Board of Aldermen Meeting

CITY OF WILLARD BOARD OF ALDERMAN WORK STUDY SESSION September 23, 2013 7:00 p.m. The Board of Aldermen of Willard met for a study session in the Municipal Courtroom at Willard City Hall. Board present: Alderman Roggensees, Alderman Hemphill, Mayor Forshee, Alderman Trapp, Alderman Vincent and Alderman Johnson and Alderman McDonald was absent. David Roggensees arrived at 7:05 p.m. Staff present: City Administrator, David Gardner; CFO, Karen Robson; Director of Development, Randy Brown; Finance Officer, Carolyn Halverson; City Clerk, Dale Duvall; Chief of Police, Tom McClain and Director of Community Services, J.C. Loveland. Citizens present: Mindy Latham and Sam Baird 2014 Budget Workshop There was discussion of the 2014 budget proposal. This was presented by Karen Robson and Carolyn Halverson. Employee Health Insurance Discussion Karen Robson explained to the Board that in January 2015 all of the provisions of the new healthcare reform will be implemented. Karen also explained that as an employer of more than 50 full time employees (by the new definitions) that the City must provide insurance for its employees. The city’s current provider is offering a rate of an 8% increase from the 2013 rate. This will be brought to the Board at the October meeting. Discussion of the Alcohol Ordinance The Board asked for two different versions of the ordinance to be brought to the October meeting for their review and vote. Discussion of rental fees for charity use at the Community Building The Mayor told the Board that a church had rented the Community Center to collect food for “The Pantry” in town. The church was required to pay the rental fee and the Mayor asked for the Board to approve nonprofit rentals at no cost. It was recommended by the Board to only allow one rental a year per group at zero cost. The Director of Community Services will look at other cities and get an idea of who would be included in this policy. This will be brought back to the Board. Discussion of the proposed agenda for the October 7, 2013 meeting. The meeting will be held on the 7th, due to the 14th being a holiday. The City Clerk went over the items for the agenda.
