CITY OF WILLARD BOARD OF ALDERMEN SEPTEMBER 24TH, 2007 7:00 P.M. Board present: Mayor Jamie Schoolcraft; Aldermen Charles Whitehead; Aldermen Bill Caplinger; Aldermen Gordon O’Quinn; and Aldermen Louie Amodeo. Also in attendance: City Administrator Fred Gress; City Clerk, Kathy Blakemore; Municipal Court Clerk/Deputy City Clerk, Linda Murray; CFO, Karen Robson; Director of Development, Randy Brown; Director of Public Works, Charlie Jones; Director of Parks & Recreations, Kerri Gates; Codes Officer, Steve Vaughn; Chief of Police, Tom McClain; City Phone Operator, Tami Cobb; Planning & Zoning Vice President, Valorie Simpson; and City Attorney Doug Harpool. Guest present: Angela Corbin, Lowell Corbin, Celestine Corbin, Stacy Winters, Steven & Kerri Gaddy, Kelly Moore, Ruth Hunter, Jim Vaughn and Joe Cosby. Mayor led the Pledge of Allegiance. Special Recognition (Awards, Certificates, and Honors) Chief of Police, Tom McClain presented Steven & Kerri Gaddy and Kelly Moore with a letter of recognition for their help in identifying and apprehending the robber in the Willard area bank robbery. City Attorney, Doug Harpool OPENED THE PUBLIC HEARING TO CONSIDER REDISTRICTING IN THE CITY OF WILLARD TO CREATE THREE WARDS IN THE CITY OF WILLARD. THIS IN TURN WOULD CREATE TWO MORE ALDERMEN POSITIONS. City Attorney, Doug Harpool asked if anyone wished to speak in favor or opposition. No one spoke. City Attorney, Doug Harpool closed the Public Hearing. Mayor Jamie Schoolcraft called the meeting to order. Roll Call City Clerk, Kathy Blakemore called roll call. Charles Whitehead-present. Bill Caplinger-present. Mayor Jamie Schoolcraft-present. Gordon O’Quinn-present. Louie Amodeo-present. Agenda Amendments/Approval of agenda Mayor Jamie Schoolcraft stated that he had one amendment to add request from Greene County to consider an agreement with them to utilize our Code Officer. This item will be number thirteen (13). Board of Aldermen Minutes Page 1 of 4 September 24th, 2007 Motion made by Gordon O’Quinn with second by Louie Amodeo to approve the agenda with the amendment listed above. All votes yes. Motion carried. Minutes 09/10/07 Motion made by Gordon O’Quinn with second by Bill Caplinger to approve the minutes of the Regular Meeting on September 10th, 2007. All votes yes. Motion carried. Citizens Input Joe Cosby spoke in regards to the Marston and Marston report, and the Planned Development District. Financial Report Karen requested approval for the August financial statements. Motion made by Gordon O’Quinn with second by Louie Amodeo to approve the August financial statements. All votes yes. Motion carried. Karen stated that she is on the committee for Christmas on the Frisco and they are requesting sponsors to purchase Trophy’s/Plaques for the parade in the amount of $300. Motion made by Bill Caplinger with second by Gordon O’Quinn to approve the city sponsoring Trophy’s/Plaques for the parade in the amount of $300. All votes yes. Motion carried. Budget 2008 Karen Robson, CFO discussed the proposed budget for 2008. Karen stated that next month the ordinance for the 2008 budget would be on the agenda. Bids for video system for Police cars Chief of Police, Tom McClain stated that the city received three bids for video systems for the Police cars from Vision Hawk, ICOP, and Watch Guard. Chief recommended ICOP bid. Motion made by Bill Caplinger with second by Louie Amodeo to approve the bid from ICOP for the video systems for the Police cars and have Chief research for more information on the extended warranty and cost from ICOP and present at next meeting. All votes yes. Motion carried. Redistricting the City of Willard-three wards BILL NO. 07-34 ORDINANCE NO. 070924 AN ORDINANCE REESTABLISHING THE BOUNDARY FOR WARDS I, AND II AND ESTABLISHING A WARD III, PURSUANT TO MISSOURI AND UNITED STATES CONSTITUTIONAL PROVISIONS REQUIRING EQUAL PROTECTION OF THE LAW FOR ALL CITIZENS; AND, AMENDING AND REPEALING CONFLICTING ORDINANCES. First reading by City Clerk, Kathy Blakemore. Board of Aldermen Minutes Page 2 of 4 September 24th, 2007 Motion made by Bill Caplinger with second by Louie Amodeo to approve the first reading. Motion made by Gordon O’Quinn with second by Louie Amodeo to approve the second reading. Charles Whitehead-yes. Bill Caplinger-yes. Gordon O’Quinn-yes. Louie Amodeo-yes. All votes yes. Motion carried. Emergency Management Mayor Jamie Schoolcraft appointed Stacy Winter as the new Emergency Management Director for the city. Stacy is a fulltime fireman in Nixa and also volunteers on the Willard Fire Department. Motion made by Louie Amodeo with second by Charles Whitehead to appoint Stacy Winter as the Emergency Management Director for the City of Willard. Charles Whitehead-yes. Bill Caplinger-yes. Gordon O’Quinn-no. Louie Amodeo-yes. Motion carried. City Administrator Fred Gress discussed the Citizen Corps Council. Fred stated that the city received $6300 to continue the CERT Program, Neighborhood Watch Program, and the AWARE Fair. Motion made by Bill Caplinger with second by Louie Amodeo to approve the Mayor signing the grant listed above. All votes yes. Motion carried. Ryan Nichols-App. Packet for SW Missouri Incident Support Team City Administrator Fred Gress stated that Greene County has requested that Karen Robson CFO be authorized to become a member of the ISTT. This would require the city to authorize the Mayor to sign an agreement stating that she is authorized to be called, and that the city would continue her salary and benefit package while she is gone. Motion made by Bill Caplinger with second by Gordon O’Quinn to authorize the Mayor to sign the agreement to allow Karen to be a member of the ISTT. All votes yes. Motion carried. School Resource Officers-Tom McClain Chief of Police, Tom McClain presented a slide show on how the School Resource Officers started the program, and how it works. Superintendent Kent Medlin stated that the school resource officers are commissioned by the Mayor. The school currently has two resource officers. Codes Officer Position City Administrator Fred Gress stated that the county has requested that they pay half of Steve’s salary through the end of this calendar year and have Steve inspected the City of Willard R-1 and R-2 inspections. The county would still collect the building permit fees. Aldermen Amodeo stated that he would like to review all the options before making a decision. Board of Aldermen Minutes Page 3 of 4 September 24th, 2007 Old Business Aldermen Gordon O’Quinn stated that he has been receiving phone calls stating that on the corner of Truman Rd. and Hunt Rd. the road is in need of repair. Charlie Jones Director of Public Works stated that he would look into this matter. Motion made by Louie Amodeo with second by Gordon O’Quinn to adjourn the meeting. All votes yes. Motion carried.
