CITY OF WILLARD
BOARD OF ALDERMEN
REGULAR MEETING
December 27, 2022
7:00 p.m.
Staff present: Interim City Administrator, Steve Bodenhamer; Acting City Clerk, Dona Slater; Police Officer,
JD Landon; City Planner, Scott Hayes; and Economic Development Director, Greg Williams.
City Attorney Ken Reynolds was not present.
Citizens in attendance: Jen Rowe, Bradley Mowell, Terry Kathcart, and Jim Tucker.
Call to Order.
Mayor Snider called the meeting to order at 7:00 p.m.
Roll Call.
The Acting City Clerk conducted the Roll Call. Alderman Hendrickson-present, Alderman Whitman-present,
Alderman Baird-present, Mayor Snider-present, Alderman Hall-present, Alderman Simmons-not present.
Agenda Amendments/Agenda Approval.
Motion was made by Alderman Hall and seconded by Alderman Baird to approve the Agenda with the
removal of Agenda item #8 as Ordinance 220613 was approved June 27, 2022.
Motion carried with a vote of 4-0. Voting aye: Aldermen Hendrickson, Hall, Whitman, and Baird.
Consent Agenda.
Motion was made by Alderman Whitman and seconded by Alderman Baird to approve the Consent Agenda.
Motion carried with a vote of 4-0. Voting aye: Aldermen Hendrickson, Hall, Whitman, and Baird.
Minutes from the regular meeting on December 12, 2022.
Motion was made by Alderman Hall and seconded by Alderman Whitman to approve the Minutes from the
regular meeting on December 12, 2022.
Motion carried with a vote of 4-0. Voting aye: Aldermen Hendrickson, Hall, Whitman, and Baird.
Discussion/Vote on current Outstanding Invoices, Draft and Check Paid Invoices for
November/December 2022.
Motion was made by Alderman Hall and seconded by Alderman Whitman to approve the current
Outstanding Invoices, Draft and Check Paid Invoices for November/December 2022.
Motion carried with a vote of 4-0. Voting aye: Aldermen Hendrickson, Hall, Whitman, and Baird.
Administrator’s Report.
The Interim City Administrator presented his report.
Citizen Input.
None.
Ordinance Approving Notice of Non-Renewal of Building Lease with Ozarks Greenways (1st & 2nd
Read) Discussion/Vote.
Alderman Hendrickson stated he still has reservations about giving up the building without knowing anything
about the business that would be going in.

Mr. Bodenhamer stated the City has engaged an Economic Development Director and his mission is to
identify Economic Development opportunities.
Mr. Williams said the business is very ambitious and excited to be coming to Willard and this will be a tax
revenue generator for the City.
Motion was made by Alderman Whitman. The Ordinance died due to the lack of a second motion.
Discussion/Vote to Approve the Minor Subdivision for the Jesse Abney Trust.
Mr. Hayes said the lot is to be split and it is already on the City’s water/sewer system so no new lines will
need to be ran.
Motion was made by Alderman Hendrickson and seconded by Alderman Hall to approve the Minor
Subdivision for the Jesse Abney Trust.
Motion carried with a vote of 4-0. Voting aye: Aldermen Baird, Hall, Hendrickson, and Whitman.
Discussion/Vote to approve Liberty Utility Streetlight Changes.
a. 104 Sawgrass Circle
Motion was made by Alderman Baird and seconded by Alderman Hendrickson to approve Liberty Utility
Streetlight Changes at 104 Sawgrass Circle.
Motion carried with a vote of 4-0. Voting aye: Aldermen Baird, Whitman, Hendrickson, and Hall.
New Business.
Alderman Baird questioned why there were issues with the Public Works emergency phone during the recent
below zero temperatures. Citizens said they could not get ahold of Public Works. The current phone tree
requires too many options be taken instead of sending their calls directly to the emergency phone. Citizens told
him they called the Police Department and Fire Department and they were not able to reach Public Works
either.
Mr. Bodenhamer said the citizens did not let their water drip to prevent their pipes from freezing. Citizens then
removed water meter covers letting freezing air reach the meter setters and they froze and busted. He stated
there were no service lines busted and no major mains broken. He said he will have a discussion with the City’s
IT person about improving the phone tree.
Alderman Baird said he thinks the Public Works department did a great job as they received over 300 messages.

Motion was made by Alderman Hendrickson and seconded by Alderman Hall to Adjourn.
Motion carried with a vote of 4-0. Voting aye: Aldermen Hall, Hendrickson, Whitman, and Baird.
