Planning and Zoning Meeting

CITY OF WILLARD, MISSOURI PLANNING AND ZONING REGULAR MEETING February 27, 2018 7:00 P.M. Staff present; City Administrator, Brad Gray; City Clerk, Jennifer Rowe; and Director of Development, Randy Brown. City Attorney Ken Reynolds was not present. Citizens present: Jess and Lorrie Erwin. Meeting opened by Chairman Samuel Snider at 7:00 P.M. Roll Call Present: Jose Casanova, David Helton, Valorie Simpson, Alderman Snider, Terry Kathcart and Mayor Hendrickson Approval of Agenda Randy Brown requested that New Business be moved up to the new number six (6) as the Erwins were here to discuss the Farmers Market. Motion was made by Terry Kathcart with a second by Valorie Simpson to approve the Agenda with changes. Motion carried with a vote of 6-0. Voting aye: Jose Casanova, David Helton, Valorie Simpson, Alderman Snider, Terry Kathcart and Mayor Hendrickson. Approval of minutes from November 28, 2017 Meeting. Motion was made by Terry Kathcart with a second by Valorie Simpson to approve the Minutes from the November 28, 2017 Planning and Zoning Meeting. Motion carried with a vote of 5-0. Voting aye: Jose Casanova, David Helton, Valorie Simpson, Alderman Snider and Terry Kathcart. Mayor Hendrickson abstained. Citizens Input None. New Business Randy Brown introduced Jess and Lorrie Erwin from Erwin Farms. Mr. Erwin explained his plans for the Farmers Markets and what the next steps were. Discussion was made on insurance requirements and hours of operation. Discussion was also made on health regulations and tax. Alderman Snider requested that the Pledge of Allegiance be added to the Agenda for every meeting. Mr. Gray updated the Commission on the events for this year. Discussion on lot sizes in Residential Zones. Mr. Brown discussed the current regulations for Residential zoning in Willard. Discussion was made on other options and incentives for builders. Discussion was then made on green space and lot size requirements. Motion was made by Jose Casanova and seconded by Terry Kathcart to allow staff to proceed with more research and bring recommendations back to the Commission. Motion carried with a vote of 6-0. Voting aye: Jose Casanova, David Helton, Valorie Simpson, Alderman Snider, Terry Kathcart and Mayor Hendrickson. Old Business Mr. Brown updated the Commission on the sewer project. Discussion was then made on the four-lane highway and the upcoming Citizen Advisory Network meeting. Adjourn Meeting Motion was made by Alderman Snider and a second by Jose Casanova to adjourn. Motion carried with a vote of 6-0.
