CITY OF WILLARD BOARD OF ALDERMAN SPECIAL MEETING August 29, 2011 6:00 pm Board present: Alderman Trapp-present, Alderman Roggensees-present, Alderman Hemphill-present, Mayor Keltner-present, Alderman Magee-present, Alderman Vincent- present, Alderman Simmons-present. Staff present: City Administrator, Nick Heatherly; City Clerk, Dale Duvall; Police Officer Mike Payne and City Attorney, Ken Reynolds. Also in Attendance: Roscoe Killingsworth, Mindy Latham, and Sam Baird. Laura Scott of the Cross Country Times was also in attendance. Tom Keltner led the Pledge of Allegiance. PUBLIC HEARING TO CONSIDER THE PROPERTY TAX LEVY FOR 2011 FOR THE GENERAL FUND AND THE PARK FUND. Attorney Ken Reynolds opened the public hearing and asked for citizen comments Roscoe Killingsworth asked the City Administrator for clarification of the tax levy numbers. There were no other questions and the City Attorney closed the public hearing. Call to Order Mayor Tom Keltner called the meeting to order. Roll Call City Clerk, Dale Duvall did the roll call. Agenda Amendments/Approval of Agenda The Mayor stated that he would like to add old business to the agenda and asked for a motion. Motion made by Alderman Simmons and seconded by Alderman Hemphill to approve the agenda with the amendment. ORDINANCE ACCEPTING THE 2011 LIFESCAN MAINTENANCE RENEWAL CONTRACT (1ST and 2nd READING) BILL # 11-14 ORDINANCE # 110829A AN ORDINANCE TO AUTHORIZE THE MAYOR OF THE CITY OF WILLARD TO EXECUTE AN AGREEMENT WITH MORPHOTRAK, INC. TO PROVIDE MAINTENANCE SERVICE FOR THE WILLARD POLICE DEPARTMENT FINGERPRINT EQUIPMENT. First read was conducted by the City Clerk, by title only. ORDINANCE ACCEPTING THE ESCROW ACCOUNT AGREEMENT BETWEEN FREEDOM BANK AND THE CITY OF WILLARD (1ST and 2nd READING) BILL # 11-15 ORDINANCE # 110829B AN ORDINANCE TO AUTHORIZE THE MAYOR OF THE CITY OF WILLARD TO EXECUTE AN AGREEMENT BETWEEN FREEDOM BANK AND THE CITY OF WILLARD. Old Business The Mayor discussed with the Board the topic of ceasing to record audio of the open board meetings. After discussion amongst the Board, it was decided to continue to audio record the meetings and to continue to place the audio on the City website. The City Administrator asked the Board to authorize bid requests for insurance for the year 2013 instead of 2012, due to time constraints. Motion made by Alderman Simmons and seconded by Alderman Magee to allow the bidding to be moved to the year 2013.
