BOARD OF ALDERMAN
REGULAR MEETING
May 9, 2011
Board present: Alderman Trapp-present, Alderman Roggensees-present, Alderman
Hemphill-present, Mayor Keltner-present, Alderman Magee---, Alderman Vincent-
present, Alderman Simmons-present.
Also present: City Clerk, Dale Duvall; CFO, Karen Robson; Director of Development,
Randy Brown; Public Works Director, Justin Reaves; Aquatics Director, Brandon
Eckhart; Chief of Police, Tom McClain; and Willard Police Officer, Mike Payne.
Also in Attendance: Lucille Murray, Jim Vaughn, and Chris Dickinson.
April Crain of the Cross Country Times was also in attendance.
Tom Keltner led the Pledge of Allegiance.
ATTORNEY KEN REYNOLDS OPENED THE PUBLIC HEARING TO DISCUSS THE
HOURS OF OPERATION OF THE RECYCLING CENTER.
There was no citizen input.
The public hearing was closed.
Call to Order
Mayor Tom Keltner called the meeting to order.
Roll Call
City Clerk, Dale Duvall did the roll call. Alderman Trapp-present, Alderman
Roggensees-present, Alderman Hemphill-present, Mayor Keltner-present,
Alderman Magee----, Alderman Vincent-present, Alderman Simmons-present.
Agenda Amendments/Approval of Agenda
Motion made by Alderman Simmons and seconded by Alderman Hemphill to
approve the agenda. Alderman Vincent-I, Alderman Magee---I, Alderman
Simmons-I, Alderman Trapp-I, Alderman Roggensees-I, Alderman Hemphill-I. All
votes aye. Motion carried.
Approve the Minutes of the Special Meeting on April 27, 2011
Motion made by Alderman Hemphill and seconded by Alderman Vincent to
approve the minutes of the special meeting on April 27, 2011. Alderman Vincent-
I, Alderman Magee---I, Alderman Simmons-I, Alderman Trapp-I, Alderman
Roggensees-I, Alderman Hemphill-I. All votes aye. Motion carried.
Approve the Minutes of the Regular Meeting on April 25, 2011
Motion made by Alderman Hemphill and seconded by Alderman Simmons to
approve the minutes of the regular meeting on April 25, 2011. Alderman Vincent-
Abstained, Alderman Magee---I, Alderman Simmons-I, Alderman Trapp-I,

Alderman Roggensees-I, Alderman Hemphill-I. Four votes aye. One abstention
due to absence. Motion carried.
Citizen Input
PAL Charity boxing coach, Chris Dickinson, thanked the Board for the
opportunity to be involved with the PAL program.
Financial Report-CFO Karen Robson
a. April Outstanding Bills- Motion made by Alderman Simmons and seconded
by Alderman Roggensees to pay the April bills. Alderman Simmons-I,
Alderman Trapp-I, Alderman Roggensees-I, Alderman Hemphill-I, Alderman
Vincent-I, Alderman Magee---. All votes aye. Motion carried.
b. April Utility Adjustment Report- Motion made by Alderman Hemphill and
seconded by Alderman Vincent to accept the adjustments. Alderman
Simmons-I, Alderman Trapp-I, Alderman Roggensees-I, Alderman Hemphill-I,
Alderman Vincent-I, Alderman Magee---. All votes aye. Motion carried.
c. Phone Service- Motion made by Alderman Simmons and seconded by
Alderman Vincent to change phone service from ATT to Windstream.
Alderman Simmons-I, Alderman Trapp-I, Alderman Roggensees-I, Alderman
Hemphill-I, Alderman Vincent-I, Alderman Magee---. All votes aye. Motion
carried.
d. Recycle Center- No vote was taken. Karen told the Board that a decision
would need to made in the next month.
e. Meter Reading Equipment-The Board asked Karen to have the
representative from Water Products come and do a presentation at the next
Board meeting.
f. City Engineer Qualifications-Karen informed the Board that the process to
hire a City Administrator had been started.
g. Park Sales Tax-Aldermen Roggensees updated the Board on the latest
information regarding the Greene County park sales tax allocation issue.
Questions for Department Heads
Alderman Vincent asked Justin if the road patching had been started and Justin stated
that it had not been started yet due to the rain.
Alderman Hemphill discussed with Karen the list of contracted services that Karen had
passed out per his request.

Old Business
There was no old business.
Adjourn - Motion made by Aldermen Simmons and seconded by Aldermen Vincent to
adjourn the open session and open the executive session. Alderman Vincent-I,
Alderman Magee---I, Alderman Simmons-I, Alderman Trapp-I, Alderman
Roggensees-I, Alderman Hemphill-I. All votes aye. Motion carried.
Motion made by Aldermen Hemphill and seconded by Aldermen Vincent to close
the executive meeting, open the open session and adjourn. Alderman Vincent-I,
Alderman Magee---I, Alderman Simmons-I, Alderman Trapp-I, Alderman
Roggensees-I, Alderman Hemphill-I. All votes aye. Motion carried.
