CITY OF WILLARD PLANNING & ZONING DECEMBER 26TH, 2006 7:00 P.M. P&Z Commission present: Mayor Thomas J. Keltner, Chairmen Dale Duvall, Vice Chairmen Jeff Bowers, Executive Secretary Lucille Murray, Bradley Dalton, Charles Gugel, and Charles Whitehead. Jim McKee was not present. Also in attendance: City Administrator Fred Gress; City Clerk Kathy Blakemore, Director of Development Randy Brown, Director of Public Works Charlie Jones, and City Attorney Ken Reynolds. Guest present: Mr. and Mrs. Choate, and Anthony L. Crumrine. City Attorney Ken Reynolds opened the PUBLIC HEARING TO CONSIDER THE REQUEST FOR ZONING CHANGE (REZONING) FOR KAREN SUE (BRANTLEY) CHOATE, 401 S. MILLER ROAD, TO REZONE FROM R-2 TO C-2 CLASSIFICATION. Ken asked if anyone wished to speak in favor or opposition. Karen Sue Choate: Hello, my name is Karen Choate and I own the property at 401 S. Miller Road. I recently got married in September and moved out of the house that my grandfather built. Just as the changes that have taken place in my life, so have changes taken place in the town of Willard with it’s growth. With that in mind it was recommended that my realtor request for me to rezone my property on the busy corner of Miller and Knight Street. After researching the traffic pattern and the proximity of the location and the area that is zoned mostly commercial he has advised me, the highest and best use of the property to be rezoned C-2 classification in order to utilize it to it’s fullest value. Thank you for your consideration of my proposal. Ken asked if there were any other comments. No one spoke. Public Hearing was closed. City Attorney Ken Reynolds opened the PUBLIC HEARING TO CONSIDER THE PROPOSED AMENDMENT TO THE COMPREHENSIVE PLAN LAND USE MAP. Ken asked if anyone wished to speak in favor or opposition. No one spoke. Public Hearing was closed. Chairmen Dale Duvall called the meeting to order. All votes yes. Motion carried. Minutes 11/28/06 Motion made by Charles Gugel with second by Bradley Dalton to approve the minutes of the Regular Meeting on November 28th, 2006. All votes yes. Motion carried. Citizens Input None Proposed Rezoning R-2 to C-2, 401 S. Miller Rd. Motion made by Mayor Thomas J. Keltner with second by Charles Whitehead to recommend to the Board of Aldermen to approve 401 S. Miller Road being rezoned from R-2 to C-2 Classification. All votes yes. Motion carried. Proposed amendment to the Comprehensive Plan Land Use Map Motion made by Jeff Bowers with second by Lucille Murray to recommend to the Board of Aldermen that the Comprehensive Plan Land Use Map be approved. All votes yes. Motion carried. Proposed amendment to the Land Development Regulations-Section 17.5 Lighting Regulations (Public Hearing was held on November 28th, 2006). Motion made by Lucille Murray with second by Mayor Thomas J. Keltner to recommend to the Board of Aldermen that the amendment to the Land Development Regulations- Section 17.5 Lighting Regulations be approved. All votes yes. Motion carried. Minor Subdivision-Anthony L. Crumrine 410 ½ S. Main Street Motion made by Mayor Thomas J. Keltner with second by Bradley Dalton to table the proposed Minor Subdivision for Anthony L. Crumrine, 410 ½ S. Main Street. All votes yes. Motion carried. Old Business None Motion made by Lucille Murray with second by Bradley Dalton to adjourn meeting. All votes yes. Motion carried.
