Board of Aldermen Meeting

CITY OF WILLARD BOARD OF ALDERMEN JANUARY 28TH, 2008 7:00 P.M. Board present: Mayor Jamie Schoolcraft; Aldermen Louie Amodeo; Aldermen Paul Hood; and Aldermen Charlie Gugel. Aldermen Gordon O’Quinn was not present. Also in attendance: City Clerk, Kathy Blakemore; Municipal Court Clerk, Linda Murray; CFO, Karen Robson; Director of Development, Randy Brown; Director of Public Works, Charlie Jones; Chief of Police, Tom McClain; Director of Emergency Management, Stacy Winters; Phone Operator, Tami Cobb; City Engineer, Rich Baker; Park Board Member, Pat Lloyd; and City Attorney Doug Harpool. Mayor Jamie Schoolcraft led the Pledge of Allegiance. Mayor Jamie Schoolcraft called the meeting to order. Roll Call City Clerk, Kathy Blakemore called the roll call, Aldermen Amodeo-present; Aldermen Hood- present; Mayor Schoolcraft-present; Aldermen Gugel-present; and Aldermen O’Quinn--------. Agenda Amendments/Approval of agenda Motion made by Louie Amodeo with second by Charlie Gugel to approve the agenda. All votes yes. Motion carried. Minutes 01/14/08 Motion made by Paul Hood with second by Louie Amodeo to approve the minutes of the regular meeting on January 14th, 2008. All votes yes. Motion carried. Citizen Input None Financial Report Motion made by Charlie Gugel with second by Louie Amodeo to approve the December 2007 Financial Statements. All votes yes. Motion carried. Motion made by Charlie Gugel with second by Paul Hood to approve the Mayor to sign the Grant to DNR for chlorination and also the addendum from Archer Engineering for chlorination. All votes yes. Motion carried. Ordinance-Community Building Rules & Fees BILL NO. 08-01 ORDINANCE NO. 080128 AN ORDINANCE, AMENDING ORDINANCE NO. 97-0908A, AND ESTABLISHING RULES GOVERNING THE CONTROL AND MANAGEMENT OF THE WILLARD Board of Aldermen Minutes Page 1 th January 28 , 2008 COMMUNITY BUILDING, ESTABLISHING FEES, USAGE RATES FOR THE USE OF THE COMMUNITY BUILDING, AND PROVIDING FOR THE INSPECTION OF SAID BUILDING. First reading by City Clerk, Kathy Blakemore. Motion made by Louie Amodeo with second by Charlie Gugel to approve the first reading. Louie Amodeo-yes. Paul Hood-yes. Charlie Gugel-yes. All votes yes. Motion carried. Old Business Mayor Jamie Schoolcraft stated that the Boundary Agreement and the addendum to the 2004 Wastewater Agreement with the City of Springfield has been signed. City Attorney, Doug Harpool stated that the agreements with the City of Springfield went very well. The acquisition for the Meadows Water System will move along rather quickly now that Willard and Springfield have come to an agreement. Aldermen Charlie Gugel stated that the city had been working on this issue for a long time and he thanked the Mayor and City Attorney for all their hard work. Mayor Jamie Schoolcraft stated that the board would be going into closed session to discuss Chapter 610.021 #3 Personnel. Motion made by Louie Amodeo with second by Charlie Gugel to adjourn the open meeting and go into the executive session. All votes yes. Motion carried.
