WPAC members present: Robert Currie (Chair), Patricia Rublein (Vice-Chair), Scott Spence (Secretary), Pat Dent, Barbara Ramsey, Rachel Trichler, Harold Philipsen, Sally Wolfe, Conor Sokolowsky WPAC members absent: None Staff members present: Joanna Skrabala (Tourism Development Specialist), Sarah Seward (Administrative Coordinator) Others present: Hannah Warner (Broad Street Realty/Midtown Row) I. Call to Order Mr. Currie called the meeting to order at 3:31 P.M. II. Approval of Minutes a. November 28, 2022 – WPAC Minutes Mr. Philipsen made a motion to accept the minutes and Ms. Wolfe seconded. All approved. III. Chair’s Report a. Future Projects Mr. Currie reported that the WPAC should think about how to fuel public art and tie it back to the comprehensive plan. The community has stated their desire for the installment of interactive art. Interactive art should be installed in locations where foot traffic exists. It was suggested that WPAC members should research interactive art and collaborative projects for the February meeting. IV. Old Business a. Public Art Plaques Ms. Skrabala reported that an example for the plaques was recommended, and Hannah Warner received a quote for a little over $400. Public works will install the plaques once obtained. Page 2 of 5  There were some concerns regarding accessibility, the possibility of a QR code, and payment. Ms. Skrabala said that she would follow up with questions. V. Mural Program at Midtown Row a. Marquee Wall Update In December, funds were approved by the City Council to Branded Arts for a mural to go alongside Marshalls. Ms. Skrabala reported that a bailment agreement was drafted and signed between the City and Broad Street Realty. She said the contract between the City and Branded Arts is still being finalized. b. Wall #1: Review of Revised Designs The two finalists for Wall #1 were Britt Flood and Rafael Blanco. Both artists submitted new designs for the WPAC to review. After careful consideration, it was decided that Britt Flood would be awarded Wall #1, however the final design has not yet been determined. Mr. Currie and Ms. Skrabala will contact Britt Flood to discuss specific concepts to create a revised design. Mr. Philipsen moved to award Britt Flood Wall #1, but have not decided on a specific design concept. Ms. Rublein seconded the motion. All approved. VI. 2023 Calendar a. 2023 WPAC Meeting Dates The WPAC will meet on the last Monday of every month, except in May in observation of Memorial Day. The May meeting will be held on May 22, 2023. VII. Next Meeting 1/28/2023 The next regular meeting is scheduled for Monday, February 27, 2023, at 3:30 pm in Room 127 at the Stryker Center. VIII. Adjournment Ms. Ramsey made a motion to adjourn the meeting and was seconded by Mr. Dent. All approved and the meeting ended at 4:45 P.M. _______________________________________________ Scott Spence, Secretary Page 3 of 5 Meeting Date: 2/27/23 Staff Contact: Joanna Skrabala, Tourism Development Specialist Agenda Item Wording: Consideration and Approval of Two (2) Locations for the Gateway Lanterns Background Information: In July of 2022, the Williamsburg Public Art Council heard a presentation from City staff and landscape architect firm VHB over the initiative to install gateway features at the City’s entryways. The concept is finalized and features a lantern design. Because the features are deemed public art, the City would like the WPAC to apply to the Tourism Development Fund grant program for funding to complete the construction and installation of two of these lanterns. With the guidance of the WPAC, City staff will work with the WPAC Chair to complete the Phase 1 TDF application. At today’s meeting, the WPAC needs to review and approve two (2) locations for the gateway lanterns. Previous Action: None Staff Recommendation: Staff recommends the WPAC vote to approve two (2) locations for gateway lanterns for the purposes of drafting and submitting a Phase 1 application to the City’s Tourism Development Fund grant program. Sample Motion: For the purpose of submitting a Phase 1 application to the City of Williamsburg’s Tourism Development Fund grant program, I move that the Williamsburg Public Art Council approve the recommendation of <location 1> and <location 2> to install gateway lantern features pursuant to City Council Ordinance #21-01 and Resolution #21-03. Page 4 of 5 Meeting Date: 2/27/23 Staff Contact: Joanna Skrabala, Tourism Development Specialist Agenda Item Wording: Consideration and Approval of a Mural Design at Midtown Row Background Information: The Williamsburg Public Art Council reissued an RFQ in the fall of 2022 for a mural design in Midtown Row. The RFQ included one wall alongside Food Lion, across from Sal’s by Victor. The theme for the wall was “community connections” with a not-to-exceed budget of $17,000. There were 13 submissions from artists/artistic teams across the country. At its November 28 meeting, the WPAC reviewed the designs and narrowed down the finalists to two artists who then revised their proposals. At the January 30 meeting, the WPAC selected Britt Flood as the artist; however, additional design revisions were requested. The WPAC is slated to review Ms. Flood’s most recent design(s) and vote to approve funding for said design. This will formally allow contract negotiations to move forward between the City and Ms. Flood. Previous Action: None Staff Recommendation: Staff recommends that the WPAC vote to approve a design by Britt Flood and award funding. The design may still require small adjustments and tweaks. Sample Motion: I move that the Williamsburg Public Art Council award Britt Flood in the amount of $17,000 for design and installation of a mural alongside the Food Lion located at 1242 Richmond Road pursuant to City Council Ordinance #21-01 and Resolution #21-03.
