CITY OF WILLARD BOARD OF ALDERMEN MAY 27TH, 2008 6:00 P.M. Board members present: Mayor Jamie Schoolcraft; Aldermen Richard Simpson; Aldermen Joe Cosby; Aldermen Louie Amodeo; Aldermen Paul C. Hood; and Aldermen Bryan Vincent. Aldermen Dale Duvall was not present. Also in attendance: City Clerk, Kathy Blakemore; Deputy City Clerk/Deputy Court Clerk/Community Relations Officer, Kate Gould; CFO, Karen Robson; Director of Development, Randy Brown; Director of Public Works, Charlie Jones; Director of Emergency Management, Stacy Winters; Utility Clerk, Tyler Garrett; P&Z Vice President, Valorie Simpson; Park Board President, Pat Lloyd; and City Attorney, Doug Harpool. Guest present: Christine Squibb; Kerri Ortlieb; BJ Richardson; Mike Pessina; Wanda Palmar, LPN; Jim Gardner Jr.; Anne Gardner; Dottie Watts; Ken Messenger; David Watts; Nora Cox; Jeff Bucklew; Wayne Williams; Sonja Messenger; and Kim Haase. Mayor Jamie Schoolcraft led the Pledge of Allegiance. Mayor Jamie Schoolcraft called the meeting to order. Roll Call City Clerk, Kathy Blakemore called roll call, Aldermen Simpson-present; Aldermen Cosby- present; Aldermen Amodeo-present; Mayor Schoolcraft-present; Aldermen Hood-present; Aldermen Duvall----------; Aldermen Vincent-present. Aldermen Duvall was not present. Agenda Amendments/Approval of agenda Motion made by Aldermen Simpson with second by Aldermen Amodeo to approve the agenda. Aldermen Simpson-I; Aldermen Cosby-I; Aldermen Amodeo-I; Aldermen Hood-I; and Aldermen Vincent-I. All votes yes. Motion carried. Minutes 05/12/08 Motion made by Aldermen Vincent with second by Aldermen Cosby to approve the minutes of the regular meeting on May 12th, 2008. Aldermen Simpson-I; Aldermen Cosby-I; Aldermen Amodeo-I; Aldermen Hood-I; and Aldermen Vincent-I. All votes yes. Motion carried. Hope House Jeff Bucklew board member of Family Bridges spoke in regards to Hope House. Jeff stated that Hope House provides support to disabled children and their parents. Kerri Ortlieb spoke in regards to Hope House. Kerri stated that she lives on the street behind Hope House and has four (4) disabled children of her own. Also, Kerri stated there would be no more than eight (8) children with two (2) adults at all times at the Hope House. Board of Aldermen Minutes Page 1 of 3 May 27th, 2008 Sonja Messenger and BJ Richardson spoke in regards to Hope House. Sonja stated that the City of Republic and the City of Rogersville had similar respite/group homes in their communities. (K&C Stepping Stones) The children that will be staying at Hope House and the length of their stay will depend on the needs of the families involved. Also, Hope House will be having an “Open House” on Friday May 23rd from 2:00 to 6:00 p.m. This open house is for people to stop by and check out the facilities and ask questions. Citizens Input None Financial Report Motion made by Aldermen Simpson with second by Aldermen Hood to approve the financial statements. Aldermen Simpson-I; Aldermen Cosby-I; Aldermen Amodeo-I; Aldermen Hood-I; and Aldermen Vincent-I. All votes yes. Motion carried. Bids-Truck mounted crane: The city received one bid (Bus Andrews Truck Equipment- $12,650.00) and the other business that was notified went out of business. Motion made by Aldermen Amodeo with second by Aldermen Cosby to tabled this bid request until the city receives more bids. Aldermen Simpson-I; Aldermen Cosby-I; Aldermen Amodeo- I; Aldermen Hood-I; and Aldermen Vincent-I. All votes yes. Motion carried. Ordinance-Utility Board (1st reading was done on May 12th, 2008) BILL NO. 08-09 ORDINANCE NO. 080512B AN ORDINANCE ESTABLISHING A UTILITY BOARD. Second reading by City Clerk, Kathy Blakemore. Motion made by Aldermen Simpson with second by Aldermen Vincent to approve the second reading. Aldermen Simpson-I; Aldermen Cosby-I; Aldermen Amodeo-I; Aldermen Hood-I; and Aldermen Vincent-I. All votes yes. Motion carried. Ordinance-Park Board (1st & 2nd reading) BILL NO. 08-11 ORDINANCE NO. 080527 AN ORDINANCE TO RE-ESTABLISH, REORGANIZE AND PROVIDE FOR MAINTENANCE OF PUBLIC PARKS FOR THE CITY OF WILLARD; AUTHORIZE THE MAYOR TO PROCEED WITH THE APPOINTMENT OF A NINE-MEMBER ADVISORY BOARD, WITH THE APPROVAL OF THE BOARD OF ALDERMEN, TO SERVE AS THE PARK BOARD, RESCINDING ORDINANCE NUMBER 071113C, AND AMENDING ORDINANCES INCONSISTENT WITH THIS ORDINANCE. First reading by City Clerk, Kathy Blakemore. Motion made by Aldermen Vincent with second by Aldermen Hood to approve the first reading. Aldermen Simpson-I; Aldermen Cosby-I; Aldermen Amodeo-I; Aldermen Hood-I; and Aldermen Vincent-I. All votes yes. Motion carried. Second reading by City Clerk, Kathy Blakemore.
