CITY OF WILLARD PLANNING AND ZONING COMMISSION SEPTEMBER 25, 2007 COMMISSION PRESENT: COMMISSION NOT PRESENT: Mayor Jamie Schoolcraft Chairperson Dale Duvall Vice President Valorie Simpson Charlie Gugel Executive Secretary Lucille Murray Bradley Dalton Robert Taylor Also in attendance: Deputy City Clerk Linda Murray Director of Development Randy Brown Attorney Kristoffer R. Barefield City Administrator Fred Gress Director of Public Works Charlie Jones Building Inspector Steve Vaughn Kim Haase Guest Kent Morris of Greene County Agenda Amendments/Approval of Agenda Motion made by Mayor Jamie Schoolcraft to approve the agenda for the September 25, 2007, Planning & Zoning meeting, with second by Lucille Murray. All votes yes. Motion carried. Minutes of the regular meeting on August 28th 2007 Motion made by Lucille Murray to approve the minutes of the regular meeting on August 28, 2007, second by Mayor Jamie Schoolcraft. All votes yes. Motion carried. Citizens’ Input None. Kent Morris, Greene County-discussion of higher density single family and County Land Use Plan Page 2 Planning & Zoning September 25, 2007 Kent Morris presented a power point presentation on the new County Land Use Plan and the concepts of that plan, also smaller single family lot sizes. On October 2, 2007, at 6:30 Mr. Morris will present this same presentation at Willard City Hall and this will be advertised by Greene County. The power point at this meeting presented thoughts on future growth of Greene County. Mr. Morris discussed the question of how we will handle the urban growth in Greene County. How do the cities in Greene County want to grow and what is the growth area in and around the cities? He discussed environmental factors, septic systems, wells, ground water and the transportation system. Mr. Morris had maps which supported his various topics. The first map showed boundries of growth based on comprehensive plans of cities in Greene County. Mr. Morris discussed the amount of open land being used up in Greene County and agriculture statistics in Greene County. He discussed urban growth and Greene County’s plan to keep an area around urban communities free of subdividing into three and five acre tracts. Mr. Morris discussed the Conservation Development, allowing development when some property (40%) is set aside. Mr. Morris discussed his hope to get input from people and communities in Greene County. Mr. Morris’ power point was followed by question and answer sessions. Old Business None. Adjournment of Meeting Motion made by Lucille Murray to adjourn the September 25, 2007, Planning and Zoning meeting. Second by Mayor Schoolcraft. All votes yes. Motion carried.
