BOARD OF ALDERMAN
REGULAR MEETING
October 11, 2011
Board present: Alderman Trapp-present, Alderman Roggensees-present, Alderman Hemphill-
present, Mayor Keltner-present, Alderman Vincent-present, and Alderman Simmons-present.
Alderman Magee was not present.
Staff present: City Administrator, Nicholas Heatherly; City Clerk, Dale Duvall; CFO, Karen
Robson; Chief of Police, Tom McClain; and Willard Reserve Officer, Bill Lingenfielser.
City Attorney Ken Reynolds was also present.
Citizens in attendance: Patrick Garcia, Kenna Taylor, Ron Taylor, Jay and Ken Rice, Payton
Rice, Kaylea Rice, Debra Van Nata, Marsha Anstine, Jim Vaughn, Gene Thomas, Robert
Latham, Mindy Latham, Mildred Peterson, Elijah Bingham, Randy Bingham, Toni Bingham,
Laurie Pendergrass and Lucille Murray.
Mayor Tom Keltner led the Pledge of Allegiance.
Call to Order
Mayor Tom Keltner called the meeting to order at 7:00 pm.
Roll Call
The City Clerk called the roll call. Alderman Trapp-present, Alderman Roggensees-present,
Alderman Hemphill-present, Mayor Keltner-present, Alderman Magee----, Alderman Vincent-
present and Alderman Simmons-present.
Agenda Amendments/Approval of Agenda
Mayor Keltner stated that item 9c needed to be moved to 8c. Motion made by Alderman
Simmons and seconded by Alderman Vincent to approve the agenda with the recommended
changes. Alderman Vincent-Aye, Alderman Magee---, Alderman Simmons-Aye, Alderman
Trapp-Aye, Alderman Roggensees-Aye and Alderman Hemphill-Aye. All votes aye. Motion
carried.
PUBLIC HEARING TO CONSIDER THE 2012 ANNUAL BUDGET FOR THE CITY OF
WILLARD, MO
The hearing was opened by Attorney Reynolds.
Attorney Reynolds asked for citizen input.
Mildred Peterson asked why there were blank pages in the budget handout. The CFO informed
her that this was purely an oversight. There was no other citizen discussion and the public
hearing was closed by Attorney Reynolds.
Approve the Minutes of the Special Meeting on September 26, 2011
Motion made by Alderman Vincent and seconded by Alderman Hemphill to approve the
minutes of the special meeting on September 26, 2011 Alderman Vincent-Aye, Alderman
Magee----, Alderman Simmons-Aye, Alderman Trapp-Aye, Alderman Roggensees-Aye and
Alderman Hemphill-Aye. All votes aye. Motion carried.

Approve the Minutes of the Regular Meeting on September 12, 2011
Motion made by Alderman Hemphill and seconded by Alderman Simmons to approve the
minutes of the regular meeting on September 12, 2011. Alderman Vincent-Aye, Alderman
Magee----, Alderman Simmons-Aye, Alderman Trapp-Aye, Alderman Roggensees-Aye and
Alderman Hemphill-Aye. All votes aye. Motion carried.
Ceremonial Matters
The Mayor introduced the Chief of Police, who then presented an award to both Kaylea Rice
and Elijah Bingham for the character trait of the month, Responsibility.
The Mayor then asked for a motion to accept his nomination of Laurie Pendergrass to the Park
Board. Motion made by Alderman Simmons and seconded by Alderman Vincent. Alderman
Vincent-Aye, Alderman Magee----, Alderman Simmons-Aye, Alderman Trapp-Aye, Alderman
Roggensees-Aye and Alderman Hemphill-Aye. All votes aye. Motion carried
Citizen Input- Laurie Pendergrass expressed her enthusiasm to the Board for the ability to be
able to serve on the Park Board.
Financial Report
September Outstanding Invoices- Motion made by Alderman Simmons and seconded by
Alderman Hemphill to pay the September bills. Alderman Vincent-Aye, Alderman Magee----,
Alderman Simmons-Aye, Alderman Trapp-Aye, Alderman Roggensees-Aye and Alderman
Hemphill-Aye. All votes aye. Motion carried.
September Utility Adjustment Report- Motion made by Alderman Vincent and seconded by
Alderman Roggensees to approve the adjustment report. Alderman Vincent-Aye, Alderman
Magee----, Alderman Simmons-Aye, Alderman Trapp-Aye, Alderman Roggensees-Aye and
Alderman Hemphill-Aye. All votes aye. Motion carried.
August Financials-The City Administrator presented the financials to the Board and the Mayor.
A budget update was also presented to the Board.
Questions for the City Administrator
The Mayor, Board and the City Administrator discussed the interconnect between the Meadows
and Willard and also the snow removal route plan for the upcoming winter season. The snow
removal route will be discussed at the next Board meeting.
Willlard Economic Development Task Force Ordinance (2nd Reading)
AN ORDINANCE ESTABLISHING THE ORGANIZATION OF AN ECONOMIC
DEVELOPMENT TASK FORCE FOR THE CITY OF WILLARD; AUTHORIZING THE MAYOR
TO PROCEED WITH THE APPOINTMENT OF A NINE-MEMBER ADVISORY BOARD, WITH
THE APPROVAL OF THE BOARD OF ALDERMEN, TO SERVE AS THE ECONOMIC
DEVELOPMENT TASK FORCE.
Second read was conducted by the City Clerk.
Citizens Input –None
Discussion/Vote- Motion made by Alderman Simmons and seconded by Alderman Vincent to
approve the second read. Alderman Simmons-Aye, Alderman Trapp-Aye, Alderman
Roggensees-Aye, Alderman Hemphill-Aye, Alderman Vincent-Aye and Alderman Magee---. All
votes aye. Motion carried.
The Mayor asked for nominations for two (2) Aldermen to be on the Task Force. Motion made
by Alderman Simmons with a second by Alderman Roggensees to nominate Alderman Hemphill
and Alderman Vincent. Alderman Simmons-Aye, Alderman Trapp-Aye, Alderman Roggensees-

