CITY OF WILLARD PLANNING AND ZONING MINUTES March 25, 2025 Staff present: Planning and Zoning Director: Mike Ruesch, Planning Assistant: Tammy Nephew, Assistant City Attorney Anna Yendes Visitor: Rick Stenberg Vice-Chairman Alderman David Keene led the The Pledge of Allegiance CALL THE MEETING TO ORDER Vice-Chairman Keene called the meeting to order at 6:02 P.M. ROLL CALL Roll call conducted by the Secretary Valorie Simpson. Present: Vice-Chairman Alderman Keene, Valorie Simpson, Josh Breeze, Steve Cobb, Marianne Hill, Gary Walker. Not present: Sam Baird, Burnis Coleman, David Kinsman, Jeff LaMontia Jeff LaMontia arrived. Agenda Amendments/Agenda Approval Motion made by Marianne Hill to approve the agenda, seconded by Gary Walker. Voting aye: Vice-ChairmanChairman Keene, Valorie Simpson, Josh Breeze, Steve Cobb, Marianne Hill, Jeff LaMontia, Gary Walker. Motion carried 7-0 APPROVAL OF MINUTES January 7, 2024 1. David Keene mentioned he was not at the meeting, but is listed as voting. Motion was made by Valorie Simpson to amend the minutes and seconded by Marianne Hill. Voting aye: Vice- Chairman David Keene, Valorie Simpson, Josh Breeze, Steve Cobb, Marianne Hill, Jeff LaMontia, Gary Walker. Motion carried 7-0.  Page 1 CITIZENS INPUT None PUBLIC HEARING 2. Chapter 400 Article VIII Landscaping Screening and Buffering Requirements for the City of Willard. Vice-Chairman Keene opened the public hearing. Rick Stenberg handed out to the board edited versions and comments about the ordinance. He spoke about the need to simplify the ordinance as well as being able to enforce. He pointed out that there are some areas that need definition and consistency as in a tree caliper of 1” and in other parts it says 1 1/2”. The board thanked him for his many hours of work. Vice-Chairman Keene closed the public hearing DISCUSSION 3. Chapter 400 Article VIII Landscaping Screening and Buffering Requirements for the City of Willard. Mike Ruesch spoke that this ordinance is in the beginning stage. He looks forward to Mr. Stenberg’s comments and review his suggestions. He will be bringing this back to the board in a few months. Motion made but Steve Cobb to table Chapter 400 Article VIII seconded by Marianne Hill. Voting aye: Vice-Chairman David Keene, Valorie Simpson, Josh Breeze, Steve Cobb, Marianne Hill, Jeff LaMontia, Gary Walker. Motion carried 7-0. 4. 405.155 Parks in Lieu of Fee This ordinance would only apply to builder/developer. It would not apply to a developer that sells lots. 5. 400.156 Linear Park Trails and Connectors Board discussed 10’ wide easement for neighborhood linear parks. Board members felt that was sufficient. Page 2 NEW BUSINESS Next board meeting is April 15. Elections will be held at that meeting.
