Planning and Zoning Meeting

CITY OF WILLARD, MISSOURI PLANNING AND ZONING REGULAR MEETING February 23, 2016 7:00 P.M. Staff present: City Administrator, J. Everett Mitchell; City Clerk, Jennifer Rowe; and Director of Development, Randy Brown. Citizens present: None. Meeting opened by Vice-Chair Lucille Murray at 7:03 p.m. Roll Call Present: Lucille Murray, David Helton, Valorie Simpson and Mayor Corey Hendrickson. Terry Kathcart, Adam Shelledy and Alderman Paul Hood were absent. Approval of Agenda Motion was made by Valorie Simpson with a second by David Helton to approve the Agenda. Motion carried with a vote of 4-0. Voting aye: Lucille Murray, David Helton, Mayor Hendrickson and Valorie Simpson. Approval of minutes from December 22, 2015 City Administrator noted that a change needed to be made to the date of the Minutes to reflect December 22, 2015. Motion was made by Valorie Simpson with a second by Mayor Hendrickson to approve the Minutes with the change from December 22, 2015. Motion carried with a vote of 4-0. Voting aye: Lucille Murray, David Helton, Mayor Hendrickson and Valorie Simpson. Citizens Input None Discussion on proposed annexation of AB & EE Randy Brown spoke about the proposed annexation of AB&EE. The City was given the green light from Springfield and MoDOT to move forward with the annexation. The next step will be allowing a comment period from citizens, as well as a public hearing. The Board stated that they were in favor of an informal public meeting regarding the proposed annexation before the public hearing as this would weed out many of the questions and concerns. The Board then indicated their approval with moving forward. Discussion/Vote on preliminary plat for Green Acres Subdivision Randy Brown outlined the preliminary plat for Green Acres Subdivision. He informed the Board that there were three (3) storm water runoffs within this property. His request is for the Board to approve adding in a potential buyout for storm water detention as opposed to requiring the owner to install three (3) separate storm water drains on the property. Motion was made by Lucille Murray and seconded by Valorie Simpson to approve the preliminary plat for Green Acres Subdivision with the potential storm water buyout attached. Motion carried with a vote of 4-0. Voting aye: Lucille Murray, David Helton, Valorie Simpson and Mayor Hendrickson. Old Business None New Business Randy Brown discussed a new temporary permit being issued for Ozark Portable Buildings. He informed the Board that the City was granting a six (6) month temporary permit for the business with the one (1) time option to extend for six (6) additional months. This would allow for no permanent structures to be needed until the business could assess the potential success of this type of business in this area. Randy Brown also updated the Board regarding the Comprehensive Plan Revision. He informed them that Great River Engineering was the only RFQ that the City had received and was awarded the contract. Great River will be moving forward with the revision. Adjourn Meeting David Helton made the motion to adjourn meeting at 8:10 p.m. with a second by Valorie Simpson. Motion carried with a vote of 4-0.
