CITY OF WILLARD BOARD OF ALDERMEN AUGUST 27TH, 2007 7:00 P.M. Board present: Mayor Jamie Schoolcraft; Aldermen Charles Whitehead; Aldermen Bill Caplinger; Aldermen Gordon O’Quinn; and Aldermen Louie Amodeo. Also in attendance: City Administrator, Fred Gress; City Clerk, Kathy Blakemore; CFO, Karen Robson; Director of Development, Randy Brown; Director of Public Works, Charlie Jones; Codes Enforcement Officer, Steve Vaughn; Chief of Police, Tom McClain; Police Officer, Tyler Follis; Planning & Zoning Vice Chairmen, Valorie Simpson; Planning & Zoning Executive Secretary, Lucille Murray; City Phone Operator, Tami Cobb; City Engineering, Rich Baker; and City Attorney, Doug Harpool. Guest present: Jim Vaughn, Laurie Ryan, Evans Ross, Jacki Gamble, Richard Simpson, Mark Rader, Richard & Carol Follis and Gary Weber. Mayor Jamie Schoolcraft led the Pledge of Allegiance. Swearing in new Police Officer Chief of Police, Tom McClain swore in new Police Officer Tyler Follis. Tyler will start to work for the Willard Police Department on August 28th, 2007. City Attorney Doug Harpool opened the PUBLIC HEARING TO CONSIDER THE PROPERTY TAX LEVY FOR 2007, GENERAL FUND TAX LEVY IS .4048 & PARK TAX LEVY IS .1239. City Attorney Doug Harpool asked if anyone wished to speak in favor or opposition. No one spoke. Public Hearing was closed. Mayor Jamie Schoolcraft called the meeting to order. Roll Call City Clerk Kathy Blakemore called roll call. Aldermen Charles Whitehead-present, Aldermen Bill Caplinger-present, Mayor Jamie Schoolcraft-present, Aldermen Gordon O’Quinn-present, and Aldermen Louie Amodeo-present. Agenda Amendments/Approval of agenda Mayor stated that some amendments needed to be made to the agenda. Item #12 would be, “Creating another Ward”, #8 and #9 will be move up on the agenda right after #5. Motion made by Aldermen Bill Caplinger with second by Aldermen Louie Amodeo to approve the agenda with the amendments listed above. All votes yes. Motion carried. Minutes 08/13/07 Board of Aldermen Minutes Page 1 of 3 August 27th, 2007 Motion made by Aldermen Gordon O’Quinn with second by Aldermen Bill Caplinger to approve the minutes of the Regular Meeting on August 13th, 2007. All votes yes. Motion carried. Citizens Input None Wellhead Protection Plan City Administrator, Fred Gress stated that the city is working with the Missouri Rural Water Association on the Wellhead Protection Plan. This Plan is to help protect our source water, which, is our wells. Gary Weber with MRWA and Randy Brown Director of Development have been collecting a lot of data. The city is putting the data in the form of a draft. Chlorination-Mark Rader with DNR Mark Rader with DNR discussed chlorination. Mr. Rader stated that chlorination is a choice but eventually becomes a requirement. Chlorination is for disinfection for water supply. The city has had one bad sample in the month of June. As the system grows and the lines are opened more frequently that allows for possible contamination into the system. Mark Rader stated that chlorination is a protection. Mayor asked what the impact on the old pipes would be with the chlorination. Mark stated that there was no negativity that he was aware of. Some systems will add more chlorination at first to clean the pipe out at the beginning. Aldermen Bill Caplinger asked if chlorination could knock some stuff off of the old pipes when it is first put into the system. Mark stated that it is a possibility because you are changing the chemistry within the water. The city should start out with a flushing process to allow for this issue if in fact it does release some build up inside the pipes. Aldermen Louie Amodeo asked what would constitute required chlorination. Mark stated that if four time in a twelve month period that you have contamination that would require chlorination. Aldermen Amodeo asked if certain municipalities would eventually be required without violations. Mark stated that he hasn’t heard of anything to that effect. Mayor asked if there is a population threshold at which time you would have to chlorinate. Gary Weber with MRWA stated that that was the ground water rule. Financial Report Motion made by Charles Whitehead with second by Louie Amodeo to approve the July financial statements. All votes yes. Motion carried. Karen stated that the Budget workshop will be the 24th instead of the 18th of September. Karen stated that she would have the draft of the internal procedures into an ordinance form for the next meeting if the board had no questions or changes. No questions or changes from the board at this time. Tax Levy 2007 2007 Levy is .5287. The levy is down 3% but our assessed valuation is up 9%. Every August the city goes through this process. Request approval for Mayor to sign Radio Grant for Police Department in the amount of $23,000 Motion made by Bill Caplinger with second by Gordon O’Quinn to approve the Mayor to sign the agreement and also to start the bidding process. All votes yes. Motion carried. Police Department-Video System/New Police Car Chief of Police Tom McClain stated that the department has approximately $32,500 left in capital outlay. Chief stated that that is enough money to either purchase a new police car or to fund a video system fleet wide. Motion made by Bill Caplinger with second by Charles Whitehead to start the bidding process for a video system for all of the Police cars (6). All votes yes. Motion carried. Redistricting for another ward City Administrator, Fred Gress stated that City Clerk Kathy Blakemore has divided the city into three wards. This will create two more aldermen positions for the City of Willard. The map will be published in the newspaper on September 5th, 2007. The Public Hearing will be held on September 24th, 2007. Mayor stated that the board would be going into closed session to discuss a legal issue. Motion made by Bill Caplinger with second by Louie Amodeo to adjourn the open session. All votes yes.
