Planning and Zoning Meeting

CITY OF WILLARD, MISSOURI PLANNING AND ZONING REGULAR MEETING JULY 24, 2018 7:00 P.M. Staff present: Director of Development, Randy Brown; and, City Clerk, Jennifer Rowe. City Attorney Ken Reynolds was not present. Citizens present: Willard Fire Protection District: Battalion Chief Jeremy Bumgarner and Captain Stephen House, SMCOG: Jason Ray and Sam Nogin. Meeting opened by Vice-Chairman Terry Kathcart at 7:00 P.M. Mayor Hendrickson led the pledge of allegiance. Roll Call Present: Jose Casanova, David Helton, Valorie Simpson, Terry Kathcart, Alderman Whitman and Mayor Hendrickson. Approval of Agenda Mr. Brown requested that a new agenda item be added to allow for a presentation by SMCOG on the Comprehensive Plan as the new number six (6). Motion was made by Mayor Hendrickson with a second by Jose Casanova to approve the Agenda with changes. Motion carried with a vote of 6-0. Voting aye: Jose Casanova, David Helton, Valorie Simpson, Terry Kathcart, Alderman Whitman and Mayor Hendrickson. Approval of minutes from May 22, 2018 Meeting. Motion was made by Valorie Simpson with a second by Terry Kathcart to approve the Minutes from May 22, 2018 Planning and Zoning Meeting. Motion carried with a vote of 5-0. Voting aye: Jose Casanova, David Helton, Valorie Simpson, Terry Kathcart and Mayor Hendrickson. Alderman Whitman abstained. Citizens Input None. SMCOG Presentation on Comprehensive Plan. Director Jason Ray of Southwest Missouri Council of Governments (SMCOG) introduced Simon Nogin. Mr. Nogin discussed what SMCOG is and explained the plan for the Comprehensive Plan. Discussion was made on a public meeting toward the end of the planning that everyone will be invited to see what they have come up with. Discussion/Vote to appoint Chairman, Vice Chairman, and Secretary. Motion was made by Terry Kathcart and seconded by Jose Casanova to make Terry Kathcart the Chairman of the Planning and Zoning Commission. Motion carried with a vote of 5-0. Voting aye: Jose Casanova, David Helton, Valorie Simpson, Alderman Whitman and Mayor Hendrickson. Terry Kathcart abstained. Motion was made by Valorie Simpson and seconded by Jose Casanova to make Mayor Hendrickson the vice Chairman. Motion carried with a vote of 5-0. Voting aye: Jose Casanova, David Helton, Valorie Simpson, Terry Kathcart and Alderman Whitman. Mayor Hendrickson abstained. Motion was made by Terry Kathcart and seconded by Jose Casanova to make Valorie Simpson the secretary. Motion carried with a vote of 5-0. Voting aye: Jose Casanova, David Helton, Terry Kathcart, Alderman Whitman and Mayor Hendrickson. Valorie Simpson abstained. Discussion/Vote on ATM Commercial Lot 6 building façade. Mr. Brown discussed the building façade for the Sawyer Tire building. Discussion was made on the types of material that would be used, the signage, and the screening of the old tires. Motion was made by David Helton and seconded by Terry Kathcart to accept the building façade for the Sawyer Tire building at ATM Commercial lot 6. Motion carried with a vote of 6-0. Voting aye: Jose Casanova, David Helton, Valorie Simpson, Terry Kathcart, Alderman Whitman and Mayor Hendrickson. New Business Mr. Brown updated the Commission on the speed limit reduction request for Megan Lane. Discussion was also made on the Zoning Classification process to go with the Comprehensive Plan. Old Business Mr. Brown discussed food trucks/carts. Discussion was made on possibly generating code updates to include verbiage for food carts and food trucks. Adjourn Meeting Motion was made by Jose Casanova and a second by Valorie Simpson to adjourn. Motion carried with a vote of 6-0.
