ADJOURNMENT Page 1 of 4 The Williamsburg Public Art Council met at 3:30 pm, Monday, February 27, 2023, in room 127 at the Stryker Center, 412 N Boundary Street, Williamsburg, Virginia. WPAC members present: Robert Currie (Chair), Patricia Rublein (Vice-Chair), Scott Spence (Secretary), Pat Dent, Barbara Ramsey, Rachel Trichler, Harold Philipsen, Conor Sokolowsky WPAC members absent: Sally Wolfe Staff members present: Joanna Skrabala (Tourism Development Specialist), Sarah Seward (Administrative Coordinator) Others present: Hannah Warner (Broad Street Realty/Midtown Row) I. Call to Order Mr. Currie called the meeting to order at 3:34 P.M. II. Approval of Minutes a. January 30, 2023 – WPAC Minutes Ms. Ramsey made a motion to accept the minutes and Mr. Sokolowsky seconded. All approved. III. Chair’s Report a. Future Projects Mr. Currie reported that he has had ongoing discussions with Asa Jackson to coordinate a Regional Mural Festival and that they are working on changes. He then stated that Mr. Jackson said the festival may not happen in the spring, and they will look at a later time. Mr. Currie also discussed the potential of being part of a regional art map. Mr. Currie appointed two WPAC members, Rachel Trichler and Sally Wolfe, to be the point people for coordinating with Branded Arts. Ms. Skrabala reported that we are still waiting on contractual documents from Branded Arts. IV. Staff Updates a. Public Art Plaques Ms. Skrabala reported that the design for the public art plaques is approved, but some revisions need to be done. The funding for the plaques will come from the tourism budget. Page 2 of 4 A public art story map is being curated by a City intern. This story map will include a map of public artworks throughout the City with photos and descriptions for each listed artwork. b. Daughters of the American Revolution (DAR) Marker Ms. Skrabala reported that the Daughters of the American Revolution (DAR) Marker will need City council’s approval. c. African American Heritage Trail Ms. Skrabala reported the City has received funding for the trail head and the path to the trail. Two public info sessions have been planned for March 4th and March 7th. As a reminder, the WPAC heard a presentation about the trail last year. The WPAC’s involvement is paused at the trail head until further notice. The WPAC will be the entity that issues an RFP for the public art piece. V. New Business a. TDF Application – Wayfinding Lantern Ms. Skrabala reported that wayfinding has been a challenge for the City, and that the City is looking to identify gateway points. Once two gateway points have been identified, two large wayfinding lanterns will be installed at the approved locations. The WPAC discussed proposed gateway points for lantern placement, and agreed that the City boundaries at Monticello and Richmond Road are the best locations. The budget for the lanterns is $200,000 each. The City would like the WPAC to apply for the TDF for partial funding. Ms. Skrabala recommends applying for $300,000 in tourism development funds and commit $100,000. Mr. Philipsen moved for the two wayfinding lanterns to be placed at the City boundaries at Monticello and Richmond Road. Ms. Ramsey seconded. All approved. Ms. Ramsey made a motion for the WPAC to authorize $100,000 to be used toward funding the wayfinding lanterns. Mr. Philipsen seconded the motion. All approved. VI. Mural Program at Midtown Row a. Marquee Wall/Branded Arts Topic was previously discussed. b. Wall #1 – Design Review The WPAC reviewed the new designs submitted by Britt Flood. The WPAC selected design A with minor changes to be made. These changes include changing the background color of Design A to the background color in design A2 and alter the cloud placement. Mr. Philipsen discussed a timeline for the mural to be completed, and everyone agreed that it should be completed by the end of late June. The mural for Wall #1 will need to go before City Council for approval. Page 3 of 4 Mr. Philipsen moved to award Britt Flood $17,000 for the Wall #1 design. Ms. Rublein seconded the motion. All approved. VII. Next Meeting The next regular meeting is scheduled for Monday, March 27, 2023, at 3:30 pm in Room 128 at the Stryker Center. VIII. Adjournment Mr. Currie made a motion to adjourn the meeting and was seconded by Ms. Trichler.
