BOARD OF ALDERMEN
January 11, 2010
7:00 P.M.
Board present: Acting President, Pat Lloyd; Aldermen Richard Simpson; Aldermen
Doug Johnson; Aldermen Paul Hood; Aldermen Louie Amodeo and Aldermen Bryan
Vincent. Mayor Jaime Schoolcraft was not present.
Staff in attendance: City Clerk, Dale Duvall; Deputy City Clerk, Kate Gould; CFO, Karen
Robson; Director of Development, Randy Brown; Emergency Management Director,
Stacy Winters; Receptionist, Tami Cobb; Interim Director of Public Works, Justin
Reaves; Director of Parks and Recreation, Kevin McDonald; Police Officer, Bill
Lingenfiesler; Major David Richardson; and City Attorney, Doug Harpool.
Guests: Dave Hemphill and Lucille Murray.
Acting President, Pat Lloyd led the Pledge of Allegiance.
Acting President Pat Lloyd called the meeting to order.
Roll Call
City Clerk, Dale Duvall called roll call. Aldermen Richard Simpson-present;
Aldermen Doug Johnson-present; Acting President Pat Lloyd-present; Mayor
Jamie Schoolcraft--------------; Aldermen Paul Hood-present; Aldermen Louie
Amodeo-present; Aldermen Bryan Vincent-present.
Agenda Amendments/Approval of Agenda
Acting President Lloyd stated that there was no need for the closed session after
the regular meeting and he would like to have it removed from the agenda.
Motion made by Aldermen Amodeo with a second by Aldermen Simpson to
approve the agenda with the suggested change. Aldermen Simpson-I; Aldermen
Johnson-I; Aldermen Lloyd-I; Aldermen Hood-I; Aldermen Amodeo-I; Aldermen
Vincent-I. All votes aye. Motion carried.
Approval of Minutes from 12/28/09
Motion made by Aldermen Simpson with a second by Aldermen Hood to
approve the minutes of the regular meeting on December 28, 2009. Aldermen
Simpson-I; Aldermen Johnson-I; Aldermen Lloyd-I; Aldermen Hood-I; Aldermen
Amodeo-I; Aldermen Vincent-I. All votes aye. Motion carried.

Financial Report
Outstanding Bills:
Motion made by Aldermen Vincent with a second by Aldermen Simpson to pay
the outstanding bills. Aldermen Simpson-I; Aldermen Johnson-I; Aldermen Lloyd-
I; Aldermen Hood-I; Aldermen Amodeo-I; Aldermen Vincent-I. All votes aye.
Motion carried.
2010 Mileage Reimbursement Rates:
Motion made by Aldermen Simpson with a second by Aldermen Amodeo to
accept the new 2010 federal standard mileage rates. Aldermen Simpson-I;
Aldermen Johnson-I; Aldermen Lloyd-I; Aldermen Hood-I; Aldermen Amodeo-I;
Aldermen Vincent-I. All votes aye. Motion carried.
Police Department Report
Major Richardson gave the police report to the Board. He discussed the yearend
report and some of the numbers in comparison to last years. Aldermen Lloyd
gave kudos to Donna Gordon for putting the yearend report together for the
packet.
Emergency Management Report
Stacey Winters presented the Emergency Management report. Stacy spoke to
the Board regarding beginning CPR and AED(Automated External Defibrillator)
classes to the city staff, Aldermen and citizens. These will begin in February.
Development Report
Randy Brown presented the Development report.
Public Works Report
Justin Reaves presented the Public Works report.
Parks and Recreation Report
Kevin McDonald presented the Parks and Recreation report.
Community Relations Report
Kate Gould presented the Community Relations report.

COMMUNITY BUILDING RENTAL RATES ORDINANCE (1st READING)
BILL NO. 10-01 ORDINANCE NO. 100125
AN ORDINANCE APPROVING A MUNICIPAL CODE AMENDMENT TO
SECTION 100.230 OF THE MUNICIPAL CODE OF THE CITY OF WILLARD
PERTAINING TO RULES GOVERNING USE OF COMMUNITY BUILDING.
First reading was conducted by City Clerk, Dale Duvall.
Motion made by Aldermen Hood with a second by Aldermen Simpson to
approve the first reading. Aldermen Simpson-I; Aldermen Johnson-I; Aldermen
Lloyd-I; Aldermen Hood-I; Aldermen Amodeo-I; Aldermen Vincent-I. All votes
aye. Motion carried.
Old Business
City Clerk, Dale Duvall asked the Board to bring their Code books by the office
so that she could update the new statutes and new ordinances in their manuals.
Motion made by Aldermen Johnson with a second by Aldermen Simpson to
adjourn the meeting. Aldermen Simpson-I; Aldermen Johnson-I; Aldermen Lloyd-
I; Aldermen Hood-I; Aldermen Amodeo-I; Aldermen Vincent-I. All votes aye.
Motion carried.
