Planning and Zoning Meeting

CITY OF WILLARD, MISSOURI PLANNING AND ZONING REGULAR MEETING MAY 22, 2018 7:00 P.M. Staff present: Director of Development, Randy Brown; City Administrator, Brad Gray; and, City Clerk, Jennifer Rowe. City Attorney Ken Reynolds was not present. Citizens present: Derek Lee and Kathy Mize Meeting opened by Vice-Chairman Terry Kathcart at 7:00 P.M. Mayor Hendrickson led the pledge of allegiance. Roll Call Present: Jose Casanova, David Helton, Valorie Simpson, Terry Kathcart and Mayor Hendrickson. Alderman Whitman was absent. Approval of Agenda Motion was made by Mayor Hendrickson with a second by Jose Casanova to approve the Agenda. Motion carried with a vote of 5-0. Voting aye: Jose Casanova, David Helton, Valorie Simpson, Terry Kathcart and Mayor Hendrickson. Approval of minutes from April 24, 2018 Meeting. Motion was made by Terry Kathcart with a second by Valorie Simpson to approve the Minutes from April 24, 2018 Planning and Zoning Meeting. Motion carried with a vote of 5-0. Voting aye: Jose Casanova, David Helton, Valorie Simpson, Terry Kathcart and Mayor Hendrickson. Citizens Input None. Public Hearing for Rezoning of Longview Subdivision from R-2 to R-1 PD. Mayor Hendrickson opened the Public Hearing for Rezoning of Longview Subdivision from R-2 to R-1 PD at 7:03 p.m. Derek Lee from Lee Engineering introduced himself and stated he was there to answer any questions. No others wished to speak so Mayor Hendrickson closed the public hearing at 7:05 p.m. Discussion/Vote to rezone Longview Subdivision from R-2 to R-1 PD. Mr. Brown discussed the rezoning request for Longview Subdivision. Motion was made by Valorie Simpson and seconded by Terry Kathcart to approve rezoning Longview Subdivision from R-2 to R-1 PD. Motion carried with a vote of 5-0. Voting aye: Jose Casanova, David Helton, Valorie Simpson, Terry Kathcart and Mayor Hendrickson. Public Hearing for Longview Subdivision for Preliminary Planned Development. Mayor Hendrickson opened the Public Hearing for Longview Subdivision for Preliminary Planned Development at 7:07 p.m. No citizens wished to speak so Mayor Hendrickson closed the public hearing at 7:08 p.m. Discussion/Vote to allow a Preliminary Planned Development for Longview Subdivision. Mr. Brown discussed the request for a Preliminary Planned Development for Longview Subdivision. Discussion was made on the walking path and sidewalks. Discussion was then made on the maintenance and landscaping requirements. Motion was made by Terry Kathcart and seconded by Valorie Simpson to allow a Preliminary Planned Development for Longview Subdivision. Motion carried with a vote of 5-0. Voting aye: Jose Casanova, David Helton, Valorie Simpson, Terry Kathcart and Mayor Hendrickson. New Business Mr. Gray updated the Commission on the Visioning Process and Comprehensive planning. He discussed potential residential zoning and options for the city. Discussion was made on the Farmers Market and business development within the city. Discussion was then made on water impact fees for rural customers. Old Business None. Adjourn Meeting Motion was made by Valorie Simpson and a second by Jose Casanova to adjourn. Motion carried with a vote of 5-0. Voting aye: Jose Casanova, David Helton, Valorie Simpson, Terry Kathcart and Mayor Hendrickson.
