CITY OF WILLARD BOARD OF ALDERMEN REGULAR MEETING September 13, 2010 7:00 pm Board present: Aldermen Richard Simpson, Aldermen David Hemphill, Mayor Jamie Schoolcraft, Aldermen Pat Lloyd, Aldermen Doug Johnson and Aldermen Bryan Vincent. Aldermen Tim Magee was not present. Staff present: CFO, Karen Robson; Director of Development, Randy Brown; Emergency Management Director, Stacy Winters; Parks and Recreation Director, Kevin McDonald; Court Clerk, Linda Murray; Chief of Police, Tom McClain; Willard Reserve Officer, Bill Lingenfielser; and City Attorney, Paul Link. Also in attendance: Don Johnson, and Lucille Murray. Mayor Schoolcraft led the Pledge of Allegiance. Call to Order Mayor Schoolcraft called the meeting to order. Roll Call CFO, Karen Robson called the roll call. Aldermen Simpson-present, Aldermen Hemphill-present, Aldermen Lloyd-present, Mayor Schoolcraft-present, Aldermen Johnson-present, Aldermen Magee-----, Aldermen Vincent-present. Agenda Amendments/Approval of Agenda Motion made by Aldermen Simpson and seconded by Aldermen Vincent to approve the agenda. Aldermen Simpson-Aye, Aldermen Hemphill-Aye, Aldermen Lloyd-Aye, Aldermen Johnson-Aye, Aldermen Magee----, Aldermen Vincent-Aye. All votes aye. Motion carried. Approve the Minutes of the Regular Meeting on August 23, 2010 Motion made by Aldermen Vincent and seconded by Aldermen Hemphill to approve the minutes of the meeting on August 23,2010 Aldermen Simpson-Aye, Aldermen Hemphill-Aye, Aldermen Lloyd-Aye, Aldermen Johnson-Aye, Aldermen Magee----, Aldermen Vincent-Aye. All votes aye. Motion carried. Approve the Minutes of the Regular Meeting on August 11, 2010 Motion made by Aldermen Vincent and seconded by Aldermen Magee to approve the minutes. Aldermen Simpson-Aye, Aldermen Hemphill-Aye, Aldermen Lloyd- Abstained, Aldermen Johnson-Abstained, Aldermen Magee----, Aldermen Vincent- Aye. Three(3) votes aye. Two(2) abstentions due to absence. Motion carried. 9-13-10 BOA Minutes Page 1 of 4 Citizen Input-None Financial Report-CFO Karen Robson July Financials- Motion made by Aldermen Simpson and seconded by Aldermen Johnson to approve the July financials. Aldermen Simpson-Aye, Aldermen Hemphill-Aye, Aldermen Lloyd-Aye, Aldermen Johnson-Aye, Aldermen Magee----, Aldermen Vincent-Aye. All votes aye. Motion carried. August Unpaid Invoices- Motion made by Aldermen Lloyd and seconded by Aldermen Johnson to pay the unpaid invoices. Aldermen Simpson-Aye, Aldermen Hemphill-Aye, Aldermen Lloyd-Aye, Aldermen Johnson-Aye, Aldermen Magee----, Aldermen Vincent-Aye. All votes aye. Motion carried. Park Loan- Motion made by Aldermen Lloyd and seconded by Aldermen Vincent to pay $50,000 on the loan and refinance the balance for one(1) year. Aldermen Simpson-Aye, Aldermen Hemphill-Aye, Aldermen Lloyd-Aye, Aldermen Johnson- Aye, Aldermen Magee----, Aldermen Vincent-Aye. All votes aye. Motion carried. Utility Billing Adjustment Report-Motion made by Aldermen David Hemphill and seconded by Aldermen Johnson to approve the August report. Aldermen Simpson- Aye, Aldermen Hemphill-Aye, Aldermen Lloyd-Aye, Aldermen Johnson-Aye, Aldermen Magee----, Aldermen Vincent-Aye. All votes aye. Motion carried Employee Manual Update- Motion made by Aldermen Vincent and seconded by Aldermen Johnson to discuss making updates to the current employee manual. Aldermen Simpson-Aye, Aldermen Hemphill-Aye, Aldermen Lloyd-Aye, Aldermen Johnson-Aye, Aldermen Magee----, Aldermen Vincent-Aye. All votes aye. Motion carried. Generator Purchase-Staff will be looking into purchasing generators for the City facilities. Upon finding the generators that fit the needs of the City, the Mayor will be contacted and has been authorized to approve the purchase. All votes aye. Motion carried. Police Department Report-Chief Tom McClain Police Chief Tom McClain gave his monthly report to the Board. Emergency Management Report-Stacy Winters Stacy Winters gave his monthly report to the Board. Parks and Recreation Report-Kevin McDonald Kevin McDonald gave his monthly report to the Board. Discussion of Building Fee Rate Increases-Randy Brown Randy discussed the fee changes that pertain to the current building and construction fee ordinance that will be brought to the Board at the next meeting. Water Rates Ordinance 2nd Reading BILL NO. 10-21 ORDINANCE NO. 100913 AN ORDINANCE APPROVING THE NEW WATER RATES Citizen Input for Bill NO. 10-21 There was no citizen input. Discussion/Approval for Bill NO 10-21 Second reading by title was conducted by CFO Karen Robson. Motion by Aldermen Vincent and seconded by Aldermen Hemphill to accept the second reading. Code of Ethics Ordinance 1st and 2nd Reading BILL NO. 10-22 ORDINANCE NO. 100913A AN ORDINANCE APPROVING THE CODE OF ETHICS PROCEDURES Citizen Input for Bill NO. 10-22 There was no citizen input.
