CITY OF WILLARD BOARD OF ALDERMEN REGULAR MEETING August 23, 2010 7:00 pm Board present: Aldermen Richard Simpson; Aldermen David Hemphill; Mayor Jamie Schoolcraft; Aldermen Pat Lloyd; Aldermen Doug Johnson; Aldermen Tim Magee and Aldermen Bryan Vincent. Staff in attendance: City Clerk, Dale Duvall; Chief Financial Officer, Karen Robson; Public Works Director, Justin Reaves; Parks and Recreation Director, Kevin McDonald; Director of Development, Randy Brown; Reserve Police Officer Bill Lingenfiesler; Sergeant Shannon Shipley, Parks Summer Camp Director, Katie Rummel; Assistant Parks Summer Camp Director, Whitney Rand; and City Attorney, Paul Link. Guest present: Jim Rekus, Lucille Murray and Jared Rasmussen of Olsson Engineering. City Attorney Doug Harpool opened the PUBLIC HEARING TO CONSIDER THE PROPERTY TAX LEVY FOR 2010, GENERAL FUND TAX LEVY IS 0.3422& PARK TAX LEVY IS 0.1047. There was no Citizen input. There was no Board Input. Mayor Schoolcraft led the Pledge of Allegiance. Mayor Schoolcraft called the meeting to order. Motion carried. 08-23-10 BOA Meeting Minutes Page 1of 4 Approve Minutes of the August 23, 2010 Meeting Aldermen Hemphill asked that the minutes be amended to reflect his comment questioning Attorney Harpool’s ability to give 100% to the City when he himself stated that he does not want to be there. City Clerk, Dale Duvall stated that she would make the change and bring the minutes back to the Board at the next regular meeting. Citizen Input None Financial Report-CFO Karen Robson Karen told the Board that due to time constraints with the Auditors and other City business she was not able to finish the financials. She stated that she would bring them to the next Board meeting. Karen did tell the Board that the paperless meetings would start next meeting and that the flash drives would be here for each Aldermen to pick up. The Mayor stated that he also wants his in paper for the meeting from and Karen informed him that we would have a copy for him here at City Hall. MODOT Future Plan Development Letter Randy Brown spoke to the Board and informed them that MODOT has agreed to allow a street connection on AB Hwy. and Hwy 160 for the new Freedom Bank. This is contingent on the City agreeing that no further developing will occur to the East of the property without a traffic study being done. Randy was asking for the Boards’ approval for the Mayor to sign the letter agreeing to those terms. Motion by Aldermen Lloyd and seconded by Aldermen Simpson. Freedom Bank Sketch Plan Randy Brown explained that this was the same site plan that the Board had reviewed at the last Board meeting. a. Citizens Input- None b. Motion carried. 08-23-10 BOA Meeting Minutes Page 2of 4 2010 Real Estate Tax Levy Ordinance 1st and 2nd Reading) BILL NO. 10-20 ORDINANCE NO. 100823 An ordinance providing for the general levy and imposition of annual tax for general municipal purposes for the year of 2010 and for imposition of annual tax for parks. Citizen Input- None Discussion-None First reading by title was conducted by City Clerk, Dale Duvall. Motion by Aldermen Simpson and seconded by Aldermen Vincent to accept the first reading. Aldermen Simpson-Aye; Aldermen Hemphill-Aye; Aldermen Lloyd-Aye; Aldermen Johnson-Aye; Aldermen Magee-Aye; and Aldermen Vincent-Aye. All votes aye. Motion carried. Second reading by title was conducted by City Clerk, Dale Duvall. Motion by Aldermen Vincent and seconded by Aldermen Johnson to accept the second reading. Water Rates Ordinance (1st Reading) BILL NO. 10-21 ORDINANCE NO. 100913 An ordinance relating to the rates to be charged for the use of water from the water works system of the City of Willard, Missouri, providing for a method for the collection of same, providing for deposits and fees for the use of water sold from said system,providing for and establishing the costs of the meter and installation, and providing penalties for the violation of said ordinance. Citizen Input- None Discussion-Karen answered a couple of questions from the Aldermen. First reading by title was conducted by City Clerk, Dale Duvall. Motion by Aldermen Simpson and seconded by Aldermen Magee to accept the first reading.
