AGENDA City of Williamsburg Special City Council Joint Meeting with the WJCC School Board and the James City County Board of Supervisors Friday, December 2, 2022 The Special City Council Joint Meeting with the WJCC School Board and the James City County Board of Supervisors will be held Friday, December 2, 2022 in the James City County Recreation Center; 5301 Longhill Road, Williamsburg, VA 23188 commencing at 9:00 AM. ROLL CALL - WJCC Board of Supervisors C. CONSIDERTION AND APPROVAL OF REMOTE ATTENDANCE - SUPERVISOR SUE SADLER Supervisor Sadler is unable to attend the meeting in person and has requested to participate remotely. The Code of Virginia requires such a request be approved by the body prior to the participation of the member. 3. WILLIAMSBURG CITY COUNCIL A. CALL TO ORDER - WILLIAMSBURG CITY MAYOR B. Roll Call - WILLIAMSBURG CITY COUNCIL C. CONSIDERATION AND APPROVAL OF REMOTE ATTENDNACE - COUNILMAN TED MASLIN Councilman Ted Maslin is unable to attend the meeting in person and has requested to participate remotely. A Presentation and Discussion Concerning the State Budget and 4 Implications for K-12 Public Education and the WJCC School Division - Jim Regimbal, Principal Fiscal Analytics, Ltd. 5. ADJOURNMENT A. Williamsburg City Council Special City Council Joint Meeting with the WJCC School Board and teh James City County Board of Supervisors Agenda Item Summary Related Goal Staff Contact Engaging with our Partners Andrew Trivette, City Manager Agenda Item Wording A Presentation and Discussion Regarding the Superintendent's Proposed FY24 - FY33 Capital Improvement Plan - Superintendent, Dr. Olwen Herron Background Information Annually, a joint meeting is held with the WJCC School Board, the James City County Board or Supervisors, and the Williamsburg City Council to receive a presentation of the Superintendent's Proposed Capital Improvement Plan. The School District uses a ten year horizon for capital planning. Dr. Herron will present the proposed plan for FY 24 - FY 33. Previous Relevant Action None Staff Recommendation None Special City Council Joint Meeting with the WJCC School Board and teh James City County Board of Supervisors Agenda Item Summary Related Goal Staff Contact Engaging with our Partners Andrew Trivette, City Manager Agenda Item Wording A Presentation and Discussion Concerning the State Budget and Implications for K-12 Public Education and the WJCC School Division - Jim Regimbal, Principal Fiscal Analytics, Ltd. Background Information Annually the three elected bodies request a state budget and WJCC financial statistics review from Jim Regimbal. The presentation will cover the current and projected state budget data, its impacts on WJCC capital and operating budgets, and important statistical changes in WJCC funding as compared to statewide public school districts. Mr. Regimbal has 30 years of experience in state and local budget and tax policy analysis. He served for 12 years on the staff of the Virginia Senate Finance Committee from 1987-1999, where he provided the Committee with expertise in tax policy, transportation and finance agency budgets, and economic and revenue forecasting. In 1999, he co-founded Fiscal Analytics Ltd. where his expertise in state and local budget and tax policy issues have been provided to local governments, business groups, trade associations, and nonprofit organizations. The Virginia Municipal League, the Virginia Association of Counties, and the Virginia First Cities Coalition currently employ his services. Previous Relevant Action None Staff Recommendation None
