BOARD OF ALDERMEN
November 9, 2009
7:00 P.M.
Board present: Mayor, Jamie Schoolcraft; Aldermen Doug Johnson; Aldermen Pat Lloyd;
Aldermen Paul Hood; Aldermen Bryan Vincent. Aldermen Richard Simpson and Aldermen
Louie Amodeo were not present.
Staff in attendance: City Clerk, Dale Duvall; Deputy City Clerk, Kate Gould; CFO, Karen
Robson; Director of Development, Randy Brown; Interim Director of Public Works, Justin
Reaves; Emergency Management Director, Stacy Winters; Director of Parks and Recreation,
Kevin McDonald; Court Clerk, Linda Murray; Chief of Police, Tom McClain; City Attorney,
Paul Link; and Police Officer Michael Payne.
Guests: Lucille Murray, David Hemphill, Gene Thomas, Garth Adcock, and Lin Schneider with
the Cross Country Times newspaper.
Attorney Paul Link opened the PUBLIC HEARING TO CONSIDER THE CONDITIONAL
USE PERMIT FOR THE T-MOBILE TOWER.
There were no comments or questions from the citizens or the Board so the hearing was closed.
Mayor Jamie Schoolcraft led the Pledge of Allegiance.
Mayor Schoolcraft called the meeting to order.

Minutes 10/26/09
Motion made by Aldermen Johnson with a second by Aldermen Lloyd to approve the minutes of
the regular meeting on October 26, 2009. Aldermen Johnson-I; Aldermen Lloyd-I; Aldermen
Hood-I; Aldermen Vincent-I. All votes aye. Motion carried.
Citizens Input
There was no citizen input.
Financial Report
Financial Statements: Motion made by Aldermen Hood with a second by Aldermen Vincent to
pay the outstanding bills. Aldermen Johnson-I; Aldermen Lloyd-I; Aldermen Hood-I; Aldermen
Vincent-I. All votes aye. Motion carried.
The Board discussed the Model Investment Policy.
Aldermen Simpson arrived during the Model Investment Policy discussion.
The Mayor stated that the recycling bids were above the $3000.00 that was approved at the last
Board meeting and that other options were being investigated.

Emergency Management Report –Stacey Winters presented the Emergency Management
report.
Development Report –Randy Brown presented the Development report.
Public Works Report-Justin Reaves presented the Public Works report.
Parks and Recreation Report –Kevin McDonald presented the Parks and Recreation report.
Community Relations Report-Kate Gould presented the Community Relations report.
Land O Frost Sponsorship Contract
Motion made by Aldermen Simpson with a second by Aldermen Lloyd to approve the Mayor
signing the contract. Aldermen Simpson-I; Aldermen Johnson-I; Aldermen Lloyd-I; Aldermen
Hood-I; Aldermen Vincent-I. All votes aye. Motion carried.
BILL NO. 09-26 ORDINANCE NO. 091109
AN ORDINANCE APPROVING A MUNICIPAL CODE AMENDMENT TO SECTION
400.600 OF THE MUNICIPAL CODE OF THE CITY OF WILLARD PERTAINING TO
TELECOMMUNICATIONS FACILITIES.
First read was conducted by City Clerk, Dale Duvall. Motion made by Aldermen Vincent with a
second by Aldermen Lloyd to approve the first read. Aldermen Simpson-I; Aldermen Johnson-I;
Aldermen Lloyd-I; Aldermen Hood-I; Aldermen Vincent-I. All votes aye. Motion carried.
Second read was conducted by City Clerk, Dale Duvall. Motion made by Aldermen Vincent
with a second by Aldermen Johnson to approve the second read. Aldermen Simpson-I; Aldermen
Johnson-I; Aldermen Lloyd-I; Aldermen Hood-I; Aldermen Vincent-I. All votes aye. Motion
carried.
BILL NO. 09-28 ORDINANCE NO. 091123
AN ORDINANCE CALLING FOR THE REGULAR ELECTION IN THE CITY OF
WILLARD, MISSOURI, FOR THE PURPOSE OF HAVING THE QUALIFIED VOTERS
OF SAID CITY ELECT FOUR ALDERMEN, DESIGNATING A TIME OF HOLDING
SAID ELECTION, PRESCRIBING THE INFORMATION FROM THE BALLOT TO BE
USED, AND AUTHORIZING THE CITY CLERK TO GIVE SUCH INFORMATION
AND NOTICE OF SAID ELECTION TO THE COUNTY CLERK OF GREENE
COUNTY.
First read was conducted by City Clerk, Dale Duvall. Motion made by Aldermen Vincent with a
second by Aldermen Lloyd to approve the first read. Aldermen Simpson-I; Aldermen Johnson-I;
Aldermen Lloyd-I; Aldermen Hood-I; Aldermen Vincent-I. All votes aye. Motion carried.

BILL NO. 09-27 ORDINANCE NO. 091109A
AN ORDINANCE APPROVING A MUNICIPAL CODE AMENDMENT TO SECTION
400.170 OF THE MUNICIPAL CODE OF THE CITY OF WILLARD PERTAINING TO
THE BOARD OF ADJUSTMENTS.
Aldermen Simpson asked that his thoughts be noted on the minutes. He stated that he believes
that all members of the Board of Adjustments be well versed on the Land Development
Regulations. He stated that he believes that there should be a mandatory quiz that we require of
the Board of Adjustment Members.
Second read was conducted by City Clerk, Dale Duvall. Motion made by Aldermen Lloyd with
a second by Aldermen Hood to approve the second read. Aldermen Simpson-I; Aldermen
Johnson-I; Aldermen Lloyd-I; Aldermen Hood-I; Aldermen Vincent-N. Five votes aye. One vote
nay. Motion carried.
First read was conducted by City Clerk, Dale Duvall at the Board of Aldermen meeting on
October 26, 2009.
Old Business
Aldermen Simpson asked that his comments regarding the Board of Adjustments be recorded in
the minutes. There was no other old business.
Mayor Jamie Schoolcraft stated that the board would be going into closed session to discuss
Chapter 610.021 #1-Legal.
Motion made by Aldermen Vincent with a second by Aldermen Simpson to close the open
session and open the executive session. Aldermen Simpson-I; Aldermen Johnson-I; Aldermen
Lloyd-I; Aldermen Hood-I; Aldermen Vincent-I. All votes aye. Motion carried.
Motion made by Aldermen Simpson with a second by Aldermen Vincent to close the executive
session, open the open session, and adjourn. Aldermen Simpson-I; Aldermen Johnson-I;
Aldermen Lloyd-I; Aldermen Hood-I; Aldermen Vincent-I. All votes aye. Motion carried.
