CITY OF WILLARD BOARD OF ALDERMEN OCTOBER 27TH, 2008 7:00 P.M. Board present: Mayor Jamie Schoolcraft; Aldermen Louie Amodeo; Aldermen Richard Simpson; Aldermen Joe Cosby; Aldermen Paul Hood; Aldermen Dale Duvall; and Aldermen Bryan Vincent. Also in attendance: Daniel and Elizabeth Craft. Mayor led the Pledge of Allegiance. Minutes 10/14/08 Motion made by Aldermen Duvall with second by Aldermen Vincent to approve the minutes of the regular meeting on October 14th, 2008. Aldermen Simpson-I; Aldermen Cosby-I; Aldermen Amodeo-I; Aldermen Hood-I; Aldermen Duvall-I; and Aldermen Vincent-I. All votes yes. Motion carried. Citizens Input Lucille Murray asked where the city was at on the trash pickup program. Mayor Schoolcraft stated that Community Services is going to start occurring and they will finish writing all the program and help with the brochure design. Hopefully we can make great progress in the next couple of weeks. The program will only be implemented in the city limits. Financial Report Karen Robson, CFO requested approval of the September financial statements. Motion carried. 2009 Budget Ordinance BILL NO. 08-25 ORDINANCE NO. 081027 AN ORDINANCE ADOPTING THE ANNUAL BUDGET FOR THE CITY OF WILLARD, MISSOURI FOR THE YEAR 2009. Second reading by City Clerk, Kathy Blakemore. (1st reading was done on 10/14/08) Motion made by Aldermen Simpson with second by Aldermen Amodeo to approve the second reading. Employee Manual Ordinance Board discussed employee manual. After some discussion employee manual was revised in section “Personnel Management” paragraph four (4), last word was changed from consideration to action. Resolution-Chlorination and Interconnection Project Resolution authorizing the Mayor to file an application with the Missouri Department of Resources, Water Pollution Control Program for grants under the Missouri Clean Water Law, Section 203, RSMo. Motion made by Aldermen Hood with second by Aldermen Simpson to approve the Resolution for the Chlorination and Interconnection Project. Old Business None Mayor Schoolcraft stated that the board would be going into closed session to discuss Chapter 610.021 #1-Legal, and #2-Real Estate.
