Planning and Zoning Meeting

CITY OF WILLARD PLANNING AND ZONING REGULAR MEETING September 24, 2013 7:00 P.M. Meeting opened by Vice-Chairman Robert Taylor at 7:00 p.m. Staff present: City Administrator, David Gardner; and Director of Development, Randy Brown. Attorney Ken Reynolds was also present. Guests present: Mindy Latham and Sam Baird Christy Iler of the Cross Country Times was present. Roll Call: Present: Secretary Valorie Simpson, Adam Shelledy, Lucille Murray, Dave Helton, Vice-Chairman Robert Taylor, and Mayor Forshee. Absent: Bryan Vincent Approval of Agenda Motion made by Valorie Simpson with a second by Robert Taylor to approve the agenda. Valorie Simpson-Aye, Lucille Murray-Aye, Bryan Vincent----, Adam Shelledy-Aye, Dave Helton-Aye, Robert Taylor-Aye, and Mayor Forshee- Aye. All votes “Aye”. Motion passed. Approve the minutes from the May 28, 2013 regular meeting: Motion by David Helton with a second by Adam Shelledy to approve the minutes with a change to mark Lucille Murray as abstaining on the May 28, 2013 minutes due to being absent. Valorie Simpson-Aye, Lucille Murray- Abstained, Bryan Vincent---, Adam Shelledy-Aye, Dave Helton-Aye, Robert Taylor-Aye, and Mayor Forshee- Aye. Five votes “Aye”. One abstention due to absence. Motion passed. Citizens Input None. Public Hearing to consider and recommend to the Board of Aldermen, changes to the City of Willard Municipal Code Book, Title IV. Land Use, Chapter 400: Section 400.1170 Sketch Plan City Attorney, Ken Reynolds opened the hearing. There was no citizen input. Ken Reynolds closed the hearing. Discussion/vote for recommendation to the Board of Aldermen amendments to Chapter 400 Section 400.1170: Sketch Plan. Motion by Valorie Simpson with a second by Lucille Murray to recommend the changes to the Board of Aldermen. Valorie Simpson-Aye, Lucille Murray-Aye, Bryan Vincent---, Adam Shelledy-Aye, Dave Helton- Aye, Robert Taylor-Aye, and Mayor Forshee- Aye. All votes “Aye”. Motion passed. Old Business There was discussion about the sign ordinance. The City Attorney suggested that the Commission review the last minutes that dealt with this issue. It was also suggested by the City Attorney that a member of the Economic Development Task Force present their proposal for sign changes to the Commission. Robert Taylor asked that this be put on the agenda for the meeting in October. Adjourn Meeting: Motion by Robert Taylor with a second by Dave Helton to adjourn the meeting.
