WPAC members present: Robert Currie (Chair), Patricia Rublein (Vice-Chair), Scott Spence (Secretary), Pat Dent, Barbara Ramsey, Rachel Trichler, Sally Wolfe, Harold Philipsen WPAC members absent: Conor Sokolowsky Staff members present: Joanna Skrabala (Tourism Development Specialist), Sarah Seward (Economic Development Administrative Coordinator) I. Call to Order Mr. Currie called the meeting to order at 3:31 pm. II. Approval of Minutes a. March 27, 2023 – WPAC Minutes Ms. Ramsey made a motion to approve the February minutes and Ms. Wolfe seconded. Approved by Mr. Currie, Ms. Rublein, Mr. Spence, Mr. Dent, Ms. Ramsey, Ms. Trichler and Ms. Wolfe. Abstained by Mr. Philipsen. III. Chair’s Report a. Community Appreciation Day 2023 Mr. Currie began the discussion by asking what the WPAC would like to do for Community Appreciation Day which will be held on July 3rd. The Military band has been booked and setup will be the same as last year. Ms. Ramsey suggested that we try to involve students from the College of William and Mary. Mr. Currie commented that the mural at the last Community Appreciation Day was fun for the community, but we might consider some changes. Ms. Trichler suggested the idea of bringing in one of the mural artists to create an outline for members of the community to fill in. Mr. Currie asked about the budget for Community Appreciation Day, and Ms. Skrabala said that tourism funds could be used toward the project. Ms. Rublein suggested someone could also discuss with Steve Prince. It was suggested that mural artist, Silas Baker, create the backdrop and then members of the community could paint butterflies. Ms. Trichler and Ms. Rublein Rachel are subgroup members for Community Appreciation Day. Page 2 of 6  Ms. Trichler inquired about swag to give out and promote the WPAC. She suggested that if there are digitized versions of the murals, perhaps they could be made into a coloring book or stickers. IV. Staff Update a. TDF Phase 2 Application & Gateway Lanterns Location Ms. Skrabala reported that the WPAC has been accepted to Phase 2 of the TDF. There will be some changes on Richmond Road making things more accessible. After an internal discussion by staff, it was considered that a lantern may be a better fit on Capitol Landing Road. Mr. Philipsen proposed the following motion: For the purpose of submitting the Phase 2 application to the City of Williamsburg’s Tourism Development Fund grant program, I move that the Williamsburg Public Art Council amend its application to include in place of the Richmond Road location to install a gateway lantern feature pursuant to City Council Ordinance #21-01 and Resolution #21-03. Seconded by Ms. Ramsey. Approved by all. V. Mural Program at Midtown Row a. Wall # 1 Update Ms. Skrabala reported that all contract information has been signed for Britt Flood as of April 24, 2023. Britt Flood will begin work on the mural over a series of dates throughout the latter part of May. b. Marquee Wall – Branded Arts Mr. Currie reported that he spoke to Warren Brand from Branded Arts on Friday, and they have a good idea of what the WPAC is looking for and has provided a set of artists. Ms. Skrabala will send out a survey for WPAC members to choose 3-5 of their favorite artists. The results of the survey will be discussed at the next meeting. VI. Next Meeting The next regular meeting is scheduled for Monday, May 22, 2023, at 3:30 pm in Room 127 at the Stryker Center. VII. Adjournment The meeting adjourned at 4:28 pm. _______________________________________________ Scott Spence, Secretary Page 3 of 6  Williamsburg Public Art Council Community Appreciation Day Proposal WHEN Monday, July 3, 2023 4:00 pm setup time 5:00 pm start time (concert is at 7:30 pm) ART PROJECT The WPAC/City will contract with an artist (Silas Baker) to create a mural (6’ x 18’) of a Williamsburg garden scape. Community Appreciation Day attendees will then have the opportunity to decorate a butterfly to adhere to the finished mural. Garden scape mural samples below: The butterfly decorating component will be under a tent with tables, chairs, and supplies. There will also be a dedicated table with WPAC information (stickers, half page flyers, WPAC members). The garden scape mural will be outside the tent on display. WPAC/City will collaborate with Colonial Williamsburg on tent rental, tables, chairs, and fencing for garden scape mural. WPAC will reach out to William & Mary for possible volunteers (athletics) and Page 4 of 6 assistance from Steve Prince, Director of Engagement at the Muscarelle Museum of Art, who could help engage participants. BUDGET/MATERIALS • Artist $1,500 - $2,000 Staff recommends contracting with Silas Baker as he is local and was the first to complete a commissioned mural in the City. He will need space to complete the project. Anticipated time for completion is 2 days. This expense will come from the City’s tourism budget (separate from WPAC). • Canvas $310 6’ x 18’ rolled canvas (same as used in 2022). • Brushes $48 100-pack of brushes @ $12 each x 4 • Markers $30 Pack of 160 washable markers. • Die-cut butterflies $198 1,000 4” x 6” die-cut butterflies on matte cardstock. • Adhesive glue dots $12 Two (2) packs of 1,600 @ $6 each. • Paper plates for paint $40 Two (2) packs of 300 plates. • Cups for water $30 Three (3) 100-packs of plastic cups @ $8.50 each. • Giveaway stickers $100 200 2” x 3” oval stickers. • Shipping/contingency $132 WPAC Budget Estimate $900 Tourism Budget Estimate $2,000 Page 5 of 6 Meeting Date: 5/22/23 Staff Contact: Joanna Skrabala, Tourism Development Specialist Agenda Item Wording: Consideration and Approval of the 2023 Community Appreciation Day Proposal and Budget Background Information: In partnership with Colonial Williamsburg and William & Mary, the City of Williamsburg will present Community Appreciation Day on July 3, 2023. In 2022, as a part of CAD, the Williamsburg Public Art Council hosted a public art project, inviting the community to participate in creating three large murals. For 2023, the WPAC is invited to host another project. At its April meeting, the WPAC brainstormed ideas for the event. The planning sub-group met to further discuss ideas and staff developed a proposal which includes a budget outline (included in the meeting packet). Previous Action: N/A Staff Recommendation: Staff recommends the WPAC vote to approve the proposed Community Appreciation Day proposal and budget. Sample Motion: I move that the Williamsburg Public Art Council approve the Community Appreciation Day proposal and a budget not to exceed <insert dollar amount> pursuant to City Council Ordinance #21-01 and Resolution #21-03.
