Planning and Zoning Meeting

CITY OF WILLARD, MISSOURI PLANNING AND ZONING REGULAR MEETING April 28, 2015 7:00 P.M. Staff present: City Administrator, J. Everett Mitchell; Director of Development, Randy Brown; and City Clerk, Dale Duvall. City Attorney Ken Reynolds was not present. Guest Present: None Meeting opened by Vice-Chairman Adam Shelledy at 7:00 pm. Roll Call Present: David Helton, Alderman David Larimore, Adam Shelledy, Mayor Hendrickson and Valorie Simpson. Lucille Murray and Terry Karthcart were not present. Approval of Agenda Motion was made by Valorie Simpson with a second by David Helton to approve the agenda. Motion carried with a vote of 5-0. Voting Aye: David Larimore, David Helton, Valorie Simpson, Adam Shelledy and Mayor Hendrickson. Introduction of new Commission members. The City Clerk introduced Mayor Hendrickson and Alderman David Larimore to the Commission. Elections for Chairman, Vice Chairman and Secretary for the Planning and Zoning Commission. Chairman-David Helton made a motion with a second by Valorie Simpson to elect Adam Shelledy for Chairman. Motion carried with a vote of 5-0. Voting Aye: David Larimore, David Helton, Valorie Simpson, Adam Shelledy and Mayor Hendrickson. Vice-Chairman-Valorie Simpson made a motion with a second by Adam Shelledy to elect Lucille Murray for Vice-Chairman. Motion carried with a vote of 5-0. Voting Aye: David Larimore, David Helton, Valorie Simpson, Adam Shelledy and Mayor Hendrickson. Secretary- Adam Shelledy made a motion with a second by David Helton to elect Valorie Simpson for Secretary. Motion carried with a vote of 5-0. Voting Aye: David Larimore, David Helton, Valorie Simpson, Adam Shelledy and Mayor Hendrickson. Approval of the Minutes from the meeting on August 26, 2014. Motion was made by Valorie Simpson with a second by Adam Shelledy to approve the minutes. Motion carried with a vote of 3-0. Voting Aye: David Helton, Valorie Simpson and Adam Shelledy. Abstaining due to absence were Mayor Hendrickson and Alderman Larimore. Citizen Input. None. Old Business. The Director of Development spoke about acreage by the Meadows that developers are interested in developing. Annexation and the sewer system were discussed. New Business. The Director of Development spoke to the Commission about the City’s Comprehensive Plan which has not been updated since 1999.
