BOARD OF ALDERMEN
REGULAR MEETING
October 25, 2010
7:00 pm
Board present: Aldermen Richard Simpson; Aldermen David Hemphill; Mayor Jamie
Schoolcraft; Aldermen Pat Lloyd; Aldermen Doug Johnson and Aldermen Bryan Vincent.
Aldermen Tim Magee was not present.
Staff in attendance: City Clerk, Dale Duvall; Chief Financial Officer, Karen Robson;
Parks and Recreation Director, Kevin McDonald; Purchasing Officer, Kayme Steele;
Director of Development, Randy Brown; Emergency Management Director, Stacy
Winters; Public Works Director, Justin Reaves; Police Chief, Tom McClain; Reserve
Police Officer, Bill Lingenfiesler; Court Clerk, Linda Murray; SRO, Glenn Cozzens;
Aquatics Director, Brandon Eckhart;and City Attorney, Doug Harpool.
Guest present: Lucille Murray, Gene Thomas, Janelle Royal, Glenn Murray, Jonathan
Duvall.
Kate Gould as a free lance reporter for the Cross Country Times was also present.
Police Athletic League Presidential Fitness Awards presented by Chief of Police,
Tom McClain.
Attending to receive the award: Casey Console, Joshua Lloyd, Cameron Lee, Daniel
Nicholls, Glenn Murray, Dalton Mahon, Jonathan Duvall, Chase Christensen, Ivy
Chittum and Thomas Adcock. Tyler Kelly arrived later and was presented his award
during old business.
Those set to receive the ward but not present: Justin Hudson, Nathan Washington and
Alex O’Quinn.
PAL participant, Daniel Nichols led the Pledge of Allegiance.
Mayor Schoolcraft called the meeting to order.

Agenda Amendments/Approval of Agenda
The Mayor stated that item # 9(need to be reworded to read “Annexation for
Willard R-2 School District.”. The Mayor asked if there were any items for closed
session. Since there was not, he took item #’s 14,15 and 16 off of the agenda.
Motion by Aldermen Simpson and seconded by Aldermen Johnson to approve
the agenda with the above changes. Aldermen Simpson-Aye; Aldermen
Hemphill-Aye; Aldermen Lloyd-Aye; Aldermen Johnson-Aye; Aldermen Magee---;
and Aldermen Vincent-Aye. Five (5) votes Aye. Motion carried.
Approve Minutes of the October 12, 2010 Meeting
Motion by Aldermen Simpson and seconded by Aldermen Vincent. Aldermen
Simpson-Aye; Aldermen Hemphill-Aye; Aldermen Lloyd-Aye; Aldermen Johnson-
Abstained; Aldermen Magee----; and Aldermen Vincent-Aye. Four(4) votes aye.
One(1) Abstention due to absence. Motion carried.
Approve Minutes of the September 27, 2010 Meeting
Aldermen Simpson asked if the audio would be able to be recovered and City
Clerk, Dale Duvall stated that the audio from the 9-13-2010 and the 9-27-10
meetings would not be able to be recovered. Motion by Aldermen Vincent and
seconded by Aldermen Johnson. Aldermen Simpson-Nay; Aldermen Hemphill-
Nay; Aldermen Lloyd-Aye; Aldermen Johnson-Aye; Aldermen Magee---; and
Aldermen Vincent-Aye. Three(3) votes Aye. Two(2)votes Nay. Motion carried.
Citizen Input
None
Financial Report-CFO Karen Robson
Karen told the Board that due to time constraints with the Auditors and other
City business she was not able to finish the financials. She stated that she would
bring them to the next Board meeting.
City Hall Doors
Karen Robson told the Board that she had enclosed in the packet an estimate for
the access control system from ADT. The amount was $1574.00 Another company
will have to do the rekeying. This adds $600.00 to the cost. Karen will continue to
look into other options such as rekeying with non-duplicating keys.

Hemphill-Nay, Aldermen Lloyd-Aye, Aldermen Johnson-Aye, Aldermen Magee----,
Aldermen Vincent-Aye. Four(4) votes aye. One(1)vote Nay. Motion carried.

There was no discussion from the Board. First reading by title was conducted by
City Clerk, Dale Duvall. Motion by Aldermen Simpson and seconded by Aldermen
Lloyd to accept the first reading. Aldermen Simpson-Aye, Aldermen Hemphill-Aye,
Aldermen Lloyd-Aye, Aldermen Johnson-Aye, Aldermen Magee---, Aldermen
Vincent-Aye. All votes aye. Motion carried.
Discussion of the draft of the Open Meetings Policy and Agenda Ordinance.
Attorney Doug Harpool explained to the Board that he had given them four
possible alternatives to who is allowed to add agenda items and /or closed session
items to the meeting agenda. After discussion among the Board it was decided to
have the attorneys bring back a draft stating that the City Clerk will add items to the
agenda as requested by the Board or the Mayor. The request would need to be
made 48 business hours prior to the posted meeting date and time.
Old Business
Police Chief McClain presented the Presidential fitness award to Tyler Kelly, who
had arrived late due to football practice. Aldermen Lloyd asked Dale Duvall if she
had heard back regarding the stop sign study for Z and Jackson St. Dale stated
that she had made another call to MODOT that day.
Adjourn
Motion made by Aldermen Lloyd and seconded by Aldermen Johnson to adjourn
the meeting. Aldermen Simpson-Aye; Aldermen Hemphill-Aye; Aldermen Lloyd-
Aye; Aldermen Johnson-Aye; Aldermen Magee---; Aldermen Vincent-Aye. All
votes aye. Motion carried.
Meeting adjourned at 8:05 pm.