Deputy Clerk Ordinance (2nd Reading)
AN ORDINANCE ESTABLISHING THE OFFICE AND DUTIES OF THE DEPUTY MUNICIPAL
CLERK OF THE CITY OF WILLARD, GREENE COUNTY, MISSOURI.
Second read was conducted by the City Clerk.
Citizens Input –None
Discussion/Vote- Motion made by Alderman Vincent and seconded by Alderman Simmons to
approve the second read. Alderman Simmons-Aye, Alderman Trapp-Aye, Alderman
Roggensees-Aye, Alderman Hemphill-Aye, Alderman Vincent-Aye and Alderman Magee---. All
votes aye. Motion carried.
Ordinance to dissolve the Utility Board (1st Reading)
AN ORDINANCE DISSOLVING THE WILLARD UTILITY BOARD AND AMENDING
CONFLICTING ORDINANCES.
First read was conducted by the City Clerk.

Discussion/Vote-The Board asked for a brief explanation of what the Utility Board’s duties were.
After discussion, Motion was made by Alderman Vincent and seconded by Alderman Hemphill
to approve the first read. Alderman Simmons-Aye, Alderman Trapp-Aye, Alderman
Roggensees-Aye, Alderman Hemphill-Aye, Alderman Vincent-Aye and Alderman Magee---. All
votes aye. Motion carried.
Ordinance to dissolve the Willard Landscaping and Parkway Department, and Committee
(1st Reading)
AN ORDINANCE DISSOLVING THE WILLARD LANDSCAPING AND PARKWAY
DEPARTMENT, AND COMMITTEE, AND AMENDING CONFLICTING ORDINANCES.
First read was conducted by the City Clerk.

Discussion/Vote- The Board asked for a brief explanation of what this Committee’s duties were.
After discussion, Motion was made by Alderman Simmons and seconded by Alderman
Roggensees to approve the first read. Alderman Simmons-Aye, Alderman Trapp-Aye, Alderman
Roggensees-Aye, Alderman Hemphill-Aye, Alderman Vincent-Aye and Alderman Magee---. All
votes aye. Motion carried.
February 2012, Election Ordinance –Sales Tax Renewal (1st Reading)
AN ORDINANCE CALLING A SPECIAL ELECTION IN THE CITY OF WILLARD, MISSOURI,
TO BE HELD ON TUESDAY, FEBRUARY 7, 2012, IN SAID CITY FOR THE PURPOSE OF
TESTING THE SENSE OF THE QUALIFIED VOTERS OF SAID CITY ON A PROPOSITION
TO RENEW A ONE-HALF OF ONE PERCENT SALES TAX FOR THE PURPOSE OF
FUNDING CAPITAL IMPROVEMENTS TO THE MUNICIPAL INFRASTRUCTURE AND
FACILITIES OF THE CITY, INCLUDING, BUT NOT LIMITED TO, PARKS AND RECREATION
FACILITIES, BY FUNDING THE PAYMENT OF ALL OR A PORTION OF THE COSTS OF
ACQUIRING, CONSTRUCTING, EQUIPPING, FINANCING, OPERATING AND MAINTAINING
OTHER SUCH CITY INFRASTRUCTURE AND FACILITIES; DESIGNATING THE TIME FOR
HOLDING SUCH ELECTION; AUTHORIZING THE CITY CLERK TO GIVE NOTICE OF SAID
ELECTION; AND AUTHORIZING ELECTION OFFICIALS TO DO ALL THINGS NECESSARY
TO CARRY OUT THE ELECTION.

Citizens Input- Laurie Pendergrass asked the City Administrator if this was the same sales tax
that had been spoken of during the last Park Board meeting. The City Administrator confirmed
that it was the same.
Discussion/Vote-The Board discussed some of the ballot verbiage. Motion made by Alderman
Hemphill and seconded by Alderman Simmons to accept first reading. Alderman Simmons-Aye,
Alderman Trapp-Aye, Alderman Roggensees-Aye, Alderman Hemphill-Aye, Alderman Vincent-
Aye and Alderman Magee----. All votes aye. Motion carried.
Old Business- Alderman Hemphill asked to discuss the ordinance limiting the number of dogs
and cats in an R-1 zoning district at the next Board meeting.
Adjourn - Motion made by Alderman Simmons and seconded by Alderman Roggensees to
adjourn the open session. Alderman Simmons-Aye, Alderman Trapp-Aye, Alderman
Roggensees-Aye, Alderman Hemphill-Aye, Alderman Vincent-Aye and Alderman Magee----. All
votes aye. Motion carried.
