The purpose of the Tourism Development Fund (TDF) is to increase patronage to restaurants,
attractions, hotels, and events in the City of Williamsburg through financial assistance and
reinvestment in tourism products, place-making projects, special events, public-private
partnerships, and destination marketing.

Meeting Minutes
The Tourism Development Grant Review Committee (TDGRC) met on Monday, September 12, 2022, at
3:30 PM in Room 127 at the Stryker Center, 412 N. Boundary Street.
I. Call to Order
The meeting was called to order by Ms. Skrabala at 3:31 pm.
II. Roll Call
The following TDGRC members were present: Chris Caracci, Craig Reeves, Adam Steely, Sally
Wolfe, Ron Kirkland, Cash Arehart, Greg Granger.
The following staff members were present: Joanna Skrabala (Tourism Development
Specialist).
III. Approve Minutes
a. January 2020 Minutes
Mr. Caracci made a motion to approve the January 30th, 2020, minutes and Mr. Reeves
seconded. All approved. Mr. Arehart and Mr. Kirkland abstained as new members.
IV. Open Forum
There were no comments during the open forum.
V. Introductions & Overview
a. 2022-2023 Members
Ms. Skrabala reported that this first meeting was more of a refresher and asked that
everyone introduce themselves.
Ms. Skrabala then gave a brief presentation on where the Tourism Development Fund
originated and where the money goes, including Outside Agencies, the Tourism
Promotion Contingency Fund, and the TDF grants reviewed by the TDGRC.
Ms. Skrabala reiterated that the eligible projects funded by the TDF include new product
development, placemaking, and renovations/improvements to existing infrastructure.
VI. Appointment of Officers
a. Chair & Vice Chair
Ms. Skrabala reported that because the TDGRC had not met since 2020, officer
appointments needed to be done to move forward. Mr. Caracci volunteered to serve
again as Chair. Mr. Kirkland made a motion to approve Mr. Caracci as Chair and Mr.

Arehart seconded. All approved. Mr. Arehart made a motion to approve Ms. Wolfe as
Vice Chair and Mr. Kirkland seconded. All approved.
VII. Old Business
a. 2019 and 2020 Cycles
Ms. Skrabala said the second cycle of TDF grants opened in 2020; however, it then shut
down due to the pandemic. She said these applicants would be invited to submit again.
Mr. Caracci said the funds in 2020 were reallocated to other expenses; however, with
the new fiscal year, those funds have started to rebuild again. He said staff should better
know of a projected amount in early 2023.
Ms. Skrabala said updates on the 2019 grantees were included in the agenda packet.
Mr. Kirkland added that the Indoor Sports Complex would soon be announcing the
selected contractor for construction. Ms. Skrabala said that some of the projects were
delayed due to the pandemic, but everything is either finished or in progress.
Mr. Reeves asked about the Colonial Williamsburg funding request. Mr. Caracci said it
was approved; however, CW then withdrew its request.
VIII. New Business
a. 2023 Cycle
Ms. Skrabala reviewed the application cycle and proposed 2023 timeline:
• Phase I application opens in late January 2023, due in March 2023
• Phase II application, by invite-only, opens in April 2023, due in June 2023
• Applicant Presentations, by invite-only, summer 2023
• TDGRC makes recommendations to City Council, fall 2023
Ms. Skrabala also reported that City staff would conduct information sessions about the
TDF application process.
Mr. Reeves asked what needs to be done prior to the process reopening. Ms. Skrabala
said that at the next meeting, the TDGC would review the current applications for
updates and revisions, as well as look at marketing options to get the word out about
the opportunity.
Mr. Reeves asked if the EDA could help get the word out and Mr. Steely said they could.
Mr. Steely said the projected fund amount is crucial to how the group proceeds. Mr.
Kirkland also suggested the Williamsburg Tourism Council could also assist in letting
people know.

Williamsburg City staff and the Tourism Development Grant Review Committee will review all applications and
make a funding recommendation to the Williamsburg City Council. Phase II applicants may be invited to
present their project to the TDGRC Committee at its July meeting, which is currently scheduled for June 19,
2020. The Committee and staff also may conduct project site visits during the summer. The Committee’s
recommendation of funding awards will be presented to the City Council for consideration in September.

Williamsburg City staff and the Tourism Development Grant Review Committee will review all applications and
make a funding recommendation to the Williamsburg City Council. Phase II applicants may be invited to
present their project to the TDGRC Committee at its July meeting, which is currently scheduled for June 19,
2020. The Committee and staff also may conduct project site visits during the summer. The Committee’s
recommendation of funding awards will be presented to the City Council for consideration in September.

The Williamsburg City Council created the Tourism Development Fund in 2017 to “increase patronage to restaurants,
attractions, hotels, and events in the City of Williamsburg through financial assistance and reinvestment in tourism
products, place-making projects, special events, and public-private partnerships.”
