BOARD OF ALDERMEN
SPECIAL SESSION
MARCH 21, 2024
6:00 p.m.
Staff present: Interim City Administrator Donna Stewart
Attendees: None
Call to Order
Mayor Baird called the meeting to order at 6:00 p.m.
Roll Call
The Interim City Administrator conducted the Roll Call.
Present: Alderman Troy Smith, Alderman Casey Biellier, Alderman Joyce Lancaster, Alderman Landon Hall,
and Mayor Sam Baird
Not Present: Alderman David Keene, and Alderman Scott Swatosh
Alderman Keene arrived at 7:00 p.m.
Alderman Hall left at 7:00 p.m. and returned at 8:15 p.m.
Agenda Amendments/Agenda Approval
Motion was made by Alderman Hall and seconded by Alderman Smith to approve the Agenda.
Motion carried with a vote of 4-0. Voting aye: Aldermen Smith, Biellier, Lancaster, and Hall.
Recess Open Session
Motion was made by Alderman Hall and seconded by Alderman Smith to recess the Open Session.
Motion carried with a vote of 4-0. Voting aye: Aldermen Smith, Biellier, Lancaster, and Hall.
The Open Session was recessed at 6:02 p.m.
Open the Executive Session
Motion was made by Alderman Hall and seconded by Alderman Lancaster to open the Executive Session.
Motion carried with a vote of 4-0. Voting aye: Aldermen Biellier, Smith, Lancaster, and Hall.
The Executive Session opened at 6:03 p.m.
Close the Executive Session and Reconvene the Open Session
Motion was made by Alderman Hall and seconded by Alderman Smith to close the Executive Session and re-
convene the Open Session
Motion carried with a vote of 5-0. Voting aye: Aldermen Hall, Biellier, Keene, Lancaster, and Smith.
The Executive Session was closed, and the Open Session reconvened at 8:57 p.m.
Adjourn Meeting
Motion was made by Alderman Lancaster and seconded by Alderman Smith to adjourn the meeting.
Motion carried with a vote of 5-0. Voting aye: Aldermen Lancaster, Biellier, Keene, Hall, and Smith.
The meeting adjourned at 8:57 p.m.

Notice is hereby given that the City of Willard, Missouri, Board of Aldermen will conduct a Special
Closed Session at 6:00 p.m., Thursday, March 21, 2024, at the Willard City Hall, 224 W. Jackson.
The tentative agenda of this meeting includes:
PLEDGE OF ALLEGIANCE
Call the meeting to order.
1. Roll Call.
2. Approval of the Agenda.
3. Recess the Open Session.
4. Open the Closed Session pursuant to Section 610.021 (#3 and #13) Personnel.
5. Close the Closed Session.
6. Reconvene the Open Session.
7. Adjourn Meeting.
THE TENTATIVE AGENDA SHOWS THIS MEETING CLOSED PURSUANT TO
RSMO SECTION 610.021 #(3) PERSONNEL & #(13) PERSONNEL.
CITY CODE SECTION 110.040:
SPECIAL MEETINGS OF THE BOARD OF ALDERMEN MAY BE CALLED BY THE MAYOR
OR BY THREE (3) ALDERMEN; PROVIDED, THAT A WRITTEN NOTICE OF SUCH
MEETING SHALL BE GIVEN TO EACH MEMBER OF THE BOARD AT LEAST TWENTY-
FOUR (24) HOURS BEFORE THE TIME SET FOR THE MEETING. THE CITY CLERK SHALL
POST NOTICE OF EVERY SPECIAL MEETING IN AT LEAST THREE (3) PUBLIC PLACES IN
THE CITY AT LEAST TWENTY-FOUR HOURS PRIOR TO SAID MEETING DATE.
IF YOU HAVE SPECIAL NEEDS WHICH REQUIRE ACCOMMODATION, PLEASE
NOTIFY THE CITY PERSONNEL AT CITY HALL. ACCOMMODATIONS WILL BE
