Planning and Zoning Meeting

CITY OF WILLARD PLANNING & ZONING AUGUST 22ND, 2006 6:00 P.M. Commission Present: Mayor Thomas J. Keltner; Chairmen Dale Duvall; Vice Chairmen Jeff Bowers; Executive Secretary Lucille Murray; Charles Whitehead; Charlie Gugel; Jim McKee; and Bradley Dalton. Also in attendance: City Administrator, Fred Gress; City Clerk, Kathy Snyder; Director of Development, Randy Brown; and City Attorney, Ken Reynolds. Chairmen Dale Duvall called the meeting to order. Agenda Amendments/Approval of agenda Chairmen Dale Duvall requested amendment to the agenda. The two items that need to be added are as followers-#6 Roberts Rules of Order, and #7 Request Public Hearing to amend Land Development Regulations in the Planned Development District. The Public Hearing to be scheduled for September 26th, 2006. Motion made by Mayor Thomas J. Keltner with second by Lucille Murray to approve adding item #6 Roberts Rules of Order to the agenda. All votes yes. Motion carried. Motion made by Lucille Murray with second by Mayor Thomas J. Keltner to approve adding item #7 Public Hearing to amend Land Development Regulations in the Planned Development District. All votes yes. Motion carried. Motion made by Mayor Thomas J. Keltner with second by Lucille Murray to approve the agenda. All votes yes. Motion carried. Minutes 07/25/06 Motion made by Lucille Murray with second by Jim McKee to approve the minutes of the regular meeting on July 25th, 2006. All votes yes. Motion carried. Citizens Input None Re-plat Deer Field Phase II Kim Haase stated that some concerns that the City Engineer had would be addressed before the Board of Aldermen Meeting. Kim said that it might to be presented to the Board until the October meeting. City Administrator Fred Gress stated that before final approval the city would need Finished Floor Elevations to be in compliance with the NIP Program. Motion made by Mayor Thomas J. Keltner with second by Jim McKee to recommend approval to the Board of Aldermen when all the Engineer concerns have been addressed. All votes yes. Motion carried. Planning & Zoning Minutes Page 1 of 2 August 22nd, 2006 Robert’s Rule’s of Order City Attorney Ken Reynolds stated that Robert’s Rule’s of Order needed to be adopted by the Planning and Zoning Commission for procedures to conduct a meeting. Motion made by Lucille Murray with second by Mayor Thomas J. Keltner to approve adopting Robert’s Rule’s of Order. All votes yes. Motion carried. Request Public Hearing City Administrator, Fred Gress presented Commission with proposed amendments to the Land Development Regulations for the Planned Development District, and request Public Hearing for the September 26th, 2006 Planning and Zoning Meeting. Motion made by Mayor Thomas J. Keltner with second by Lucille Murray to approve scheduling a Public Hearing for September 26th, 2006 for proposed amendments to the Land Development Regulations for the Planned Development District. All votes yes. Motion carried. Old Business City Administrator, Fred Gress discussed the sign ordinance in the area concerning bill boards and banners. Motion made by Mayor Thomas J. Keltner with second by Bradley Dalton to recommend to the Board of Aldermen to amend the regulations for bill boards from 250 square feet surface area to 200 feet. All votes yes. Motion carried. Motion made by Lucille Murray with second by Jeff Bowers to adjourn meeting. All votes yes. Motion carried.
