CITY OF WILLARD BOARD OF ALDERMAN SPECIAL MEETING August 26, 2013 Board present: Alderman Trapp-present, Alderman Roggensees--present, Alderman Hemphill-present, Alderman Vincent-present and Mayor Forshee-present. Alderman McDonald and Alderman Johnson were absent. Staff present: City Clerk, Dale Duvall; Director of Development, Randy Brown CFO, Karen Robson; Finance Clerk, Carolyn Halverson and Police Reserve, Bill Lingensfielser. Citizens in attendance: Sam Baird, Mindy Latham, Roscoe Killingsworth and Christy Iler of the Cross Country Times. Pledge of Allegiance The Pledge of Allegiance was led by Mayor Forshee. Call to Order Mayor Forshee called the meeting to order at 7:00 pm. Roll Call The City Clerk called the roll call. Alderman Trapp-present, Alderman Hemphill-present, Alderman Johnson----, Alderman Vincent-present, Alderman McDonald-----, Alderman Roggensees-present and Mayor Forshee-present. Agenda Amendments/Approval of Agenda Motion made by Alderman Roggensees and seconded by Alderman Trapp to approve the agenda. Alderman Vincent-Aye, Alderman Johnson---, Alderman McDonald---, Alderman Trapp-Aye, Alderman Roggensees-Aye, and Alderman Hemphill-Aye. All votes aye. Motion carried. A PUBLIC HEARING TO CONSIDER THE PROPERTY TAX LEVY OF ANNUAL TAX FOR THE YEAR OF 2013 FOR THE GENERAL FUND AND PARKS FUND The City Clerk opened the public hearing for citizen input. Roscoe Killingsworth asked if this was a renewal or a new tax. The CFO stated that it is a renewal tax that is done annually in August. There was no more citizen input. The City Clerk closed the hearing at 6:35 p.m. 2013 Real Estate Tax Levy Ordinance First Reading: 08-26-2013 Second Reading: 08-26-2013 BILL NO. 13-42 ORDINANCE NO. 130808 AN ORDINANCE AN ORDINANCE providing for the general levy and imposition of annual tax for general municipal purposes for the year of 2013 and for imposition of annual tax for parks. First read was conducted by the City Clerk Discussion/Vote: Motion made by Alderman Roggensees and seconded by Alderman Trapp to approve the first reading. Alderman Vincent-Aye, Alderman Johnson---, Alderman McDonald---- Alderman Trapp-Aye, Alderman Roggensees-Aye and Alderman Hemphill-Aye. All votes aye. Motion carried. Second read was conducted by the City Clerk Discussion/Vote: Motion made by Alderman Vincent and seconded by Alderman Hemphill to approve the second reading. Amendment to the Economic Development Task Force Ordinance First Reading: 08-26-2013 Second Reading: ___________ AN ORDINANCE AMENDING ORDINANCE # 111011; ECONOMIC DEVELOPMENT TASK FORCE FOR THE CITY OF WILLARD: First read was conducted by the City Clerk Discussion/Vote: Motion made by Alderman Trapp and seconded by Alderman Roggensees to approve the first reading. Alderman Vincent-Aye, Alderman Johnson---, Alderman McDonald---- Alderman Trapp-Aye, Alderman Roggensees-Aye and Alderman Hemphill-Aye. All votes aye. Motion carried. After first read it was brought to the City Clerk’s attention that there is a 2011 updated version of this ordinance. After discussion, a Motion was made by Alderman Hemphill and seconded by Alderman Vincent to table the ordinance for further review.. Alderman Vincent-Aye, Alderman Johnson---, Alderman McDonald---- Alderman Trapp-Aye, Alderman Roggensees-Aye and Alderman Hemphill-Aye. All votes aye. Motion carried. Appointment of Rick Stenberg to Tree Board-The Mayor asked for a motion for this appointment. Motion made by Alderman Hemphill and seconded by Alderman Vincent. Alderman Vincent-Aye, Alderman Johnson----, Alderman McDonald----, Alderman Trapp-Aye, Alderman Roggensees-Aye, and Alderman Hemphill-Aye. All votes aye. Motion carried. Appointment of Duane Parker to Tree Board-The Mayor asked for a motion for this appointment. Motion made by Alderman Hemphill and seconded by Alderman Trapp. Alderman Vincent-Aye, Alderman Johnson---, Alderman McDonald---, Alderman Trapp-Aye, Alderman Roggensees-Aye, and Alderman Hemphill-Aye. All votes aye. Motion carried. Adjourn meeting Motion made by Alderman Hemphill and seconded by Alderman Roggensees to adjourn the meeting.
