CITY OF WILLARD BOARD OF ALDERMEN SPECIAL SESSION March 2, 2023 7:00 p.m. Staff present: Interim City Administrator, Steve Bodenhamer; City Clerk, Dona Slater; City Planner, Scott Hayes; Director of Finance, Carolyn Halverson; Director of Parks and Recreation, Jason Knight. City Attorney Ken Reynolds was present. Citizens in attendance: Jen Rowe, Bradley Mowell, Kathy Stewart, Kim Haase, and Randolph Thaddeus. Call to Order. Mayor Snider called the meeting to order at 7:00 p.m. Roll Call. The City Clerk conducted the Roll Call. Alderman Hendrickson-present, Alderman Whitman-present, Alderman Hall-present, Alderman Simmons-present, Mayor Snider-present, Alderman Baird-not present. Agenda Amendments/Agenda Approval. Motion was made by Alderman Simmons and seconded by Alderman Hendrickson to approve the Agenda. Motion carried with a vote of 4-0. Voting aye: Aldermen Hendrickson, Hall, Whitman, and Simmons. Consent Agenda. Motion was made by Alderman Whitman and seconded by Alderman Simmons to approve the Consent Agenda. Motion carried with a vote of 4-0. Voting aye: Aldermen Hendrickson, Hall, Whitman, and Simmons. Discussion/Vote on current Outstanding Invoices, Draft and Check Paid Invoices for January/February 2023. Motion was made by Alderman Simmons and seconded by Alderman Whitman to approve the current Outstanding Invoices, Draft and Check Paid Invoices for January/February 2023. Motion carried with a vote of 4-0. Voting aye: Aldermen Hendrickson, Hall, Whitman, and Simmons. Administrator’s Report. The Interim City Administrator presented his report. Citizen Input. None. Appointment of Tree Board members. Discussion/Vote. Mr. Knight said the Tree Board was left thin with the departure of Lucille Murray. He has been trying to do some recruitment. He stated Janine Clark-Berry and Kevin Konyha want to be more involved and he would like to have them on the Tree Board. Motion was made by Alderman Hendrickson and seconded by Alderman Simmons to approve the appointment of Janine Clark-Berry and Kevin Konyha to the Tree Board. Motion carried with a vote of 4-0. Voting aye: Aldermen Simmons, Hendrickson, Whitman, and Hall. 03 03-02-2023 BOA Minutes Page 1 Approval of application for the American Rescue Plan Act (ARPA), 2023 County Grant Program, Greene County, MO, for funding of upgrades to current outdoor play spaces to be more inclusive. Discussion/Vote. Mr. Knight stated he was presented an opportunity to apply for ARPA funds. He asked the Greene County Commission for $500,000 for the Better Together playground project. $250,000 will be provided by Better Together. The application has been presented to the ARPA group and is in review. Alderman Simmons asked what the total projected cost will be. Mr. Knight said $700,000 to $750,000. Alderman Whitman asked the turn-around time for the ARPA funds. Mr. Knight said the funds must be dispersed by 2026. Motion was made by Alderman Hendrickson and seconded by Alderman Simmons to approve the application for the American Rescue Plan Act (ARPA), 2023 County Grant Program, Greene County, MO, for funding of upgrades to current outdoor play spaces to be more inclusive. Motion carried with a vote of 4-0. Voting aye: Aldermen Simmons, Hendrickson, Whitman, and Hall. Re-approval of Stone Creek Phase II and III Preliminary Planned Development and Preliminary Plat. Discussion/Vote. Mr. Hayes said that Code states approval of a preliminary plat is in effect for twelve (12) months. If the development has not had any significant improvements within the 12 months the preliminary plat needs a re- approval. The Planning and Zoning Commission re-approved the preliminary plat at the regular meeting held February 28, 2023. Motion was made by Alderman Hendrickson and seconded by Alderman Whitman to re-approve Stone Creek Phase II and III Preliminary Planned Development and Preliminary Plat. Motion carried with a vote of 4-0. Voting aye: Aldermen Simmons, Whitman, Hall, and Hendrickson. Ordinance to accept the Final Plat and Development Plan for Stone Creek Phase 2, a subdivision in the City of Willard, Greene County, MO. (1st & 2nd Read) Discussion/Vote. Mr. Hayes stated the developer, Mr. Haase wishes to change the name of the development from Stone Creek Phase II and Phase III to Stone Creek Phase 2 as the development is not being done in phases. Mr. Hayes said Public Works has done a walk thru and everything looks good. The Planning and Zoning Commission approved the final plat at the regular meeting held February 28, 2023. The first read was conducted by the City Clerk. Motion was made by Alderman Simmons and seconded by Alderman Hendrickson to accept the Final Plat and Development Plan for Stone Creek Phase 2, a subdivision in the City of Willard, Greene County, MO. Motion carried with a vote of 4-0. Voting aye: Aldermen Simmons, Hendrickson, Whitman, and Hall. The second read was conducted by the City Clerk. Motion was made by Alderman Whitman and seconded by Alderman Hall to accept the Final Plat and Development Plan for Stone Creek Phase 2, a subdivision in the City of Willard, Greene County, MO. Motion carried with a vote of 4-0. Voting aye: Aldermen Simmons, Hendrickson, Whitman, and Hall. New Business. None. Unfinished Business. None. Recess Open Session. Motion was made by Alderman Whitman and seconded by Alderman Hendrickson to recess the Open Session. Motion carried with a vote of 4-0. Voting aye: Aldermen Simmons, Hendrickson, Whitman, and Hall. Motion was made by Alderman Simmons and seconded by Alderman Whitman to Open the Executive Session at 8:00 p.m. Motion carried with a vote of 4-0. Voting aye: Aldermen Hendrickson, Whitman, Hall, and Simmons. Close Executive Session. Motion was made by Alderman Simmons and seconded by Alderman Whitman to Close the Executive Session. Motion carried with a vote of 4-0. Voting aye: Aldermen Hall, Whitman, Hendrickson, and Simmons. The Executive Session Closed at 8:25 p.m. Adjourn Meeting. Motion was made by Alderman Simmons and seconded by Alderman Hendrickson to Adjourn. Motion carried with a vote of 4-0. Voting aye: Aldermen Hall, Hendrickson, Whitman, and Simmons.
