yes. Motion carried.
Second reading by City Clerk, Kathy Blakemore.
Motion made by Gordon O’Quinn with second by Louie Amodeo to approve the second
reading. Charles Whitehead-no. Bill Caplinger-no. Gordon O’Quinn-yes. Louie
Amodeo-yes. Tie. Mayor Jamie Schoolcraft-yes. Motion carried.
Mayor Jamie Schoolcraft stated that the board would be going back into closed session to
discuss another issue concerning Chapter 610.021 #3.
Motion made by Bill Caplinger with second by Charles Whitehead to close the open
session and go into closed session. All votes yes. Motion carried.
Motion made by Charles Whitehead with second by Bill Caplinger to reopen the open
session. All votes yes. Motion carried.
Motion made by Bill Caplinger with second by Louie Amodeo to close the meeting. All
votes yes. Motion carried.
