WPAC members present: Robert Currie (Chair), Patricia Rublein (Vice-Chair), Scott Spence (Secretary), Pat Dent, Barbara Ramsey, Rachel Trichler, Harold Philipsen, Sally Wolfe, Conor Sokolowsky WPAC members absent: None Staff members present: Joanna Skrabala (Tourism Development Specialist), Sarah Seward (Administrative Coordinator) Others present: None I. Call to Order Mr. Currie called the meeting to order at 3:31 P.M. II. Approval of Minutes a. October 31, 2022 – WPAC Minutes b. November 14, 2022 – WPAC Minutes Mrs. Ramsey made a motion to accept the minutes and Mr. Sokolowsky seconded. All approved. III. Chair’s Report Mr. Currie reported that he will suggest moving the regional mural festival to the fall. He also reported that he would package together the group’s brainstorming session for Branded Arts. IV. Staff Update a. Introduction: Sarah Seward, Administrative Coordinator Ms. Skrabala introduced Sarah Seward as the Economic Department’s new Administrative Coordinator. She said Ms. Seward would also be taking over minute taking for the meetings. V. Mural Program at Midtown Row a. Mural Curation Services Ms. Skrabala said she would present the recommendation to hire Branded Arts at the Page 2 of 5  December City Council meeting. b. Wall #2: Update Ms. Skrabala reported that Silas Baker’s mural was complete and the official unveiling was successful with members of City Council present. She reported that the event’s refreshments were sponsored by Earthfare and Insomnia. c. Wall #1: Discussion of Proposals The WPAC discussed the mural submissions. There was a total of 13 artists and 12 design submissions. The 13 artists/artistic teams were: Alyssa Jones & Nyssa Collins, Britt Flood, Carlito Quartz, Chelsea Hart, David Freeman, Eric Vincent Allen, Martha Spak & Jennifer Geiger, Navid Rahman, Rafael Blanco, Sally St. Rose, Tamika Bright-Stubblefield, Trejo Maya, and Verena Lathers & Madeline Ruffieux. Three out of the 13 artists did not submit mural designs, and instead directed the WPAC to images of their previous creative work. The WPAC selected two out of the 13 artists, Britt Flood and Rafael Blanco for further consideration. It was decided that Mrs. Skrabala will contact Blanco and Flood regarding new and refreshed design concepts, referencing pieces favored by the WPAC on each of the artists’ websites. Images of Wall #2 should be provided to Blanco and Flood so that they understand what kind of color scheme and feel the WPAC is trying to emulate. Ms. Rublein moves to authorize a design fee not to exceed 500 dollars for mural of wall 1 in midtown and was seconded by Conor Sokolowsky. All approved. VI. Next Meeting The next regular meeting is scheduled for Monday, January 30, 2023, at 3:30 pm in Room 127 at the Stryker Center. VII. Adjournment Mr. Currie made a motion to adjourn the meeting and seconded. All approved and the meeting ended at 4:52 PM. _______________________________________________ Scott Spence, Secretary Page 3 of 5 Meeting Date: 1/30/23 Staff Contact: Joanna Skrabala, Tourism Development Specialist Agenda Item Wording: Consideration and Approval of a Mural Design at Midtown Row Background Information: The Williamsburg Public Art Council reissued an RFQ in the fall of 2022 for a mural design in Midtown Row. The RFQ included one wall alongside Food Lion, across from Sal’s by Victor. The theme for the wall was “community connections” with a not-to-exceed budget of $17,000. There were 13 submissions from artists/artistic teams across the country. At its November 28 meeting, the WPAC reviewed the designs and narrowed down the finalists to two submissions. The WPAC Chair and City staff were tasked with discussing revisions with the finalists and both agreed to resubmit designs for further consideration. The WPAC is slated to decide on a winning artists/design at its January 30 meeting. Previous Action: None Staff Recommendation: Staff recommends that the WPAC award the bid to the artist selected. Sample Motion: I move that the Williamsburg Public Art Council award <artist name> in the amount of <artist budget> for design and installation of a mural alongside the Food Lion located at 1242 Richmond Road pursuant to City Council Ordinance #21-01 and Resolution #21-03.
